Chair, Kleissler called the meeting to order at 7:01 p.m.
PRESENT: Arcand, Kleissler, Lessard, Patzner, Rosenquist.
ABSENT: Knauss, McRoberts.

Approval of Minutes for the Planning Commission Meeting of September 22, 2016
Commissioner Patzner made a motion, seconded by Commissioner Lessard, to approve minutes for the meeting
of September 22, 2016.
All Ayes. Motion carried.
Commissioner Arcand abstained.
Brigg Backer – 9052 140th Street North – Minor Subdivision and CUP
Leitz presented on a minor subdivision and CUP request for properties generally located north of 140th Street
and west of Keystone Avenue. She stated that the applicant is requesting approval of a minor subdivision of an
approximately 32.68 acre parcel and a 20 acre parcel located immediately west of the property. The applicant is
proposing to combine the two parcels and split them into a 14.48 acre parcel, a 20 acre parcel, and an 18.20 acre
parcel. Leitz described that the CUP is for approval of a shared driveway that provides access to an already
established parcel to the north. Leitz stated that the existing driveway meanders through four parcels and a
CUP is required for a driveway if it is shared by two or more separate parcels or lots of land. Leitz stated that
the proposed lots meet the required lot depth, width, and size requirements in the AG zoning district and meets
all necessary criteria for a minor subdivision. Leitz briefly explained three of the thirteen standards used to
evaluate a CUP and stated that the request meets all necessary standards. Leitz stated that staff recommends
approval of the minor subdivision and conditional use permit (CUP), subject to the conditions listed in the
attached resolution.
Chair Kleissler invited the applicant to the podium to speak.
Brigg Backer, 9052 140th Street North, approached the podium. He stated that this land has been in the family
for decades and some of their family are interested in purchasing the proposed new parcels, which will keep
much of it within the family. He stated that the family really wanted to make sure their request kept the
character of the area and believes they accomplished that with their request.
Chair Kleissler opened the public hearing at 7:08 p.m.
No one was in the audience.
Chair Kleissler closed the public hearing at 7:09 p.m.
Commissioner Rosenquist made a motion, Commissioner Arcand seconded, to recommend approval of the
minor subdivision and conditional use permit (CUP), subject to the conditions listed in the attached resolutions.
All Ayes, motion carried.

Approve November 10th and December 15th Planning Commission Dates
Juba stated that at the beginning of the year, the Planning Commission approved the meeting dates for 2016.
Juba stated that the Planning Commission should formalize the request, due to the holiday season, that the first
meeting date in November (November 10th) shall be the only meeting in November and the meeting in
December should take place on December 15th instead of the regularly scheduled meeting dates.
Patzner made a motion, Lessard seconded, to approve the change in Planning Commission dates for the month
of November and December to November 10th and December 15th.
All Ayes, motion carried.
