Parks, Recreation, and Open Space Commission
Meeting of March 21, 2018
Hugo City Hall, 7:00 pm

Strub called the meeting to order at 7:00 pm.
1. Approval of Minutes from the February 21, 2018 Meeting
Rauschendorfer made a motion, Moore-Arcand seconded to approve the minutes of the February 21, 2018
Parks Commission meeting as presented.
Ayes — Cathy Moore — Arcand, Mat Rauschendorfer, Nicole Schmid, Dave Strub
Abstained — Clark
Motion carried.
2. Trail Update
Public Works Director Scott Anderson Public Works Director gave an update on the Oneka Lake Boulevard
and Harrow Avenue 2018 street reconstruction project. The shoulder of the roadway will be paved to
accommodate pedestrians and bike traffic. Future trails will need to be considered with a full street
reconstruction project or with development of the area.
Parks Planner Shayla Denaway gave an update on other trail projects.
130`" Street: Adelaide Landing is moving forward and with the reconstruction of 130th Street, a trail will be
constructed on the east side of Hwy 61. The Parks Commission should discuss 130th Street on the west side
of Hwy 61, as it does not currently have a trail.
Hardwood Creek Regional Trail: The ability to connect to future trails in White Bear Lake makes the
extension of the Hardwood Creek Trail in Hugo a priority. Because kiosks were installed along the trail last
summer, additional projects on the Hardwood Creek Regional Trail are a low priority for Washington County.
Comprehensive Plan Discussion: The Everton Avenue trail was a topic of conversation at the open house and
residents in the area objected to the planned trail. The next City Council meeting is April 2nd, 2018 and it is
likely that this trail will be discussed with the draft Comprehensive Plan.
3. Irish Avenue Park Exercise
The Parks Commission looked at Irish Avenue Park with a concept planning exercise. The hands on facilitated
discussion on a long term and short term vision, vegetation management, parking, and other possible
improvements.
Scott Anderson, Public Works Director will follow up with Council member Chuck Haas prior to making the
recommended maintenance updates. These updates included security lighting, portable bathroom, dog pick-
up bags, additional trash can, and a hitching post for horses. The existing parking lot also needs to be
expanded.
4. Adjournment.
Moore-Arcand made a motion, Clark seconded to adjourn the meeting at 8:47 pm.
