Approval of KnLlteS frons the March 2.1., 201.8 Meeting Moore- Arcand made a motion, Schmid seconded to approve the minutes of the March 21, 2018 Parks Commission meeting with a small change. Ayes — Cathy Moore — Arcand, Nicole Schmid, Dave Strub, Ranell Tennyson Abstained —Clarke, Rauschendorfer Motion carried. 2. Oneka Place Park Dedication Proposal Parks Planner Shayla Denaway presented the Oneka Place park dedication proposal received from CPDC Pratt Oakwood. The Preliminary Plat and Planned Unit Development includes 177 single family residential lots and 10 Outlots. The properties are located north of Oneka Parkway and 159th Street. The plan shows stormwater ponding areas, a passive park, sidewalk/trail connections, and road connections. The developer is proposing to dedicate the 43 acre "Outlot J" allocating an area set aside for a future park on the east side of the development. Outlot J includes 20.9 acres of buildable land which exceeds the 9 acres required. Dave Hempel from Westwood Professional Services discussed Oneka Place with the Parks Commission. Commissioner Strub requested that the trails be installed early on in the project to reduce conflicts with homeowners that live near them, especially with the two trail connections to the park area which are along side yards. Page 1 of 3 Parks Commission Minutes May 16, 2018 Commissioner Arcand asked about how many trees would be removed. Hempel stated that the majority of the development is on former farm fields and the park area preserves the majority of the trees on the site. Commissioners discussed active and passive park options. Generally, they were looking at it being a passive park but stayed open to active park amenities in the future. There was concern for building trails in the near future to provide a public use to the property. Commissioner Schmid expressed concern for the lack of parking. Discussion included parking on the streets. Commissioner Strub asked about the timing of trail construction and available funding. Public Works Director Anderson stated that a trail could be mowed in the interim until a park for the plan is developed at which time trails could be paved. Hempel stated that the developers could help advertise the park. Commissioner Schmid warned the developer to not imply a playground. Commissioner Strub asked about the possibility of a parking lot off of Farnham Avenue North. There was concern over people parking in the cul-de-sac off of Falcon Avenue North. The Commission discussed the connections near the stormwater ponds and expressed concern about the slope with the trails. Joanne Benick, addressed the Parks Commission. As the owner of two properties to the east of Outlot J she discussed the impacts of Oneka Place on the development options of her property. One of her parcels is zoned residential and the other parcel is zoned industrial. Currently the access to the residential property is the industrial land but if/when she sells this parcel the residential property would be land locked. She inquired about the property adjacent to her (in Outlot J) providing access. Juba stated that a second parcel could be created on Outlot J to create a piece of property that could provide access to the property. Any connection including construction of the road would be built by the property owner to the east. Hempel confirmed the phasing plan and that with phase 2 and 3, the trail connections would be built to the park. The Commission discussed that the developer should pave the trail connections through the areas of the development where they are doing grading work, especially with the trails along the stormwater ponds. Tennyson made a motion, Moore-Arcand seconded to accept Outlot J as proposed for park dedication, to split Outlot J into two lots, and recommend that the developer improve the trail in graded portions of the property with bituminous. All Aye. Motion Carried 3. Lions Parr Playground Denaway updated on the complaints received about the playground at Lions Park. A slide is cracked, and the wood structure and curbing is deteriorated. The seasonal inspections of the playground equipment identified some safety concerns. The net structures are also aging rapidly. Remedies to the immediate safety Page 2 of 3 Parks Commission Minutes May 16, 2018 concerns were made. However the playground has less than a year of safe use left without significant repairs. Options include: 1. Removing the playground and planting grass 2. Replacing the structure in the current location 3. Replacing the structure in a different location The Commission discussed that the Capital Improvement Plan doesn't currently include funding for a playground at Lions Park. They discussed that a new playground could be re -installed in a different location in the future. Schmid made a motion, Moore-Arcand seconded to allocate $100,000 replace the playground at Lions Park with an aggressive timeline. All Aye. Motion Carried. 4. Other Tennyson updated on the YMCA. Park Play Days is starting soon at Hanifl Fields Athletic Park and water safety/swim programs are starting. Free YMCA memberships are available for teens this summer, and a new youth resource phone line is available. `:.
