Adjournment Page 2 of 2 Parks Commission Agenda July 18, 2018 Background Parks, Recreation, and Open Space Commission Meeting of July 18, 2018 Hugo City Hall, 7:00 pm Approve Minutes from June 20, 2018 Meeting Staff recommends approval of the minutes of the Parks Commission meeting of June 20, 2018. PLEASE SEE THE ATTACHED MINUTES. Hopkins Schoolhouse Committee At their July 2, 2018 meeting, Council approved a recommendation from the Historical Commission to form a committee to work on several items related to the Hopkins schoolhouse including fixing the roof, pursuing listing on the National Register, and evaluating a public-private partnership. Staff recommends the Parks Commission select one member of the Commission to be on this committee. The Council will formally appoint committee members at their August 6, 2018, City Council meeting. Park Project Updates Staff will provide updates on improvements at Hugo parks, the Lions Park playground, and the Clearwater Creek Preserve Mastering Planning Process. Approval of Minutes from the May 16, 2018 Meeting Tennyson made a motion, Moore-Arcand seconded to approve the minutes of the May 16, 2018 Parks Commission meeting. Ayes: Moore – Arcand, Tennyson, Schmid, Strub Abstained: Rauschendorfer Motion carried. 2. Lions Park Playground Proposals Four propoals were presented for a playground to replace the current structure in Lions Park. The presenters highlighted safety, durability, vandalism, accessibility, ability to be relocated, materials used and number of play areas. All of the proposed playgrounds met the basic requirements of a $100,000 budget, fitting on the site, and including equipment for 2-5 year olds. The presenters were as follows: • Harlan Lehman, Minnesota/Wisconsin Playground presenting Gametime Equipment • Jordan Hedlund, Flagship Play presenting Landscape Structures Equipment • Mike Basich, St. Croix Recreation presenting Burke Equipment • Andrew Pudwill, Ultimate Playground presenting Kompan Equipment Page 2 of 3 Parks Commission Minutes June 20, 2018 The Parks Commission reviewed all four proposals and discussed the options with residents that were in attendance. A general preference for a tall structure with climbing nets was stated. All of the proposals were well-liked and it was a difficult decision. The Parks Commission members stated their first and second choice for a replacement playground. Strub made a motion, Moore-Arcand seconded to selectSt Croix Recreation/Burke to replace the playground in Lions Park. All Ayes. Motion Carried. 3. The Preserve at Sunset Lake Sketch Plan Parks Planner Shayla Denaway presented a sketch plan application for The Preserve on Sunset Lake. The sketch plan was for 12 residential lots on 125 acres on the south-west side of Sunset Lake. The applicant requested a Planned Unit Development with a minimum lot size of 5 acres with a maximum density of 1 unit per 10 acres which meets the ordinance requirements. An association-owned 30 acre open space (Outlot A) was proposed to preserve some wetlands and wooded areas. The sketch plan included a trail that could be constructed on Outlot A for horse riding and more. The developer proposed to dedicate a .7 acre parcel (Outlot B) to the City for the purposed of expanding the existing City property on Sunset Lake. To the south of Outlot B, the developer showed an association-owned lake access (Outlot C). Park dedication requirements could be satisfied with either dedication of an estimated 9-11 acres or payment of a fee of $28,800 ($2,400 per unit). The Parks Commission provided input on the sketch plan to the developer. They stated that they would like to see a trail on CR 7 , as shown in the trail plan. Rauschendorfer asked about Outlot C. Cheldon Frank, the Developer, stated that they are looking at it being owned by the Homeowners Association. Frank also state that they are not envisioning boat slips with overnight docking. Todd Erickson, the engineer discussed that they could look at widening the shoulder of the road for pedestrians. He also said that they would be happy to explore park options- parking and trail access, etc. Schmid pointed out that any improvements to a future city park will be considered with the Parks Capital Improvement Plan. Generally, the Commission spoke favorably of both Outlot B & C being dedicated to the City for a park. The large acreage would increase the opportunities to improve the properties and provide more safe access off of CR 7. They discussed a fishing pier, kayak access, parking, picnicking, etc. Strub discussed that Outlot A would be too isolated for the public beyond the neighborhood to come in and use it. He felt that if the City owned it that there would be an obligation to make it more accessible and get more people to the property. Page 3 of 3 Parks Commission Minutes June 20, 2018 4. Update on Clearwater Creek Preserve Master Planning Open house will be held June 26, 2018 from 7:00pm-9:00 pm at Hugo City Hall. Postcards were sent inviting residents to attend. 5. Adjournment Tennyson made a motion, Schmid seconded to adjourn the meeting at 10:08 pm. All Aye. Motion carried. Summer Fun PARK PLAY DAYS Monday-Thursday 9:00 am to 12:00 pm Hanifl Fields Athletic Park Session 1: June 11- July 12 Session 2: July 16- August 16 Children ages 4 -12 are invited to come play and learn with YMCA staff at Hanifl Fields Athletic Park. Every week has a specific theme with different crafts, games,and activities. Community safety, mentoring, and healthy lifestyle days are just a few of the themes this year! Registration is required and the cost is $80 perparticipant for a 5 week session. The YMCA offers a personal pricing plan which is a scholarship fund for anyone that qualifies. The Bazillions are the creation of Twin Cities’ parents/educators/ singer-songwriters Adam and Kristin Marshall. They singabout mac ‘n’ cheese, career day, loyal friends, and finding lost toys.
