HomeMy WebLinkAbout2018.05.21 RESO 2018-14 Oneka Place PUDRESOLUTION 2018-14 APPROVING PUD GENERAL PLAN FOR CPDC — PRATT — OAKWOOD, LLP, FOR "ONEKA PLACE" ON PROPERTY LOCATED NORTH OF ONEKA PARKWAY AND NORTH OF 159TH STREET WHEREAS, CPDC — Pratt — Oakwood, LLP, has requested approval of a PUD general plan to allow approximately 177 single family residential lots and 10 outlots on the I I7acre property legally described as follows: (See Attached) WHEREAS, the Planning Commission has reviewed the PUD general plan at a duly called Public Hearing and recommends approval, and; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the request by CPDC — Pratt — Oakwood, LLP, subject to the following conditions: 1. A PUD general plan is approved to allow the creation of approximately 177 single family residential lots and 10 outlots, in accordance with the application and plans received by the City on February 16, 2018, March 13, 2018, March 20, 2018, April 2, 2018, and April 13, 2018, except as amended by this resolution. 2. Approval is contingent upon City Council approval of the requested rezoning of the 117 acre property and preliminary plat. 3. The PUD general plan is approved based on the finding that the proposed project is consistent with the City's Comprehensive Plan. 4. The developer shall comply with all conditions in the City Engineer's letter dated May 3, 2018 5. PUD flexibility is granted to allow: a. Flexibility to allow various lot sizes with a minimum lot size of 7,492 square feet, where 10,400 square feet is required. b. Flexibility to allow various lot width with a minimum lot width of 55 feet, where 80 feet is required. c. Flexibility to allow a minimum front setback of 25 feet, where 30 feet is required. d. Flexibility to allow a minimum side yard setback of 7.5 feet, where 10 feet is required. e. Flexibility to allow a minimum right-of-way width of 54 feet, where 60 feet is required. Resolution 2018-14 Page 2 6. The preliminary phasing plan per plans dated February 5, 2018, revised March 19, 2018, shall be revised to include utility and stormwater management/reuse installation. The revised plan shall be reviewed and approved by staff. a. Phase 1 shall include: i. Outlot J shall be dedicated to the City. ii. Connection to the park on the east end of Ethan Trail b. Phase 2 shall include: i. The extension of Oneka Parkway to the north plat boundary. ii. Connection to the park on the east end of Ethan Trail around the stormwater pond. 7. The building setbacks and impervious surface coverage requirements for the PUD are as follows: 55' Wide Villa Lots Front Setback 25 Ft (min) Side Setback 7.5 Ft (min) Rear Setback 30 Ft (min) j Lot Impervious 50% (mag) 65' and 70' Wide Lots j 25 Ft 7.5 Ft 30 Ft 50% 8. A stormwater re -use system, as shown in the plans, shall be constructed with the development. The final plans shall be reviewed and approved by staff. The system will be installed by the applicant, and owned/operated/maintained by the homeowner's association. A stormwater reuse agreement shall be reviewed an approved by staff and recorded at Washington County. 9. The developer has indicated that an HOA will be established for the development to own/operate/maintain landscaping within the outlots, landscaping along Oneka Parkway, and the water re -use system. The HOA documents shall be reviewed and approved by staff prior to the recording of the final plat for Phase 1. 10. The developer must comply with the following, prior to Final Plat and Final PUD Plan application: Resolution 2018-14 Page 3 Landscaping and Lighting a. The final landscape plans must be submitted for review and approval by staff. Signage b. Final design and location of the entrance monument signage for the development shall be reviewed and approved by staff. c. The developer shall enter into an easement agreement for access and maintenance of the landscaping and signage with in Outlots B C, D, E, F, H, and I. Streets/Access d. The plans shall be revised to include the following: i. The north end of Oneka Parkway shall be shifted to the westerly to align with the 100 foot roadway easement on the property to the north. ii. The western end of Street 1 shall be relocated further to the south to avoid wetland impacts on the adjacent property. iii. The sidewalk shall be extended to the cul-de-sac proposed on Falcon Avenue. Architecture e. The developer shall develop and implement architectural review and design guidelines for all residential buildings. These guidelines shall be consistent with the draft architectural control guidelines provided by the developer for the PUD General Plan dated April 17, 2018. Miscellaneous f. Architectural design guidelines shall be reviewed approved by City staff. g. The developer shall work with City staff to provide a trail connections to the proposed park to the east h. Revise plans to remove grading shown on neighboring properties. i. Revise plans to remove the onsite mitigation area shown on the plans. j. Revise plans to add a curbed and landscaped median transition within Oneka Parkway. Resolution 2018-14 Page 4 ADOPTED by the City Council this 21 st day of May, 2018.
