Parks, Recreation, and Open Space Commission
of November 15, 2017
Hugo City Hall, 7:00 pm
Call to Order
Present: Dave Strub, Cathy Moore-Arcand, John Pontrelli, Nicole Schmid, Mat Rauschendorfer,
Ranell Tennyson, Roger Clarke

Strub called the meeting to order at 7:00 pm.
:1. Approval of Minf.ites from October Meeting
Rauschendorfer made a motion, Tennyson seconded to approve the minutes of the October 18,
2017 Parks Commission meeting as presented.
All Ayes.
Motion carried.
'.. Leroux Property Sketch Plan
Parks Planner Shayla Denaway presented a sketch plan application for the Leroux Property
submitted by CPDC Pratt Oakwood, LLP. The proposed development is on 120 acres of vacant
land east of Elmcrest Avenue N and North of 159th Street N. The development would consist of
177 proposed residential lots with a variety of product types, lot sizes, stormwater ponding,
Trail/Road connections and a large area that could be built as a park space.
Len Pratt and David Hempel from Westwood Professional Services were available to answer
questions and asking for informal comments on the sketch plan at this time.

Len Pratt indicated they are proposing 11.2 acres of land and fee dedication of $424,800. The
sketch included possible baseball fields, sport courts, pavilion, trails and parking area for the
playground space.
Clarke suggested that the wooded area could be used as a buffer between the trail systems and
would preserve trees and would help service the animals.
Tennyson referred to area that was drafted for a baseball field, questioning the lack of parking
spaces. Morre-Arcand agreed that the parking space offered isn't enough for use. She asked
why the lots adjacent to the [city -owned] land weren't dedicated for the park. Len Pratt
informed that the road by the water tower is required to provide connectivity to existing
properties. The cost to pave/construct the road is balanced out with the lots to financially
break even.
Pratt informed that the homes proposed for construction are going to be built by Capstone
Homes who is partners with Lumber Liquidators. They are villa homes targeted to empty
nesters. Len Pratt offered to help rent a grubber and spread the chips on this trails with hopes
they can be constructed right away. He also volunteered to help with the improvements at
Clearwater Creek Preserve, knowing the trail there also needs more wood chips placed/spread.
Planner Rachel Juba reminded the commission members that the park amenities are only
drafted to give suggestions and show what is possible, but that only park land is to be
dedicated. Any costs to construct the optional amenities would be the City's. Following
completion of the wetland delineation report the land that is available to be dedicated will be
confirmed as land that is wetland cannot be counted for dedication.

Sarah Rumppe, Community Development Intern gave a presentation regarding improvements
at Clearwater Creek Preserve. She shared ideas and sketches of:
• Clearing brush to create windows to view the picturesque creek
• Creating creek access with bordering edges established with large sitting rocks
• Working with developers to connect trails and improving trail vision
• Changing trail location to eliminate wetland issues
• Defining areas at the north end of the site by opening the canopy
• Providing seating along the paths, specifically near the creek
Clarke encouraged educational signs, plaques or billboards be incorporated along the trail.
Commission members were pleased to see the sketches and were favorable of making the
discussed changes.

Denaway reminded that Xcel Energy had donated the property adjoining to Clearwater Creek
Park for access/connectivity.
