Chair, Kleissler called the meeting to order at 7:01 p.m.
PRESENT: Kleissler, Lessard, McRoberts, Patzner, Rosenquist.
ABSENT: Arcand, Knauss.

Approval of Minutes for the Planning Commission Meeting of August 25, 2016
Commissioner Lessard made a motion, seconded by Commissioner Patzner, to approve minutes for the meeting
of August 25, 2016.
All Ayes. Motion carried.
McRoberts abstained.
Bald Eagle Sportsmen’s Association (BESA) – 6557 125th St. N. – CUP Amendment and Review
Juba presented on a special use permit amendment and a review of the permit for the Bald Eagle Sportsmen’s
Association. Juba stated that the SUP amendment request is to allow construction of a 1,008 square foot
addition to an existing garage, which would replace two storage containers that are currently used for storage of
archery equipment. BESA would like to amend the condition in the existing permit to reference a new site plan,
which has the construction of the building addition. Juba then moved onto the SUP review, which is reviewed
prior to December 1st of even-numbered years or if the SUP is amended or violated. She stated that staff visited
the gun club on September 7, 2016 and is not aware of any violations of the existing permit. She stated that
staff finds BESA to be in compliance with the SUP. Juba concluded by stating that staff finds that the request
to amend the site plan for an addition to a garage would not substantially change the nature of the use of the
property and staff recommends approval of the SUP amendment and permit review.
Chair Kleissler invited the applicant to the podium to speak.
David Arcand, President of the Bald Eagle Sportsmen’s Association, approached the podium. He stated that the
association is requesting approval of the new building addition because the storage containers currently in use
are not very appealing when entering the property. He also stated that there has been an influx of people
interested in archery, therefore they have acquired more archery equipment and would like to store the
equipment appropriately.
Chair Kleissler opened the public hearing at 7:09 p.m.
John Axelson, 12317 Goodview Avenue, approached the podium. He asked Juba what it meant when she stated
that the building setback exceeds the ordinance.
Juba stated that in order to construct a building, there are standards within the ordinance that requires setbacks
from property lines. Not only does this building meet those ordinance standards, but it actually exceeds them.
Mr. Axelson stated that with Mr. Arcand’s description of many new members focusing on archery and
construction of a building addition, it means that this is a growth plan for the gun club. He stated that he does
not want any more growth of the gun club, over and above what they currently have because it impacts him as a
land owner. He concluded by stating that he is against any sort of building additions for these reasons.

Commissioner McRoberts asked Mr. Axelson to elaborate on how the request from the Sportsmen’s
Association adversely impacts him or his property.
Mr. Axelson stated that the increase of traffic effects them as they already have people driving on their property
looking for the Bald Eagle Sportsmen’s Club. He also stated that the increase of traffic in a rural area is
frustrating. Mr. Axelson also described that an increase in members means an increase in noise from the club.
He stated that he is unaware of any noise remediation the gun club has done, especially along the west property
line, which abuts his property.
Commissioner McRoberts asked Mr. Arcand if the Bald Eagle Sportsmen’s Association would consider some
signage to better direct people to the property.
Mr. Arcand stated that they would like to put up more signage, but the special use permit reads that they are
only allowed a 4x8 sign that must be contained on the property.
Commissioner McRoberts asked Juba if the signage requirements could be amended.
Juba stated that the signage requirements could not be changed at this time, because that is not what the
applicant was requesting, so it was not noticed as such. She stated that the sign ordinance has changed since the
SUP was issued so staff could work with Mr. Arcand to see if any directio nal signs would be allowed without
having to amend the permit.
Commissioner McRoberts asked Mr. Arcand about the tree buffer along the west property line.
Mr. Arcand stated that there are old growth Oaks along the property line currently. He stated that they could
look into planting some Spruce of Evergreens along that property line.
McRoberts stated that it would be beneficial to look into planting some buffer trees along that property line and
to work with staff on signage.
Chair Kleissler closed the public hearing at 7:19 p.m.
Commissioner McRoberts stated that he believes that the applicant and staff can work together to help solve
some of the issues that were brought up.
Commissioner Rosenquist made a motion, Commissioner McRoberts seconded, to recommend approval of the
SUP amendment and permit review.
All Ayes, motion carried.
