HomeMy WebLinkAbout2018.08.15 Park Minutes Minutes Parks, Recreation, and Open Space Commission Meeting of August 15, 2018 Hugo City Hall, 7:00 pm Present: Dave Strub, Roger Clarke, Cathy Moore—Arcand, Mat Rauschendorfer Absent: Nicole Schmid, Ranell Tennyson Staff Present: Shayla Denaway, Parks Planner Scott Anderson, Public Works Director Pierre Guigere, Community Development Intern Debi Close,Secretary Strub called the meeting to order at 7:00 pm. 1. Approval of Minutes from the July 18, 2018 Meeting Moore—Arcand made a motion, Clarke seconded to approve the minutes of the July 18, 2018 Parks Commission meeting. All Ayes Motion carried. 2. Clearwater Creek Preserve Concept Plan Candace Amberg,Senior Landscape Architect with WSB&Associates presented three concept plans for Clearwater Creek Preserve. Concept one included a primary park entrance off of the future 140th Street extension, a small dog park, a looped trail and boardwalk system that included a separated equestrian trail on the west side of the park. Concept two included a main park entrance off of Fable Hill Circle North, a trail connection to Fenway Boulevard, shared-use trails on the western side of the park and primarily winter trails on the eastern side of the park. Concept three included multiple access points, parking lots on both the northern and southern end of the park, and an extensive network of pedestrian trails and boardwalks. Other options included a picnic shelter, exercise stations, a variety of trail surfacing options,grooming of winter trails. The Parks Commission reviewed the three concepts and provided informal feedback on the plan. Generally, the Commission preferred a combination of concept two and three. They did not want to enhance or prohibit equestrian use. They wanted to preserve the deciduous trees in the northeast corner of the park and provide access to it. A preference for the connection to Fenway Boulevard and a ditch crossing at the southern end of the park was generally agreed on. The Commission did not want to construct a dog park, as dogs are allowed off-leash throughout the property. There was a preference to continuing to have some winter-only trails, but to provide pedestrian loops throughout the property. 3. Alternate Parks Commissioners Pierre Guigere, Community Development Intern, presented the proposed Alternate Parks Commissioner position. An alternate Parks Commissioner would be appointed by the Council and required to attend all Parks Commission meetings. If a Parks Commissioner is not able to attend a meeting the Alternate would be able to hold their position for the meeting in order to allow the Commission to vote and meet quorum requirements. Meetings when the Park Commissioners are in full attendance,the Alternate would be able to participate in feedback but not vote on any motions. Clarke made a motion, Moore-Arcand seconded to adopt the recommendation to change the bylaws to incorporate an Alternate Parks Commission member position. All Ayes. Motion Carried 4. Recreation Program Updates The Bazillions Family Concert-June 20 Climb Theater-August 2 Friday with Firefighters—August 17 Park Play Days-Ongoing Fall Movie Night—September 14 Tour De Hugo-September 22 Fire Department Open House/Bus Tour/Fall Clean up—October 6 Princess Party—November 3 New:Story Hours and Memory Cafes 5. Adjournment Rauschendorfer made a motion, Clarke seconded to adjourn the meeting at 8:23 pm. All Ayes. Motion carried.
