Process and Feedback
The Comprehensive Plan process is going very well
There has been great participation by the Council, Commissions, and the public
Great attendance at the workshops and open house

surveys
No new significant issues were raised at the workshops, open house or from the survey
The feedback that we have received is consistent with most items in our existing plan
Other
smaller items will be considered in the 2040 plan
We hopeful the participation remains good and the feedback keeps coming

Eastern Hugo Study
Completed Phase 1 – Prioritize Natural Resources
Consider completing the study to determine the feasibility of serving eastern Hugo with sewer.
There were other responses that included
- There were some comments to allow smaller lots in rural Hugo
- poor internet services
- the need for more trails and recreational options
in rural Hugo

We received inquires from property owners about how and when sewer/water services will be extended to these areas.
Guided Medium and High Density Residential, Industrial, and Mixed-Use.
Sewer Plan shows a sewer line within 165th Street.
Property owners, more specifically guided as Industrial, have stated that it is very difficult to develop there property without the sewer service.
The industrial land is to get access
from 165th Street.
Residential development east of TH 61 will get sewer from 165th Street.
Staff sees the difficulty as well, sense the sewer line is shown in 165th Street. Its not
easily to think about how they would be served.

Discussions that could start…
Can the sewer be provided from somewhere else?
Could this be a City sewer project with assessments?
Can a study be completed to figure out how the properties
can be served?
Sewer and water services are typically extended with development
The growth management policies within the existing Comp Plan
Discourages leapfrog development
Discourages
levying of assessments against properties that are not ready for development, forcing them to sell.
Staff does not know what the outcome of the meeting will be and we are still working on the what the meeting would consist of internally.
I have had discussions and will be working
with the City Engineer, Finance Director, and Public Works Director to gather information for the meeting.
