Approval of Minutes for the July 2, 2018 Gravel Roads Workshop Klein made motion, Miron seconded, to approve the minutes for the Gravel Roads Workshop held on July 2, 2018, as presented. All Ayes. Approval of the Agenda Weidt made motion, Klein seconded, to approve the agenda as amended by moving the Culpepper & Merriweather Circus from “Administrative Presentations” to “Appointments and Presentations”; and adding approval of a Letter of Credit reduction for Fable Hills 5th Addition, approval of an Offsite Gambling Permit for Merrick, Inc to conduct Purse Bingo at the American Legion; approval of a Wetland Replacement Plan for Schwieters Company; and an update on the One Water Summit. Donation from Bald Eagle Sportsman Association to Hugo Yellow Ribbon Network The Bald Eagle Sportsman Association (BESA) collected donations at their open house event held in June. Nick Baumann, Vice President of the Bald Eagle Sportsman Association, presented a donation of $674 to the Hugo Yellow Ribbon Network. Nick shared pictures from the event and stated that, even though it rained, there were nearly 1,000 people who attended. The Council thanked the Bald Eagle Sportsman Association for supporting the community. Minutes HUGO CITY COUNCIL MEETING HUGO CITY HALL MONDAY, JULY 16, 2018 – 7 P.M. Hugo City Council Meeting Minutes for July 16, 2018 Page 2 of 7 Donation from White Bear Lake Lions Club to the Hugo Yellow Ribbon Network White Bear Lake Lions Club Gambling Manager Jim Francis presented a donation to the Hugo Yellow Ribbon Network in the amount of $5,000. Jim stated the funds were raised through gambling, and the White Bear Lions Club feels good about supporting surrounding communities. Council thanked him for the donation. Lakes Center for Youth & Families Annual Report – Executive Director Matt Howard The Lakes Center for Youth & Family Services, located in Forest Lake, has been providing counseling services to youth and families in the City of Hugo for over 20 years. Executive Director Matt Howard explained the center was previously called the “Youth Service Bureau”. Matt has worked there for 18 years and recently became the executive director. The center also recently purchased new space using capital campaign funds. The organization is committed to diversion, helping kids who are in trouble by avoiding process through the court system. Matt stated that this was one of their most used services, and in the past year, the center was able to help 15 youth, which saves taxpayers money. They also do mental health counselling and enrichment, helping youth get into the workforce. Matt talked about their “Tried and True” program, which gives kids hands-on learning, and stated he appreciated Hugo Power Equipment for donating items for them to work on. Matt reminded Council of the All You Can Eat Taste Event at the Winehaven Winery, and said he was pleased to have Washington County Deputy Brandon Yetter receive the James Trudeau Award this year. Culpepper & Merriweather Circus at Lions Park on Saturday and Sunday, July 21-22, 2018 The Hugo Lions Club will be sponsoring the Culpepper & Merriweather Circus at Lions Park on Saturday and Sunday, July 21-22, 2018. Lions Member Pete Pederson talked about the upcoming performances stating Showtimes are at 2 and 4:30 p.m. and tickets can be purchased in advance at Wise Guys Pizza, Sager’s Liquor, and Holiday Station Store. On July 21st at 9:30 a.m., they will be raising the tent followed by staff-led tours. All money raised goes towards scholarships. Approve Resolution Appointing Election Judges for 2018 Primary and General Election Hugo City Clerk Michele Lindau requested to appoint 37 individuals to serve as election judges for the City of Hugo’s Primary and General Elections in 2018. All election judges would receive two hours of training, and many of the judges have served in several past elections. Adoption of the Consent Agenda approved RESOLUTION 2018-21 APPOINTING ELECTION JUDGES FOR PRIMARY AND GENERAL ELECTIONS IN THE YEAR 2018. Approve Renewal of Mining Permit for Mike Atkinson The Mining Permit for Mike Atkinson on his property located on the south side of 147th Street between Irish and Hyde Avenue expires on August 1, 2018. Atkinson applied to renew the permit for another two years. For the past several years, the site had been used to stockpile material, with no mining activity taking place. When the permit was renewed in 2012, the Council allowed Atkinson to move forward with the Mining Permit renewal process without all the conditions being met until the time mining operations begin again, due to the cost of meeting those conditions. The requirements not being met are to biannually provide a topographic map of the site, calculation of stockpiled material and amount of granular material left on site to be mined, and a reclamation plan. Staff visited the site on July 11, 2018, and found there had been no changes on the property. Adoption of the Consent Agenda approved the Mining Permit for Mike Atkinson for property located on 147th Street North with the condition that all requirements in the permit be met when/if mining activity began again. Approve Renewal of Electrical Inspection Service Agreement for Brian Nelson Inspection Services, Inc. The City has contracted with Brian Nelson Inspection Services, Inc. to perform electrical inspections in the City. His current contract stated he is paid 70% of the permit fees collected for completed inspections. Brian had requested the contract be amended by increasing it to 75%, which is equal to the state’s percentage. Adoption of the Consent Agenda approved the amended Electrical Inspection Services Agreement with Brian Nelson Inspection Services, Inc. Approve Temporary Liquor License for Hugo Lions Club for Wilson Tool Picnic on August 11, 2018 The Hugo Lions Club had submitted an application for a Temporary Liquor License to serve alcohol at the Wilson Tool picnic on Saturday, August 11, 2018. The picnic will be held at the Hanifl Fields. Adoption of the Consent Agenda approved the Temporary Liquor License for the Hugo Lions Club. Approve Reduction in the Letter of Credit for Everton Investment/Pratt Homes Fable Hills 5th Addition Elmcrest Investment / Pratt Homes Fable Hills 5th Addition, the developer, had requested the City reduce the letter of credit being held for the Fable Hills 5th Addition. Steve Duff had inspected the work and recommended the reduction of the letter of credit being held for the Hugo City Council Meeting Minutes for July 16, 2018 Page 4 of 7 constructed improvements be reduced to $118,976, which is equal to 20% of the original letter of credit $594882. Adoption of the Consent Agenda approved the reduction of the letter of credit to $118,976 for the improvements in the Fable Hills 5th Addition. Approve Permit for Merrick, Inc. for Purse Bingo at Hugo Legion on August 6, 2018 Merrick, Inc., which serves adults with developmental disabilities throughout the Twin Cities, had applied for approval of an Off-Site Gambling Permit to conduct Purse Bingo for the Hugo American Legion on Monday, August 6, 2018. The Gambling Control Board allows an organization to give consent for a second organization to run bingo, provided they complete the proper forms. Adoption of the Consent Agenda approved the Off-Site Gambling Permit for Merrick, Inc. to conduct Purse Bingo at the Hugo American Legion. Approve Location of Drug Takeback Box at Hugo City Hall In the past, Council had indicated an interest in having a drug takeback box to be located at Hugo City Hall. This would be a part of Washington County’s drug takeback program that provides a place for residents to get rid of unwanted medications in a safe manner. The box would be located in the northeast corner of the City Hall lobby. This box would be anchored to the wall or floor and monitored by the Washington County Sheriff’s Office. Mayor Weidt removed this from the Consent Agenda to allow Sheriff Dan Starry to talk about the program. Starry stated that, so far, the County has collected over 38,000 pounds of unwanted medication, helping reduce the chance of prescription medicines being used in the wrong manner. The closest takeback box for Hugo residents is located in the Forest Lake Service Center. The Sheriff’s Office has worked with the Washington County Public Health Director to obtain a box to be located in Hugo. Starry stated that this will be the fifth box located in Washington County and the first one located off County-owned property. He also talked about the opioid epidemic and Minnesota being one of the hubs for trafficking. Washington County is one of five counties that received federal funding for takeback boxes. Weidt made motion, Haas seconded, to approve a drug takeback box to be located in Hugo City Hall. All Ayes. Motion carried. Weidt made motion, Haas seconded, to present a plaque to Sheriff Dan Starry congratulating him on his 25 years of service to the residents of Washington County. All Ayes. Motion carried. The Preserve on Sunset Lake Sketch Plan Shlayba Inc. (Cheldon Frank) applied for review and comments on a sketch plan for the subdivision of a 135 acre site for the development of 13 single family homes to be known as “The Preserve on Sunset Lake”. Community Development Director Rachel Juba explained the property is located off 125th Street, southwest of Sunset Lake, and a plat was approved on the same property in 2006 for 39 lots to be known as “Sunset Shores”. At that time, the ordinance allowed density bonuses, but it had since been rescinded. The property has existing wetlands, but is primarily farm fields and is located in the Rural Residential District where the density is Hugo City Council Meeting Minutes for July 16, 2018 Page 5 of 7 one unit per ten acres. The homes would be located on 5-acre to 10-acre lots located off a cul- de-sac in the center of the site, so the overall density of the project would be one unit per 10.38 acres. The applicant would retain a 23.4 acre site as open space owned by the Homeowners Association (HOA) and dedicate an outlot north of 125th Street to the City for expansion of an existing City owned park parcel. Another outlot would be lake access for one of the lots. Each lot would have its own well and septic system on site. The applicant was looking for comments on the concept plan. The next steps would be to apply to rezone the property from Rural Residential (RR) to Planned Unit Development (PUD) and apply for a PUD General Plan and Preliminary Plat. Juba updated the Council on the discussions at the Planning Commission and the Parks Commission. Comments were made on integrating all lots into the development to ensure adequate access to the open space, and reconfigure some lots to not encroach on the wetland. They agreed with the dedication of a 1.20 acre strip of land along the southwest side of Sunset Lake for expansion of an existing City owned park property (.71 acres) that was dedicated to the City with the Royal Haven Estates development. This property has not been improved. Council talked about the lots that were disconnected from the development and whether they should be included because there may be future benefits. Juba was also asked to clarify the parkland dedication requirements, and she replied they would be paying some in land and the remainder in cash. There was a question on whether the cul-de-sacs caused concern regarding emergency access, and Juba replied that it had been discussed, and there were no concerns. Juba was asked to provide information on the parcel extending across the street on the southeast corner of the development, and she explained it could be sold to an adjacent property owner or dedicated as right-of-way for CSAH7. There was a question on the parcel dedicated for lake access for one lot and whether there would be trespassing issues. Juba agreed there was potential for that. Water reuse was discussed, and it was explained there was a pond, but it was not certain whether it would be big enough for water reuse. The developer Cheldon Frank and his engineer, Todd Erickson, introduced themselves to Council. They talked about the lots not being connected and explained they would still be a part of the HOA and development. They also talked about the changes they made to provide all lots access to the existing wetland and trails, in response the Planning Commission’s comments. Wetlands and infiltration was discussed and Erickson commented that taking the land out of farm production will likely help lake quality. They also stated they would be having discussions with the County on dedicating the southeast corner land as right-a-way. Approve a Wetland Replacement Plan for Schwieters Company Staff added this item to the agenda to consider an amendment to the previously approved wetland replacement plan for the Schwieters development. The applicant was required to purchase credits from a wetland bank for replacement of the impact to the wetlands, and they were approved to purchase credits from Bank #1522, which are no longer available. They were now requesting to purchase credits from Bank #1618. Haas made motion, Klein seconded, to approve the wetland credits be purchased from Bank #1618. All Ayes. Motion carried. Hugo City Council Meeting Minutes for July 16, 2018 Page 6 of 7 Update on the Yellow Ribbon Network Council Member Chuck Haas and Phil Klein reported to Council on the Yellow Ribbon Network activities held recently. Photos were shown of the home improvement project that was instigated by the Washington County Sheriff’s Office. There was a picture of the 347th Regional Support Group, and Haas talked about the 134th Brigade Support Battalion who reached out for help with their picnic. Captain Troy Davidson, who had visited Council before to discuss alcohol prevention, had met with others for support. There is a Lions golf outing August 12th at the Oneka Ridge Golf Course. Xcel energy is the next Burger Night sponsor, and they are trying to help the Hugo Legion get new kitchen equipment. There are deployments coming up, and Hugo YRN is offering support. Haas read a letter they received from a command chaplain. Schwieters is providing care package items. The YRN helped a Marine family with car repairs and providing them a needed washer and dryer. Update on the One Water Summit Council Member Klein added this to the agenda to provide an update on the One Water Summit he had attended recently. The One Water Summit involved getting entities together to talk about water conservation. There were 29 states represented and seven Native American nations. Klein stated that he found it interesting that water conservation policies and projects have been led by the states of Colorado, Washington, California, and Minnesota. He said he was approached by Metropolitan Council Representative Sandy Rummel and told that what Minnesota is doing is far beyond anyone else in the nation. Klein talked about the success of the Water Legacy Act and the Met Council’s willingness to work with cities. Klein stated he was proud of what the Council and Hugo community has done and encouraged everyone to continue on this path. City Administrator Bryan Bear explained that the conference was hosted in Minneapolis this year, and the Metropolitan Council was a chief sponsor. Klein was invited as a VIP to the Conference as part of the Minneapolis delegation. Commission Interviews Tuesday, July 17, 2018 City Administrator Bryan Bear reminded Council that interviews had been scheduled for commission applicants for Tuesday, July 17, 2018, beginning at 6 p.m. There were six candidates. Good Life Senior Living Center Open House on Thursday, July 19 or Sunday, July 22, 2018 City Administrator Bryan Bear informed Council they had been invited to attend the Good Life Senior Living Center Open House on Thursday, July 19, 2018, from 2-4 p.m. The official Ribbon Cutting was scheduled for 3:30 p.m. on Thursday. He recommended Council schedule as a meeting if they wished to attend. Weidt made motion, Miron seconded, to schedule a meeting to attend the Good Life Senior Living Center Open House on July 19, 2018, at 2 p.m. All Ayes. Motion carried. National Night Out on Tuesday August 7, 2018 City Administrator Bryan Bear reminded Council that National Night Out is on Tuesday, August Hugo City Council Meeting Minutes for July 16, 2018 Page 7 of 7 7, 2018. Events can be registered on the website at www.ci.hugo.mn.us/nno , and staff will share the list with the Hugo Fire Department, Washington County Sheriff’s Office, and the City Council. Bear recommended Council schedule August 7, 2018, as a meeting to attend NNO neighborhood events. Klein made motion, Miron seconded, to schedule a meeting to attend National Night Out events on Tuesday, August 7, 2018. All Ayes. Motion carried. Xcel Energy Training Town Grand Opening Changed from August 28, 2018 to Wednesday, October 17, 2018 City Administrator Bryan Bear informed Council that Excel Energy would like to change the date of the Training Town Grand Opening from August 28th to Wednesday, October 17, 2018, from 3-5 p.m. He recommended Council reschedule the meeting to attend. Haas made motion, Klein seconded, to reschedule the Training Town Grand Opening to October 7, 2018, at 3:00 p.m. All Ayes. Motion carried.
