ADJOURNMENT BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON MONDAY, JUNE 18, 2018 D.1 Approval of Minutes for June 4, 2018 City Council Meeting Staff recommends Council approve the minutes for the City Council meeting on June 4, 2018, as presented. F.1 Washington County Sheriffs Office Annual Report — Sheriff Dan Starry Washington County Sheriff Dan Starry will be in attendance and present the Department's Annual Report for 2017. G. 1 Approve Claims Roster Staff recommends Council approve the Claims Roster as presented. G. 2 Approve Special Event Permit for Tough Mudder at Wild Wings July 14 and 15, 2018 Tough Mudder has applied for a Special Event Permit to hold the Tough Mudder at Wild Wings Game Farm, 14814 Irish Avenue North, on the weekend of July 141 and 15th. Tough Mudder holds approximately 50 events throughout the United States, Canada, United Kingdom, and Australia. This requires a Special Event Permit approved by Council because there will be approximately 10,000 run participants plus spectators, impacts to public streets, use of an amplified sound system, and alcohol served. Participants will run a 10-12 mile course with approximately 20 obstacles throughout the Wild Wings Game Farm. Additionally this year there will be a 5K course. This is the third year the Tough Mudder has been in Hugo. A Friday event was held last year, but will not be held this year. Staff has worked with the applicant on the event and recommends Council approve the event subject to the conditions in the staff memo. G.3 Approve Temporary Liquor License for the North Star Gay Rodeo MN North Star Gay Rodeo Association (NSGRA) has applied for a Temporary On -Sale Liquor License to serve alcohol at their event on July 28-29, 2018. NSGRA is a non-profit located in Minneapolis that has held this event for several years. The area where alcohol will be served will be surrounded by a fence, and two Washington County Deputies will be present. The applicant has paid the license fee and submitted proof of Liquor Liability Insurance. Staff recommends Council approve the Temporary Liquor License for the North Star Gay Rodeo. GA Approve Pay Request No. 2 to Diverse Construction Services, LLC for the Fire Hall Roof Diverse Construction Services, LLC, has submitted Pay Request No. 2 for work done to date on the replacement of the Fire Hall roof and rooftop equipment. The work has been reviewed by Building Official Chuck Preisler who recommends Council approve Pay Request No. 2 in the amount of $88,557.39. H.1 Public Hearing on Vacation of Drainage and Utility Easement for Roy Molitor 2"d Addition, Outlot A Schwieters Properties is requesting a vacation of the existing drainage and utility easement located over Outlot A, Roy Molitor 2"d Addition. Outlot A will be used for the development of Roy Molitor 3rd Addition for the Schwieters Properties expansion. New drainage and utility easements will be placed on the lots at the time the final plat is recorded. Staff is comfortable with the applicant's requests to vacate the drainage and utility easements. Staff recommends that the City Council approve the notice to vacate the drainage and utility easement located over Outlot A, Roy Molitor 2"d Addition. I.1 Approve Resolution Authorizing Preparation of Bids and Specification for the 130' Street and Utility Improvement Protect The 130th Street and Utility Improvement Project is anticipated to be constructed during the 2019 construction season. At the September 18, 2017, City Council meeting, staff was authorized to complete wetland delineations and soil borings and look into potential ROW needs for the improvements. Staff has completed these activities. Staff is requesting authorization to prepare plans and specifications for the 130th Street and Utility Improvement Project. The Adelaide Landing development is responsible for 44% of the project costs for the 130th Street Project. The total project cost is estimated at $3,558,000. With each of the first three phases of the Adelaide Landing development, the developer is responsible to provide a financial guarantee to the City in an amount equal to $521,840.00. Having recently approved the final plat for the Adelaide 2"d Addition, the City will be in receipt of $1,043,680. Staff recommends the Authorization to prepare plans and specifications for the 130th Street and Utility Improvement Project, allowing time to identify and acquire necessary ROW to construct the proposed improvements. L2 Update on Local Assessor Search At its April 16, 2018, meeting Council directed staff to prepare an assessor's contract for John Keefe; however, Keefe has declined the position. Staff will provide Council with an update. L.1 Update on the Yellow Ribbon Network Council Member Chuck Haas and Phil Klein will report to Council on the Yellow Ribbon Network activities held recently. M.1 Grand Opening for St. Andrew's Family Shelter on Sunday, June 24, 2018 Council has been invited to the grand opening celebration of the St. Andrew's Family Shelter to be held on Sunday, June 24, 2018, at 2 p.m. The house is located at 14383 Forest Boulevard North, next to St. Johns the Baptist Church, and is owned by St. Genevieve's Catholic Church. Staff recommends Council schedule as a meeting if they choose to attend. M.2 Reschedule City Administrator Performance Review to Monday, June 25, 2018 Staff recommends Council reschedule the City Administrator's performance review to Monday, June 25, 2018 at 5 p.m.. M.3 Clear Water Creek Open House on Tuesday, June 26, 2018 The City of Hugo is partnering with Living Healthy in Washington County and the Statewide Health Improvement Partnership to master plan Clearwater Creek Preserve. A $15,000 active living grant was received from SHIP for community engagement and the master planning process. The park, located at 4826 Fable Hill Circle, offers over 100 acres of woods and wetlands for community enjoyment with roughly one half -mile of trails through the open space. The trails have fallen in disrepair due to the wet conditions of the park. The master plan will illustrate preferred trail types and locations and desired support amenities including access and parking, restrooms, signage, and more. The Parks, Recreation, and Open Space Commission is hosting an open house on Tuesday, June 26 from 7:00pm to 9:00pm at Hugo City Hall to gather input from residents on Clearwater Creek Preserve. Staff recommends Council schedule this as a meeting if they choose to attend. MA Xcel Energy Training Center Grand Opening Event on Tuesday, August 28, 2018 Xcel Energy has invited the Council to attend the grand opening of the training town expansion project located at their facility at 13620 Fenway Boulevard North from 1-3 p.m. Staff recommends Council schedule as a meeting if they choose to attend. M.5 Schedule Interviews for Commission Vacancies The City has received eight applications for vacancies on Hugo's commissions. Staff recommends Council select a time on which to hold interviews. N. Hugo City Council Meeting Minutes for June 4, 2018 Page 2 of 4 Approve Annual Performance Review for Utility Billing Clerk Jodie Guareschi Since June 17, 2002, Jodie has worked as the City's Utility Billing Clerk in the Finance Department. Jodie also works as a member of the Hugo Fire Department as a firefighter/EMS responder. Adoption of the Consent Agenda approved the annual performance review for Utility Billing Clerk Jodie Guareschi. Approve Annual Performance Review for Public Works Worker Tom Smith Tom Smith was hired by the City of Hugo on June 26, 2000 as a Worker in Public Works Department. Adoption of the Consent Agenda approved the annual performance review for Public Works Worker Tom Smith. Approve Hiring of Pierre Giguere as Community Development Intern On May 16, 2018, staff interviewed six applicants for the Community Development Intern position. The position would assist the Community Development Department on a wide variety of planning and zoning related items over a six month period. The position would also coordinate with other departments as needed. Adoption of the Consent Agenda approved the hiring of Pierre Giguere as the Community Development Intern. Approve Pay Request No.1 to Diverse Construction Services for Fire Hall Roof The City received Pay Request No. 1 for work completed to date on the Fire Hall roof. Adoption of the Consent Agenda approved the Pay Request to Diverse Construction in the amount of $63,620.06. Approve Resignation of Adam Sauerwein from the Fire Department Adam Sauerwein had submitted his resignation from the Hugo Fire Department due to his relocation outside of Hugo. Adoption of the Consent Agenda approved the resignation of Adam Sauerwein. Approve Wetland Replacement Plan for Oneka Place Residential Development Len Pratt (CPDC Pratt Oakwood LLP.) was proposing to develop the 120-acre parcel formerly known as the Leroux Parcel to include 177 single family homes. The development would be known as Oneka Place. To accommodate this development, the applicant proposed to impact 0.91 acres of wetland. The remaining wetland on the property was not proposed to be impacted and the eastern 40 acres of the parcel, which contains a significant number of wetlands, would be dedicated to the City. Mr. Pratt had proposed to replace the impacts to these wetland basins through the purchase of wetland credits from an approved wetland bank. The requirements under the MN Wetland Conservation Act (WCA) had been met. Adoption of the Consent Agenda approved the Oneka Place wetland replacement plans. Hugo City Council Meeting Minutes for June 4, 2018 Page 3 of 4 Receive Bids and Award Contract for the Oneka Lake Boulevard and Harrow Avenue Improvement Proiect At its April 16, 2018 meeting, the Council approved a resolution approving the plans and specification for the Oneka Lake Boulevard and Harrow Avenue street improvement project and ordering advertisement for bid. Assistant City Engineer Jay Kennedy informed Council the City received four bids and recommended Council award the contract to the low bidder, North Valley, Inc. in the amount of $764,657.16. Haas made motion, Klein seconded, to approve RESOLUTION 2018-17 RECEIVING BIDS AND AWARDING A CONTRACT FOR THE ONEKA LAKE BOULEVARD AND HARROW AVENUE STREET IMPROVEMENT PROJECT. All Ayes. Motion carried. Update on the Yellow Ribbon Network Council Member Chuck Haas and Phil Klein reported to Council on the Yellow Ribbon Network activities held recently. Haas shared many photos of activities of the YRN including care packaging, gutter cleaning, Memorial Day, and coffee donations. They received a donation of $100 for care packages and a "thank you" note for helping a family fix issues with mold in their home. The Bald Eagle Sportsman Association recently held an open house and received nearly $700 in donations to the YRN. The YRN received a request from an army veteran for the purchase of a new bed. They assisted Chisago County YRN in helping with car repairs. Burger night will be June 271h at the Legion from 5-8 p.m. Hugo Good Neighbor Days June 7-10, 2018 City Administrator Bryan Bear reminded Council of the 42nd Hugo Good Neighbor Days to be held Thursday, June 7 — Sunday, June 10 at Lions Park. The Technicolor Run was scheduled for Saturday at 9 a.m. with the parade following at 11. The Historical Commission display will be in the Oneka Room on Saturday and Sunday from 9 a.m. - 5p.m. Reschedule Performance Review for City Administrator Bryan Bear City Administrator Bryan Bear added this item to the agenda to reschedule the date for his performance interview due to a conflict the Mayor had with June I Ith Weidt made motion, Haas seconded, to direct staff to cancel the June 11, 2018, meeting and select a new date for Council approval at the next meeting. BACKGROUND: Tough Mudder has submitted an application for a Special Event Permit to hold a two- day endurance sport event at Wild Wings Game Farm on July 14-15, 2018. Tough Mudder is a for profit company located in Brooklyn, New York, who holds approximately 50 events throughout the United States, Canada, United Kingdom, and Australia. This requires a Special Event Permit approved by Council because there will be approximately 8,300 run participants and 1,500 spectators, impacts to public streets, use of an amplified sound system, and alcohol served. 2. DESCRIPTION OF EVENT: Participants will run a 10-12 mile course with approximately 20 obstacles throughout the Wild Wings Game Farm property located at the southeast corner of Irish Avenue and 152nd Street. There will be approximately 7,700 participants on Saturday and 600 on Sunday, in addition to approximately 1,500 spectators attending over the weekend. This is the third year the Tough Mudder has been in Hugo. A Friday event was held last year, but will not be held this year. The event will be held as outlined below. • Parking and Impacts to traffic The applicant has contracted with a professional parking management company to manage parking operations including lot layout, signage, cash collection, and directing of cars. An additional parking area was added last year on the west side of Irish Avenue, south of 152nd Street, which helped to move cars off the road more efficiently. The same parking arrangement will be used this year. • Cost Participation in the event requires registration and payment of approximately $150-200 per person based on a tiered pricing schedule, dependent on when registration takes place. There will also be a $15 -20 fee for parking and a $10 fee for a bag drop (personal belongings dropped in a secure location during the run). • Course Construction and Structures Course construction will begin around Monday, June 25, and no construction will take place after 8 p.m. or before 7 a.m. that generates noise that can be heard off the property. There will be a base area to include approximately14 tents ranging in size from 10' x 10' to 40' x 60'. These tents will be professionally installed and anchored. Banners will be hung on each tent identifying its purpose such as food and beverage, bag drop, information, etc. Inflatables will also be located in this area as well as a sound system. The volumes will not be loud enough to conflict with each other and will be on from 7 a.m. to approximately 6 p.m. each day. • Food and Beverages Food will be sold from licensed food trucks located in the base area. Water will be available for free in the base area and at five locations throughout the course. This potable water will be sourced by Water Monster, who will work with the City to obtain water metered from a hydrant located in Diamond Point. Tough Mudder will contract with the Hugo Lions Club to serve beer. Race participants will receive one free beer with the registration if they are 21+years of age. Identification will be checked and wristbands will be used. Two deputies will be located in the base area where alcohol is served. The Hugo Lions Club will apply for a temporary liquor license with the City of Hugo and provide insurance with the City being listed as additionally insured. • Bathroom Facilities/Rinsing Area/Waste Management There will be 100+ portable restroom units on site, as well as four ADA units. There will also be sanitation sink stations available near the restrooms. These units will be cleaned and serviced overnight for use the next day. Water will be pumped from the pond to a location where participants will be able to rinse after completing the course. This water will be placed in a temporary pond and treated prior to being used for rinsing. Water being used for obstacles will also be treated. Signs will be located in the rinsing area alerting users that the water is non potable, unsafe for drinking. A waste management staff of approximately 30 employees will be present to pick up litter and empty trash bins. Trash bins and dumpsters will be located throughout the site and will be emptied regularly. Wetland Impacts The applicant will meet with staff to review possible impacts to wetlands. Following the event, an inspection will be done and a recommendation will be made on how to restore any affected areas if necessary. 2 Security Tough Mudder has contracted with Security Specialist to provide event security overnight throughout the week leading up to the event and during the weekend. They will be responsible for protecting assets from theft during the event, they will be located at the entrance/exits and the bag drop area. There will also be two Washington County Deputies present during the entire event in the area where beer is sold. - Medical/Incident Management Tough Mudder has a medical director from MedPrep that is responsible for staffing all obstacles and ensuring there will be appropriate staffing at all times at each obstacle. They will be responsible for coordinating local resources for personnel and equipment. Rovers on UTVs will be available throughout the course, and emergency vehicle access points and a helicopter landing area have been identified should it be necessary. Tough Mudder has stated they have a well -established and tested command, control, and communication structures to deal with incidents efficiently and effectively. All staff in management or supervisory roles will be issued a radio, and an Event Command Center will be in operation throughout the event. Emergency Action Plans have been developed for several specific scenarios, and training exercises are conducted prior to the event that require implementation of the Emergency Action Plans. The Hugo Fire Department and Washington County Sheriff s Office has been provided these plans and Tough Mudder will comply with their recommendations. - Escrow It has not been determined what, if any, services will be required from the City. Tough Mudder organizers are aware that, if services from the City are necessary, an escrow in an amount to cover these cost will be submitted prior to the event. 3. REQUIREMENTS: The applicant has provided the City the completed permit. In accordance with this permit, the applicant shall conduct the event as described herein and meet the following conditions: Prior to the Event 1. The applicant will submit the permit fee of $75. 2. The applicant shall obtain all required permits from Washington County related to placing signage in the road right-of-way. The applicant shall provide copy of insurance for the event to the City of Hugo, naming Hugo as additionally insured. 3 4. Notices will be mailed to residents on Irish Avenue, Homestead Avenue, and 147th St. informing them of the event. This notice will be approved by City staff prior to sending. 5. The applicant will provide the City a copy of the parking agreements for parking on all properties outside the event area. 6. The applicant will provide the City, for approval, a list of signs to be placed in the right -of ways indicating the location and wording on each. 7. Applicant will secure a water meter prior to 4:30 p.m. on Friday for use at the City's hydrant for obtaining potable water. 8. Signs will be located in the rinsing area that alerts participants that the water is non- potable, unsafe for drinking. 9. The applicant shall provide the City approved engineer drawings of all obstacles. 10. No construction will take place after 8 p.m. or before 7 a.m. that generates noise that can be heard off the property. 11. The applicant shall obtain an electrical permit and pay all permit fees. 12. A pre -event walk through of the site will be conducted by City staff and Electrical Inspector. 13. The applicant will contact local medical resources informing them of the event and employ them should assistance be required. 14. Emergency Action Plans must be approved by Washington County Sheriff's Department, Washington County Emergency Management, and the Hugo Fire Department. Tough Mudder will comply with their recommendations, if any. 15. The applicant will meet with the City's wetland specialists to determine impacts to wetlands on the site and whether a permit is necessary. 16. All tents, inflatables, structures will be securely staked. 17. Payment to Washington County Sheriff's Department shall be prepared prior to the event and checks delivered to the supervisor officer on duty the day of the event. 18. A temporary On -Sale Liquor License will be applied for by the Hugo Lions for the selling and serving of alcohol. 19. Prior to the event, a deposit will be paid to the Lions Club for liquor, and the balance and a donation in an amount agreeable to the Club will be paid within 45 days of the event completion. 20. Tough Mudder will consult with the Lions Club for the arrangement of the workspace for liquor sales and parking. During the Event 21. The applicant shall conduct the event in accordance with the approved plans submitted with the application. 22. The applicant and all on -site vendors shall comply with all applicable federal, state, and local laws, rules, regulations, and ordinances related to the Tough Mudder Event. 23. All roads will remain open to local traffic with the exception of 147' Street between the parking area on the Atkinson property and Irish Avenue. 24. The applicant will secure the specified number of Washington County Deputies to be present during the event. 25. Parking and traffic procedures will take place as indicated with submittal of the application. 26. The applicant shall comply with all recommendations from the Hugo Fire Department and Washington County Sheriff s Office regarding security and safety. 27 Weather conditions will be monitored during the event and delays/cancellations will be determined by the opinions of medical, security and/or police staff. 28. There shall be vehicle access to all areas of the event for response to emergencies. 29. Garbage receptacles shall be regularly emptied and the event site, streets, and parking areas kept clear of debris. 30. All activities associated with the event including, but not limited to, all outdoor stage performances, amplified sounds, food and beverage service, shall end by 6:00 p.m. After the Event 31. All affected wetland areas will be restored. 32. All garbage shall be removed from the event property, streets, and parking areas and properly disposed of at the close of the event. 33. All temporary structures placed on the event property specifically for the Tough Mudder Event shall be taken down by no later than Friday, July 20, 2018. 34. All signage visible from a public street will be removed immediately after the close of the event. General Requirements and Prohibitions 35. No camping or other overnight accommodations are allowed on the event property. 36. No fireworks are permitted for this event. CONCLUSION/RECOMMENDATION: Staff has worked with the event organizers, who have agreed to the above requirements. Staff believes that, though there may be slight traffic delays, the event is well organized and can be held with minimal impact to the health, safety, and welfare of Hugo residents and its visitors. Staff recommends Council approve the event subject to the condition in this memorandum. Minor changes to this permit may be approved by City staff. Tough Mudder is not a timed race - we stress the importance of camaraderie and teamwork, encouraging everyone to help each other complete all obstacles and finish the course. Our events have been taking place since 2010 in the United States. In 2016, Tough Mudder held over 60 events throughout the United States, Canada, the United Kingdom, Australia, Mexico and Asia. The number of events and locations will continue to grow in 2017. To date, Tough Mudder is proud to have helped raise over $12 million dollars for charities around the world. In 2016, we introduced Tough Mudder Half, which will be happening concurrently with the Tough Mudder event. In 2018, we introduced Tough Mudder 5K, which will also be happening concurrently with the Full and Half formats. Tough Mudder Half and 5K course paths will share a portion of the 10 mile course and obstacles, but only cover 3.5 - 5 miles of distance. The following table outlines the phases in which the team plans and executes the event. Key event operations roles have been identified and will be filled by experienced individuals. Position Descriptions for these roles clearly outline responsibilities and reporting channels. A similar staffing model has been used successfully at many previous Tough Mudder events. ➢ Tough Mudder follows the Incident Command System (ICS): a systematic tool used for the command, control, and coordination of emergency responses. ➢ All staff in a management or supervisory role will be issued a radio. A number of radio channels will be used, with radio users logically assigned to one of these channels according to their role. The 'lead'/manager on each channel will carry a second radio, and will be linked with other'leads' on the 'Control' radio channel. All channels will be monitored by a person filling the role of 'Control', who will have the capacity to pass information to relevant individuals on any radio channel. ➢ An Event Command Center (ECC) will be established and will operate for the duration of the event. The ECC will be managed by'Control', a role responsible for monitoring radio channels and disseminating information to relevant parties. Control will have the capability to contact key members of the event team, including the Event Director, the event's medical providers and other emergency services providers at any time. ➢ A comprehensive contact list containing contact details for all relevant stakeholders and emergency service providers has been compiled and distributed to the event team, and will be available in the ECC for the duration of the event. ➢ An organizational chart has been produced for the event, clearly identifying the chain -of - command amongst core members of the Event Team; this organizational chart also serves to illustrate Tough Mudder's communication structure, identifying the various radio channels that will be used during the event, and the roles/individuals using each channel. Protocols on the use of radios have been developed and all staff has been trained on them. A comprehensive Parking and Traffic Plan* has been developed for Tough Mudder Twin Cities, addressing on -site parking, the flow of vehicles into and out of the venue, required signage and traffic management, and staffing requirements. This area is also where a range of services will be available to all patrons throughout the event weekend. The following table provides a summary of the key services being provided: Check -In All participants and spectators will enter the event village area through the check -in tent. All patrons must have a paid ticket accompanied by a signed waiver upon entry and will be given a wristband once processed. A Tough Mudder HQ employee and volunteers will staff the Ticket Sales/Information Ticket Sales and Information tents for day -of admissions, customer service 1uestions, and lost and found. Bag Drop Participants will be able to check their belongings at "Bag Drop" for a $10 fee. Food & Beverage There will be a variety of food and non-alcoholic beverages for sale to all event attendees. There will also be beer for sale in the designated beer garden for those 21+. Merchandise Our retail partner will have a tent setup with Tough Mudder apparel for sale. Giveaways Upon crossing the finish line, participants will receive a number of giveaways such as product samples, t-shirt, and headband. Partner Activations Within Mudder Village, there will be a number of features sponsored by our local and national partners. Rinse Stations A rinse area will be available to wash off mud once the course is complete. Entertainment Music will be played throughout Mudder Village via iPod for the duration of the event. In addition to purchased items, there will be a number of samples and potable water available for participants on course. They'll be given an orange wristband indicating they are over 21, and this wristband will be checked at any point of sale. Roughly 87% of participants are 21+ years of age. Additional Checkpoints: In the event that a participant wearing a wristband may appear to be under the age of 21, an escort will be provided to allow the participant to retrieve his/her ID from the Bag Drop tent, and then return if age has been appropriately validated. All bartenders serving beer have the right to question and re -check identification for those who may look to be under age. WATER SOURCING Potable Water: Potable water will be provided at all water stations. All potable water is sourced by a third party provider, Water Monster. For more details on the sourcing of this water, please contact Kevin Huff at kevinhuffl&me.com. Obstacle and Rinse Station Water: Obstacle water will be pumped from existing ponds on -site. This water will be treated with chlorine prior to the event. Rinse Station water will be brought in and stored in Mudder Village using a frac tank. SECURITY AND CREDENTIALS Tough Mudder has contracted with Security Specialists to provide event security for Tough Mudder Twin Cities. Security staff will be on -site overnight throughout the week leading up to the event and during the event weekend.* Overnight Security is responsible for protecting assets from theft and managing access into the event village and back of house areas. Page 10 of 13 Tough Mudder Twin Cities 2018 Event Operations Plan During the event, Security will be positioned at the Entrance/Exit point to ensure all patrons have a proper credential. They will also ensure that no alcohol exits the Mudder Village area. The second security guard will be at the Bag Drop tent to ensure there are no problems with theft. The third and fourth guards will be stationed at the finish chute and beer tent monitoring participants and checking for their 21+ wristband. Additionally, there will also be a supervisor on -site to help with any escalated issues. In addition to this private security, Tough Mudder understands that two Washington County Police Officers must be present in Mudder Village near the beer garden. *A full Private Security Plan has been provided separately. WASTE MANAGEMENT AND DISPOSAL Tough Mudder is committed to keeping event sites clean at all times. All waste generated by the event will be appropriately stored and removed from the site. Trash bins and dumpsters will be sourced for placement around the event site. These will be strategically positioned in areas where large amounts of waste are likely to be generated. Contract cleaning staff will be scoped and will be present on site throughout the weekend to perform litter picking and to empty trash bins. Dumpsters will be emptied at the conclusion of the event. TECHNOLOGY Page 11 of 13 Tough Mudder Twin Cities 2018 Event Operations Plan Laptops will be set-up in the Event Command Center and Event Operations Center for use by Tough Mudder staff. Internet access will be available through Tough Mudder owned technology equipment in order to service our Registration Platform, Eventbrite. Scanners will be used to check in participants and spectators and to assign bib numbers to the runners. This information is available in real time to those in the Event Command Center so information about all participants on course, including Emergency Contact Information, is readily available based on bib number. Staff working at the Information Tent in the Base Area will also have iPads in order to check in participants and troubleshoot any registration issues. SAFETY The health and safety of all participants, spectators, staff and others on -site throughout Tough Mudder Twin Cities is a priority of the Event Team. Responsibility for managing incidents across the event site rests with the Tough Mudder Event Team, led by the Event Director. OCCUPATIONAL HEALTH AND SAFETY Tough Mudder uses the following protocol to make sure the event site is as safe as possible and to minimize the risk of harm to any individual: ➢ Guidelines have been developed and will be implemented at the event, including: o Loading and Unloading Vehicles o Setting Up and Packing Down Infrastructure o Use of Utility Terrain Vehicles (UTVs) ➢ In the event of an incident, one or more experienced team members have been designated as 'safety officer' to assist in the management of the incident. ➢ A series of checks are carried out to ensure the site is safe before gates are opened to participants and spectators. MEDICAL ARRANGEMENTS Tough Mudder events attract large numbers of people and are physically challenging by their nature. Tough Mudder's Medical Director, Dr. Stuart Weiss, has been responsible for confirming that the staffing levels at each obstacle are in line with Tough Mudder's Standard Operating Procedures and Medical Protocol. Dr. Weiss' team, MedPrep, has been responsible for coordinating local resources to ensure the event is fully staffed with the correct number of medical personnel of each certification level, and ambulances have been contracted to stage at the event and respond to any and all incidents requiring ALS level care. There will be a medical presence on site at all times while participants and spectators are on -site. Medical personnel ranging from first responders to paramedics will be stationed at various locations around the course, and there will be a medical triage tent in Mudder Village, ensuring a Page 12 of 13 Tough Mudder Twin Cities 2018 Event Operations Plan short response time for any medical incident that occurs. Six teams comprised of an off road UTV driver and a paramedic will be assigned to zones on the course and will be roving around throughout the day and responding to on -course injuries. Each UTV is affixed with a stoke basket and is transport capable should a patient need to be removed from course. INCIDENT MANAGEMENT The following measures have been put in place to ensure that any incident that does occur is quickly identified and responded to in an efficient and effective manner: ➢ Tough Mudder creates an Incident Action Plan (IAP) for each event to ensure everyone is working in concert toward the same goals set for the event. ➢ Key Event Operations Roles have been identified for the event, responsibilities for each role have been clearly defined, and each role will be filled by an experienced Tough Mudder staff member. ➢ Details of all major incidents will be logged in the ECC by `Control' or a logger on a real-time basis, ensuring an up-to-date record of what has occurred, actions taken in response, and relevant timings. ➢ Emergency Action Plans (EAPs) have been developed for a number of specific scenarios, and event team staff have been briefed on how to respond if such incidents occur. ➢ A number of medical staff as well as 1-2 ambulances will be on site throughout the event. ➢ The local Police and Fire Departments have been informed about the event and appropriate contacts have been identified should additional assistance be required on site. ➢ Emergency vehicle access points and a helicopter landing area have been identified for the site and included in plans, should these be required. ➢ Incident Report Forms are available on site and all staff will be instructed to complete these for any incidents they witness/report. ➢ A Tough Mudder Operations Executive will be on -duty at all times during the event (potentially off -site), and will be available to assist in arranging additional support for and providing guidance to the Event Director if required. DESCRIPTION OF REQUEST: The applicant is requesting a vacation of the existing drainage and utility easement located over Outlot A, Roy Molitor 2nd Addition. Outlot A will be used for the development of Roy Molitor 3rd Addition for the expansion of Schwieters Properties. New drainage and utility easements will be placed on the lots at the time the final plat is recorded. Staff is comfortable with the applicants requests to vacate the drainage and utility easements. 3. WHEREAS, the adjacent Adelaide Landing development is responsible for 44% of the construction cost for the reconstruction of 130th Street with the total estimated construction cost being $3,558,000, and WHEREAS, the developer is responsible to provide the City with a financial guarantee to the City in the form of a cash escrow or other payment method approved by the City in an amount of $521,840 for each of the first three phases of the Adelaide development, and WHEREAS, the City has approved the first two phases and will be in receipt of $1,043,680 from the Adelaide Development for the reconstruction of 130th Street, and WHEREAS, the City intends to move forward with the improvement of 1301h Street without utilizing the 429 process. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HUGO, MINNESOTA: 1. Such improvements are necessary, cost-effective, and feasible. 2. The park has over 100 acres of woods and wetlands. It is designated as a passive park which allows dogs to be off -leash and for use of archery equipment. Passive recreation areas in Hugo are guided to have little to no programming beyond picnic shelters, open space, or open fields. Some passive recreation areas provide no more than a trail. They are planned to have minimal maintenance compared to active parks in the City. The Parks Commission would like you to share your input, ideas, and preferences for the park at an open house on Tuesday, June 26 from 7:00pm to 9:00pm at Hugo City Hall. Hugo City Hall is located at 14669 Fitzgerald Avenue. A master plan will be drafted to guide future improvements of Clearwater Creek Preserve. Future improvements may include expanding the trails, building parking and picnic amenities, and improving access. A draft master plan is anticipated to be available for review in the early fall. Planning of the park has been supported by funding from the Statewide Health Improvement Partnership (SHIP), Minnesota Department of Health and Living Healthy in Washington County.
