Call to Order Mayor Weidt called the meeting to order at 7:10 p.m. PRESENT: Haas, Klein, Miron, Petryk, Weidt ABSENT: None ALSO PRESENT: City Administrator Bryan Bear, City Engineer Mark Erichson, Community Development Director Rachel Juba, and City Clerk Michele Lindau Approval of Minutes for June 4,2018 City Council Meeting Klein made motion, Petryk seconded, to approve the minutes for the City Council meeting held on June 4, 2018, as presented. All Ayes. Motion carried. Approval of the Agenda Haas made motion, Miron seconded, to approve the agenda as presented. All Ayes. Motion carried. Washington County Sheriffs Office Annual Report—Sheriff Dan Starry Weidt welcomed Sheriff Dan Starry who presented the Washington County Sheriff's Office Annual Report for 2017. Starry talked about the several different positions he has held since he started in 1993, and he introduced Patrol Commander Doug Anschutz, who was in the audience. Starry stated there are a total of 256 dedicated employees in the department, and he provided a list of the eight deputies assigned to Hugo. Haas requested photos of current deputies. Starry said the flat cost for services in 2018 was $1,021,587, which equaled $68.90 per capita. The Council agreed they provided the City a great service at a low cost. Starry provided statistics for 2018 stating Part 1 Crimes went down, except for arson with one incident last year. Part 2 Crimes, quality of life crimes, generally remained the same except for non-violent family crimes, which are mainly calls to homes for families involving children. This is expected to grow as the population grows. The number of accident cases was similar with other years, with the exception of one fatality in 2017. Starry stated he was working on a task force for distracted driving, and a new record system began in May that will allow the department to provide more detailed statistics in the future. Starry talked about methamphetamines being a big concern and Minnesota being the hub for drug trafficking. The County's Drug Takeback Program has received nearly 39,000 pounds. Financial scams and mental health issues are a concern. The department is working on making sure services match the aging population and using community engagement to interact with residents. Approval of the Consent Agenda Hass made motion, Miron seconded, to approve the following Consent Agenda: 1. Approve Claims Roster 2. Approve Special Event Permit for Tough Mudder at Wild Wings July 14 and 15, 2018 3. Approve Temporary Liquor License for the North Star Gay Rodeo 4. Approve Pay Request No. 2 to Diverse Construction Services for the Fire Hall Roof All Ayes. Motion carried. Approve Claims Roster Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Special Event Permit for Tough Mudder at Wild Wines July 14 and 15,2018 Tough Mudder had applied for a Special Event Permit to hold the Tough Mudder at Wild Wings Game Farm, 14814 Irish Avenue North, on the weekend of July 14th and 15th. This event required a Special Event Permit approved by Council because there will be approximately 10,000 run participants plus spectators, impacts to public streets,use of an amplified sound system, and alcohol served. Participants run a 10-12 mile course with approximately 20 obstacles throughout the Wild Wings Game Farm. Additionally, this year there will be a 5K course. This is the third year the Tough Mudder has been in Hugo. A Friday event was held last year, but will not be held this year. Adoption of the Consent Agenda approved the Special Event Permit for the Tough Mudder subject to the conditions in the staff memo. Approve Temporary Liquor License for the North Star Gay Rodeo MN North Star Gay Rodeo Association(NSGRA) had applied for a Temporary On-Sale Liquor License to serve alcohol at their event on July 28-29, 2018. NSGRA is a non-profit located in Minneapolis that had held this event for several years. The area where alcohol will be served will be surrounded by a fence, and two Washington County Deputies will be present. The applicant had paid the license fee and submitted proof of Liquor Liability Insurance. Adoption of the Consent Agenda approved the Temporary Liquor License for the North Star Gay Rodeo. Approve Pav Request No. 2 to Diverse Construction Services, LLC for the Fire Hall Roof Diverse Construction Services, LLC, had submitted Pay Request No. 2 for work done to date on the replacement of the Fire Hall roof and rooftop equipment. The work had been reviewed by Building Official Chuck Preisler who recommended Council approve the pay request. Adoption of the Consent Agenda approved Pay Request No. 2 in the amount of$88,557.39. Hugo City Council Meeting Minutes for June 18,2018 Page 3 of 5 Public Hearing on Vacation of Drainage and Utility Easement for Roy Molitor 2nd Addition, Outlot A Community Development Director Rachel Juba explained that Schwieters Properties requested a vacation of the existing drainage and utility easement located over Outlot A, Roy Molitor 2nd Addition. The property is generally located south of 1401h, west of Fenway Blvd. Outlot A will be used for the development of Roy Molitor 3rd Addition for the Schwieters Properties expansion. New drainage and utility easements will be placed on the lots at the time the final plat was recorded. Juba stated staff was comfortable with the applicant's requests to vacate the easements and requested Council hold the public hearing and approve the notice to vacate. Mayor Weidt opened the public hearing. There was no one present who wished to speak, and the Weidt closed the public hearing. Haas made motion, Petryk seconded, to approve the notice to vacate the drainage and utility easement located over Outlot A, Roy Molitor 2nd Addition. All Ayes. Motion carried. Approve Resolution Authorizing Preparation of Bids and Specification for the 130th Street and Utility Improvement Proiect City Engineer Mark Erichson presented information on the 130th Street and Utility Improvement Project, which is anticipated to be constructed during the 2019 construction season. At the September 18, 2017, City Council meeting, staff was authorized to complete wetland delineations and soil borings and look into potential ROW needs for the improvements. Staff had completed these activities and was requesting authorization to prepare plans and specifications for the 130th Street and Utility Improvement Project. Erichson explained the Adelaide Landing development is responsible for 44% of the project costs totaling $1,566,520. The total project cost is estimated at $3,558,000. With each of the first three phases of the Adelaide Landing development, the developer is to provide a financial guarantee to the City in an amount equal to $521,840.00. Having recently approved the final plat for the Adelaide 2nd Addition, the City will be in receipt of$1,043,680. The developers of Beaver Ponds had also contributed to the future improvement of 130th at the time Beaver Ponds was developed. Improvements would include an urban section roadway with a roundabout at Flay Avenue and 130th Street and a pedestrian trail. Miron made motion, Klein seconded, to approve RESOLUTION 2018 — 18 ORDERING THE PREPARATION OF PLANS AND SPECIFICATIONS FOR THE PROPOSED 130TH STREET AND UTILITY IMPROVEMENT PROJECT. All Ayes. Motion carried. Update on Local Assessor Search City Administrator Bryan Bear provided a recap of the City's search for a local assessor after the resignation of Dan Raboin. Dan accepted a position with Washington County on May 25, 2018, which triggered the beginning of the 90-day requirement for the City to have an assessor. Property owners were having their questions answered by City staff and referred to the County for Hugo City Council Meeting Minutes for June 18,2018 Page 4 of 5 assistance if needed. The required quintile work had been delayed. Washington County had stated their interested in taking over the assessing for the City; however, the Council has always indicated their interest in maintaining a local assessor. Staff had sent out another request for proposals with a due date of June 29, 2018. If the City does not find a contract assessor, there is the option to contract with Washington County or hire a fulltime City employee, which would likely be more expensive. The Council questioned whether, if the City hired its own assessor,the assessor could be hired out to other Cities, and questioned how negotiable the County's contract would be. Bear replied that he knew of no other cities looking for an assessor, and he has not received a proposal from the County yet. The Council directed staff to have information for them at the next meeting, after the closing for proposals, and include information from Washington County. Update on the Yellow Ribbon Network Council Member Chuck Haas and Phil Klein reported to Council on the Yellow Ribbon Network activities held recently. The YRN received a request from Washington County Sheriff's Office to assist with home repairs for a service member on his 12th deployment. Haas shared thank you notes and photos of care package recipients, and a photo of the table and chairs donated to the Minnesota Assistance Council for Veterans. The YRN has found volunteers to care for pets belonging to deployed service members. Burger night is Wednesday, June 27, 2018 Grand Opening for St. Andrew's Family Shelter on Sunday,June 24,2018 City Administrator Bryan Bear informed Council they had been invited to the grand opening celebration of the St. Andrew's Family Shelter to be held on Sunday, June 24, 2018, at 2 p.m. The house is located at 14383 Forest Boulevard North, next to St. Johns the Baptist Church, and is owned by St. Genevieve's Catholic Church. Petryk made motion, Klein seconded, to schedule a meeting to attend the St. Andrew's Family Shelter on Sunday, June 24, 2018 at 2 p.m. All Ayes. Motion carried. Reschedule City Administrator Performance Review to Mondav, June 25, 2018 City Administrator Bryan Bear recommended Council reschedule the performance review. Miron made motion, Klein seconded, to reschedule the City Administrator performance review to Monday, June 25, 2018, at 5 p.m. Motion carried. Clear Water Creek Open House on Tuesday,June 26,2018 City Administrator Bryan Bear informed Council the Parks, Recreation, and Open Space Commission was hosting an open house on Tuesday, June 26 from 7:00 p.m. to 9:00 p.m. at Hugo City Hall to gather input from residents on Clearwater Creek Preserve. Xcel Enemy Training Center Grand Opening Event on Tuesday, August 28, 2018 City Administrator Bryan Bear informed Council that Xcel Energy had invited the Council to attend the grand opening of the Training Town Expansion Project located at their facility at 13620 Fenway Boulevard North on August 28, 2018, from 1-3 p.m. Haas made motion, Klein seconded, to schedule a meeting to attend the Xcel Energy Open House on Tuesday, August 28, 2018, at 1 p.m. All Ayes. Motion carried. Schedule Interviews for Commission Vacancies City Administrator Bryan Bear informed Council the City had received eight applications for vacancies on Hugo's commissions. Bear recommended Council select a time on which to interviews candidates for all commissions. Haas made motion, Klein seconded, to schedule the interviews for Tuesday, July 17, 2018 at 6 p.m. All Ayes. Motion carried.
