Staff recommends approval of the minutes of the Parks Commission meeting of July 18, 2018.

Clearwater Creek Preserve Concept Plan
At the meeting of February 21, 2018, the Parks Commission had discussion on an Active Living Grant from the
Statewide Health Improvement Program through Washington County. The City of Hugo received $15,000 to
master plan Clearwater Creek Preserve, in particular to enhance community engagement. This spring, the
site was evaluated and the wetlands were delineated. An open house was held on June 26, 2018 to gather
input from residents on the future of the park. An online forum and survey was also available. A good
amount of input was received from residents to help guide the plan.
Candace Amberg, Sr. Landscape Architect with WSB & Associates will present three concept plans for
Clearwater Creek Preserve.
Alternate Parks Commissioners
Pierre Guigere, Community Development Intern will present about Alternate Parks Commissioners. At their
August 6, 2018 meeting, the City Council discussed the use of alternate members on all Hugo commissions,
including the Parks Commission. An Alternate Parks Commissioner would attend all Parks Commission
meetings and be available to participate in the absence of a Commissioner. To create this position, a change
would need to be made to the bylaws of the Parks Commission. Guigere has prepared a draft of the new
bylaws for consideration by the Parks Commission. Staff recommends that the Parks Commission discuss the
use of Alternate Parks Commissioners and approve the change to the bylaws.

Meeting of July 18, 2018

Present: Dave Strub, Roger Clarke, Cathy Moore – Arcand, Ranell Tennyson,

Strub called the meeting to order at 7:00 pm.
1. Approval of Minutes from the June 20, 2018 Meeting
Moore – Arcand made a motion, Tennyson seconded to approve the minutes of the June 20, 2018 Parks
Commission meeting.
Ayes: Moore – Arcand, Tennyson, Strub
Abstained: Clarke
Motion carried.
2. Hopkins Schoolhouse Committee
Parks Planner Shayla Denaway informed that the Council approved formation of a committee to work on
several items related to the Hopkins schoolhouse including fixing the roof, pursuing listing on the National
Register, and evaluating a public-private partnership. The Council is looking to have a Parks Commission
member serve on the Hopkins Schoolhouse Committee.
Strub made a motion, Tennyson seconded to approve Moore – Arcand to represent the Parks Commission on
the Hopkins Schoolhouse Committee.

Parks Planner Shayla Denaway updated on the recent improvements within city parks.
Oneka Lake Park – soft surfacing holes and cracks repaired
Val Jean Park – Tennis court was resurfaced
Arbre Park –Basketball court resurfaced
Lions Park – Playground is scheduled for removal early August and construction of the new playground mid-
September
Clearwater Creek Preserve - Master planning process moving forward after successful open house meeting
Strub requested adding the tennis court resurfacing/repair cost to the annual budget for routine
maintenance as needed.
All Park Commissioners agreed.

Park Play days continues to have a good turn out, Tech Tac Toe continues to be successful and registration is
starting for Tour de Hugo.

1. BACKGROUND:
The purpose of this report is to propose the use of alternate members on the Parks, Recreation, and
Open Space Commission. Within the Parks Commission, a quorum of at least four commission
members is required to allow the commission to make important decisions. Through the use of
alternate commission members, this commission can achieve a quorum even when sitting members
are absent. At their August 6, 2018 meeting, the City Council discussed the use of alternate
members on all Hugo commissions, including the Parks Commission.
2. COMMISSION ORGANIZATION:
The Parks Commission is to consist of seven commission members elected to serve the listed
duties required within each commission. All commissioners must be eligible to vote and be
residents within the City of Hugo.
The Parks Commission meets every third Wednesday of the month and gives recommendations
to the City Council in relation to the City’s recreational areas and open space. These
recommendations include the development, maintenance and operation of recreational spaces.
All members are appointed by the Mayor with approval by the City Council and serve a
staggered three-year term.
3. ALTERNATE PARKS COMMISSION MEMBERS:
It is acknowledged that commission members are volunteers and may be absent from time to
time due to various reasons. However, the commission must still be able to perform its duties
without being hindered by the absence of a sitting member. This can be made possible through
the use of alternate commission members.

In order for alternate members to be informed about the current topics being discussed, it will be
encouraged that they attend all regular meetings. In the event in which there is a planned or
unplanned absence of a sitting member within the Parks Commission, an appointed alternate
commissioner will be present to temporarily fill the position of the absent member. This alternate
member will assume all powers held by a sitting Parks Commission member including the ability
to place votes.
4. RECOMMENDATIONS:
Currently, the use of alternate members is not mentioned within the Parks Commission bylaws.
City Council has recommended that the Parks Commission make amendments to their bylaws in
order to enable the appointment and use of alternate members within the Parks Commission.

Communicate the city's parks and recreation goals, plans and programs to the public.
Perform such other duties regarding the city's parks and recreation
system, as may be requested by the city council from time to time.

Sec. 2-198. - Rules and procedures.
The commission shall adopt such rules and procedures as are consistent with this division
and as may be necessary for the proper execution and conduct of their duties and
responsibilities.
Regular meetings of the commission shall be held monthly, or more often as required. The
time and place of all regular meetings shall be posted in the city hall. The chairperson may
call special meetings following three days' posted notice at the city hall.

Sec. 2-197. - Organization and membership.
(a) Members appointed. The parks, recreation and open space commission shall consist of seven

-member, an alternate member shall temporally fill the seat of the absent member and exercise all ---
-powers within the bounds of the Parks Commission. Alternate members shall be appointed for three-
-year terms.
(d) Removal from office. Commission members may be removed from office by the city council for:
(1) Changing their place of residence to a location outside the corporate boundaries of the city, or
otherwise not meeting the requirements for office;
(2) Failure to perform their official duties, including not attending called and noticed meetings;
(3) Behavior disruptive to the good order and efficiency of the commission;
(4) Committing an act of moral turpitude.
(e) Vacancies. Appointments made to fill a vacancy on the commission that occurs during a normal term
-of office shall be made for the balance of the term remaining.
(f) Officers. A chairperson and vice-chairperson shall be appointed annually from the membership of the
commission by the mayor, with approval of the city council. The commission may appoint a secretary,
who need not be a member of the commission. The chairperson, or vice -chairperson in the absence
of the chairperson, shall:
(1) Preside over meetings of the commission.
(2) Represent the commission, or appoint a person to represent the commission before the city
council on matters pertaining to the commission.
(3) Certify official written documents of the commission.
(g) Individual commissioners as petitioners. No commissioner shall take part in the consideration of -
-any matter in which he or she is the applicant, petitioner, or appellant, nor in the consideration of any
-action in which he or she has a direct financial interest.
(h) Compensation. Commissioners shall serve without compensation.
