All Ayes. Motion carried. Approval of the Agenda Weidt made motion, Klein seconded, to approve the agenda as presented. All Ayes. Motion carried Northeast Youth & Family Services Annual Report – President & CEO Jerry Hromatka Jerry Hromatka, President and CEO of the Northeast Youth & Family Services, presented to Council their annual report. Jerry talked about the changes in their non-profit organization over the years, explaining that people are starting to understand that mental health is not a character flaw. Jerry explained they now serve approximately 4,000 people in 15 municipalities, with the primary age being 15-21 years old. There is a clinic in Shoreview and White Bear Lake, and they are located in many schools. Jerry explained that approximately 85% of their money goes to programs such as their diversion program, senior chore program, and mental health day treatment program. The NYFS has shifted from contracts to fees with about 60% of their budget coming from fees. Hugo pays $6,000 to NYFS annually, and this is considered a grant, which helps the NYFS receive money in matching grants. Jerry talked about the importance of partnerships and thanked the City for their support. Approve Purchase of a Combination Sewer Cleaning Truck All Ayes. Motion carried. Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Agreement with Northeast Youth and Family Services Northeast Youth and Family Services (NYFS), located in White Bear Lake, had been providing counseling services to youth and families in the City of Hugo for at least the past 20 years. The City had paid NYFS $6,000 annually since the year 2009, and NYFS would continue providing service at that amount. Adoption of the Consent Agenda approved the agreement with NYFS for counseling services for 2018. Approve Agreement with Lakes Center for Youth and Families, Inc. The Lakes Center for Youth & Family Services, located in Forest Lake, had been providing counseling services to youth and families in the City of Hugo for at least the past 20 years. The City had paid the Lakes Center $6,000 annually since the year 2009, and the Lakes Center would continue providing service at that amount. Adoption of the Consent Agenda approved the agreement with Lakes Center for counseling services for 2018. Approve Special Event Permit for Color Fun Run on May 12, 2018 The Oneka Elementary School had requested a Special Event Permit for their annual 5K Color Run on Saturday, May 12, 2018. The event required a Special Event Permit approved by Council because it was expected to draw approximately 800 runners and would include the use of City streets and sidewalks. This run would take place along Oneka Parkway between Oneka Elementary and Frenchman Road. The event had been held for the past three years with no impacts to the health, safety, and welfare of residents or participants. Adoption of the Consent Agenda approved the Special Event Permit for the Color Fun Run subject to the conditions in the staff memo. Hugo City Council Meeting Minutes for April 16, 2018 Page 3 of 6 Approve Special Event Permit for Wilson Tool Company Picnic on August 11, 2018 Wilson Tool had applied for a Special Event Permit to hold their annual company picnic on Saturday, August 11, 2018, at the Hanifl Shelter and Fields. The event required a Special Event Permit approved by Council because there will be amplified sound, alcohol will be served, and approximately 1,000 people were expected to attend. Wilson Tool had held their employee appreciation picnic for several years at Lions Park and the past two years at Hanifl with no impact to the health, safety, and welfare of the residents or attendees. Adoption of the Consent Agenda approved the Special Event Permit for the Wilson Tool Company Picnic subject to the conditions in the staff memo. Approve Special Event Permit for New Life Church Summer and Fall Events New Life Church, 6000 148th Street North, had applied for a Special Event Permit to hold outdoor events on Sunday, June 10 and Sunday October 7, 2018. A Special Event Permit approve by Council was required because they would be using an amplified sound system. The June event would be an outdoor service at 9 a.m. followed by a potluck. The October event was to be an outdoor gathering with potluck, hayrides, and outdoor games. Adoption of the Consent Agenda approved the Special Event Permit for the New Life Church Spring and Fall events subject to the conditions in the staff memo. Approve Sale of Fire Department Vehicle #U1 (#4216) The Hugo Fire Department was looking to sell the 2006 Ford Expedition in their fleet that was recently replaced with a new vehicle. The City of Princeton Fire Department was interested in purchasing the Expedition for $5,000.00. The Hugo Fire Department felt it was a fair price for the vehicle, as trade in value was estimated at $4,200.00. By selling the Expedition to the Princeton Fire Department, the Hugo Fire Department would also save the costs of having to remove the lights, sirens, and decals from the vehicle because the Princeton Fire Department would continue to use it to respond to emergency situations. Adoption of the Consent Agenda approved the sale of the 2006 Ford Expedition #U1 (#4216) to the City of Princeton Fire Department in the amount of $5,000.00. Approve Preliminary Plat and Final Plat for Weston Estates Mike Cressman, on behalf of his mother Janice Cressman, 6085 165th Street North, had applied for a Preliminary Plan and Final Plat to be known as Weston Estates. Cressman owns the strip of land between the existing parcels that appeared to have been created at one time for a future road, but the property was tax forfeited in 1987. The applicant was not proposing development of any property, but proposing to modify the property lines and combine parcels within this area to reduce non-conformities and the number of total parcels. Adoption of the Consent Agenda approved RESOLUTION 2018-5 APPROVING A PRELIMINARY PLAT AND FINAL PLAT FOR MIKE CRESSMAN FOR “WESTON ESTATES” GENERALLY LOCATED SOUTH OF 165TH STREET AND EAST OF TH61. Approve Hiring of Steve Duff as a Seasonal Public Works Engineering Technician City staff had met with former Senior Engineering Technician Steve Duff to discuss the Hugo City Council Meeting Minutes for April 16, 2018 Page 4 of 6 possibility of seasonal employment to assist with ongoing engineering functions throughout the City. The City had been unsuccessful in filling the vacant Engineering Technician position since Steve’s retirement in January. Staff expected to re-advertise and continue the search to fill the vacant position in the early fall. Meanwhile, the City would be relying on a combination of Public Works staff, WSB and Associates staff, and Steve Duff to continue to perform the essential engineering tasks. Adoption of the Consent Agenda approved the hiring of Steve Duff as a Seasonal Engineering Technician, with the expectations of working approximately ½ time (40 hours per 2 week pay period) at a pay rate of $30 per hour as needed throughout the summer and fall of 2018. Approve Renewal of 2 a.m. License for the Blue Heron Grill Since May 2010, the Blue Heron Grill held a license that permitted the establishment to stay open until 2 a.m. This license was to be renewed annually with approval by the City Council. Adoption of the Consent Agenda approve the renewal of the 2 a.m. license for the Blue Heron Grill. Approve Purchase of a Combination Sewer Cleaning Truck For many years, the Public Works Department had been borrowing a combination sewer cleaning truck from White Bear Township to perform necessary sanitary sewer and storm sewer maintenance. The purchase of a USED combination sewer cleaning truck is something that the Public Works Department had been planning for quite some time. Staff worked with Finance Director Ron Otkin to budget and plan for this equipment. Staff felt that purchasing a quality used truck was the best option for Hugo. New combination trucks ranged in price between $450k and $500k. Staff felt confident that a quality used truck valued at half the price of new one could be found and secured. City Staff had been successful in obtaining a Rice Creek Watershed District Urban Stormwater Remediation Cost-Share grant in the amount of $25,000 to use towards the purchase of a pre-owned combination sewer cleaning truck. Although some of these vehicles were located in Minnesota, many of them were not. Public Works Director Scott Anderson had recommended that two Public Works employees travel to the best location to perform the inspections and negotiate the purchase of the combination truck. This process had been discussed with, and supported by, City Administrator Bryan Bear and Finance Director Ron Otkin. Adoption of the Consent Agenda approved staff to travel to a location, yet to be determined, to inspect and purchase a combination sewer cleaning truck priced at approximately $230,000. Receive Plans and Specs and Authorize Advertisement for Bids for Oneka Lake Blvd and Harrow Avenue Road Project At its March 5, 2018, meeting, Council approved the resolution ordering the improvements to Oneka Lake Boulevard and Harrow Avenue and the preparation of the plans and specs. City Engineer Mark Erichson explained that plans were prepared and shared with the residents at the open house held on Wednesday, April 11, 2018, where approximately 8-10 residents attended. Mark recommended Council approve the resolution approving the plans and specs and authorizing the advertisement for bids for the Oneka Lake Boulevard/Harrow Avenue road improvement project. If approved, the bid date would be May 24, 2018, and it would be on the Council agenda for June 4, 2018 for award. Hugo City Council Meeting Minutes for April 16, 2018 Page 5 of 6 Hass made motion, Miron seconded, to approve RESOLUTION 2018 -6 APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS FOR THE ONEKA LAKE BOULEVARD AND HARROW AVENUE STREET IMPROVEMENT PROJECT. All Ayes. Motion carried. Discussion on Local Assessor At its February 5, 2018 meeting, staff discussed the resignation of Local Assessor Dan Raboin effective following the Board of Appeals meeting on April 12, 2018, and the importance of having a local assessor instead of contracting with the County. City Administrator Bryan Bear and Mayor Tom Weidt had met with Chase Peloquin, who was qualified to meet the City’s assessor needs. Council had directed staff to negotiate a contract with Chase; however, Chase has since declined the opportunity. City Administrator Bryan Bear explained to Council that the City, along with the cities of Scandia and Lake Elmo, advertised for requests for proposals for local assessors and received a single response from John Keefe, currently the county assessor for Chisago County. Bear presented options to council: hire Keefe, contract with the County, or hire an assessor as a city employee. Council talked about the importance of keeping a local assessor. Haas made motion, Klein seconded, to directed staff to prepare a contract for Council approval for Mr. Keefe as the new local assessor. All Ayes. Motion carried. Update on the Yellow Ribbon Network Council Members Chuck Haas and Phil Klein updated the Council on the activities of the Yellow Ribbon Network. The YRN received a thank you note from a Gold Star Widow who the YRN helped with car repairs. Care packages containing Girl Scout cookies were being sent to an army reserve unit, and Haas thanked those who donated. The YRN was partnering with other organizations for mailing. Another packing event was being scheduled for the 347 Human Resources Company of the MN National Guard, and they were taking donations to fulfill the women’s wish lists. Burger night in April will be Attorney Dan Gallatin. Metro Cities Annual Meeting on Thursday, April 19, 2018 City Administrator Bryan Bear reminded Council of the Metro Cities Annual Meeting to be held on Thursday, April 19, 2108, at the Como Park Zoo and Conservatory beginning at 5:30 p.m. Spring Cleanup Day on Saturday, April 21, 2018 City Administrator Bryan Bear reminded Council that the City of Hugo will hold its annual Spring Cleanup event on Saturday, April 21, 2018, at the Hugo Public Works Department from 8 a.m. to noon. Hugo City Council Meeting Minutes for April 16, 2018 Page 6 of 6 Kidz ‘n Biz Saturday, April 28, 2018 City Administrator Bryan Bear reminded Council the annual Kidz n’Biz festival will be held on Saturday, April 28, 2018, at the Oneka Elementary School from 11:00 a.m. to 2:00 p.m. LMC Annual Conference June 20-22, 2018 City Administrator Bryan Bear informed Council the League of Minnesota Cities Annual Conference will be held on June 20-22, 2018, at the River’s Edge Convention Center in St. Cloud.
