HomeMy WebLinkAbout2018.07.02 RESO 2018-20 TGK Site PlanRESOLUTION 2018-20 APPROVING A SITE PLAN TGK AUTOMOTIVE ON PROPERTY LOCATED AT 13891 FOREST BOULEVARD NORTH WHEREAS, TGK Automotive, has requested approval of a site plan for an approximately 11,270 square foot building and is legally described as follows: See Attached WHEREAS, the Planning Commission has reviewed said site plan and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve site plan for TGK Automotive, under the following conditions: 1. A site plan is approved in accordance with the plans submitted on June 1, 2018, and June 25, 2018, except as amended by this resolution. 2. Prior to the installation of any signs, the applicant shall obtain a sign permit. 3. Any expansions of the building will require review and approval by the Planning Commission and City Council. Prior to the issuance of a building permit: 1. All items on the Engineer's memo and "red -line" detailed engineering comments that have been sent directly to the applicant's engineer dated June 25, 2018, shall be addressed. 1. All items in the MnDOT comment letter shall be addressed. 2. An easement shall be dedicated for right of way for the future expansion of TH 61. Architecture/Building Material 4. The applicant shall provide a material sample in the proposed color for the E.I.F.S proposed for review and approval by staff. 5. The applicant shall provide details for the glass for review and approval by staff. 6. The elevations shall be revised to include a stone sill, or comparable material, between the split -face block and EFIS to provide a transition between the different materials. Resolution 2018 - Page 2 7. The application shall provide details for the awning for review and approval by staff. Landscaping 8. The applicant shall continue to work with staff on revisions to the landscape plan. The applicant shall provide a landscape buffer between the site and the residential use to the east. The final design shall be reviewed and approved by staff. Streets and Access 9. An access easement shall be dedicated across the property for the benefit of adjoining properties to the north and south. The easement language is subject to review and approval of staff. Miscellaneous 10. The grading plan shall be revised to move the grading along the east property line further to the west to ensure the existing trees on the adjacent property to the east will survive. 11. The site shall not be used as a tow lot. 12. The site shall not have vehicles stored on the property, except for overnight parking for client cars to be repaired. 13. The applicant shall continue to work with City staff on the lighting plan and type of lighting fixtures. Prior to issuance of a Certificate of Occupancy: 14. Landscaping shall be fully installed per approved landscape plan. 15. All roof top mechanical equipment must be screened from view of adjacent properties. Staff shall perform an inspection when equipment is installed to ensure compliance with City code. 16. Drainage and utility easements shall be dedicated to the City over the stormwater management facilities. 17. The applicant will be responsible for maintaining stormwater facilities and vegetation proposed as a part of the project. A maintenance agreement between the City and the applicant shall be reviewed and approved by the City then recorded against the property.
