PLEASE SEE THE ATTACHED MINUTES. Approve the 2018 Goals At the meeting of December 20, 2017 the Parks Commission discussed their goals for 2018. Staff recommends the 2018 Goals of the Parks, Recreation, and Open Space Commission for final changes and approval. The City Council will review the goals of each Commission and set city-wide goals at their Goal Setting Workshop on January 29, 2018. PLEASE SEE THE ATTACHED DRAFT OF THE 2018 GOALS. Approve the 2018 Capital Improvement Plan A draft of the 2018-20212 Capital Improvement Plan has been put together with the assistance of Finance Director, Ron Otkin. The Parks Commission has been given the authority to make recommendations to the City Council on how to use the Special Park Fund and plans those expenditures with the Capital Improvement Plan. The CIP prioritizes improvements that the Parks Commission would like to make. Some projects may only be possible if additional funding becomes available through grants, private donations, or park dedication fees. In 2017, special park funds were used for new pavilion pads at Diamond Point Park and Victor Square Park, totaling $31,654. Funds were also used for irrigation updates at Hanifl Fields Athletic Park, a new park sign at Heritage Ponds Park, and the comprehensive plan updates. The 2017 special park fund ending balance was $1,327,399. Staff drafted a CIP for 2018-2022 based on the previous Capital Improvement Plan and upcoming projects. Staff recommends that the Parks Commission review the draft, make changes, and approve a Capital Improvement Plan. PLEASE SEE THE ATTACHED DRAFT OF THE 2018-2022 CIP. Recreation Program Update The following dates have been selected for movie nights: Friday, January 26 Friday, February 9 Friday, March 23 Minutes Parks, Recreation, and Open Space Commission Meeting of December 20, 2017 Hugo City Hall, 7:00 pm Present: Dave Strub, Cathy Moore-Arcand, Nicole Schmid, Ranell Tennyson, Roger Clarke Staff Absent: John Pontrelli, Mat Rauschendorfer Staff Present: Shayla Denaway, Parks Planner Debi Close, Park Secretary Strub called the meeting to order at 7:00 pm. 1. Approval of Minutes from November Meeting Tennyson made a motion, Moore-Arcand seconded to approve the minutes of the November 15, 2017 Parks Commission meeting as presented. All Ayes. Motion carried. 2. Comprehensive Plan Draft Review Kendra Lindahl, of Landform Inc., presented a draft of the Parks Chapter of the 2040 Comprehensive plan. This included: • Updated Guiding Principles – connected/ multi-functional Parks System, high quality parks, access, innovation/ collaboration, and natural resources. • Re-evaluating the recreation demand – close to housing, natural areas, trails, outdoor activities and water recreation to be included. • Updated Greenway Corridor • Redefining neighborhood park service areas and community park search areas • Reviewing and Updating all maps, especially the trail map The Parks Commission were supportive of the new look of the plan and the map updates. The Commission had discussion about the Irish Avenue Park, snowmobile trails, the neighborhood park service area chart, and other topics. They were generally very supportive of the draft plan. 3. 2017 Annual Report Parks Planner Shayla Denaway presented the 2017 Annual Report of the Parks, Recreation, and Open Space Commission. Topics included: • Trails- connectivity prioritized, updated plans and mapping, new developments and road projects incorporated trails, extension of trail on Oneka Lake Blvd. to Hwy 61 completed • Irish Avenue Park- passive uses continue, pollinator habitat constructed • Lions Park • Plans and Policies- Comprehensive Plan was updated • Recreation Programs- several very successful programs held in 2017 • Park upgrades were started 4. Goal Setting Denaway reviewed the 2017 Parks, Recreation, and Open Space Commission goals to start off the discussion which included • Trails- the greenway corridor and connectivity to strengthen with new development, improvements to be made at Clearwater Creek Preserve • Recreation- provide for the recreation needs of our diverse population, strengthen and build partnerships, continue recreation programming and events, evaluate existing and explore new options for recreation and including recreation with a focus on water access • Irish Avenue Park- update/develop a vision for future uses of the park, promote long term vision and short term uses of the park to residents, plan and encourage short term uses of the park, and evaluate the parking and tree growth • Lions Park- review the feasibility study, engage with the City Council and community to look at next steps • Plan and Policies: Finish updating the Parks, Trails and Open Space Plan ( 2040 Comprehensive Plan Updates), respond to resident input, review development applications with respect to the parks, Trails and Open Space Plan 5. Adjournment Moore-Arcand made a motion, Schmid seconded to adjourn the meeting at 9:16 pm. All Ayes. Motion carried. 2018 Goals Parks, Recreation and Open Space Commission Approved by the Parks Commission at their January 17, 2018 meeting •Address trail and greenway connectivity with new developments. •Enhance and maintain existing trails. •Plan trails network in Clearwater Creek Preserve. •Plan greenway corridors. Develop and maintain a network of multi-purpose TRAILS connecting neighborhoods to parks and open space •Provide for the recreation needs of our diverse population. •Strengthen and build partnerships to efficiently provide recreation options. •Evaluate existing recreation programs and ammenities and explore new options with a focus on water access. Utilize facilities to provide active and passive RECREATION options for all Hugo residents •Develop a vision for future uses of the park. •Promote the long-term vision and the short-term uses of the park to residents. •Evaluate vegetation management and parking. Plan and develop IRISH AVENUE PARK to serve residents throughout the community •Review the feasibility study. •Engage with the City Council and community to look at next steps.
