Adjournment Page 1 of 2 Parks Commission Agenda June 20, 2018 Background Parks, Recreation, and Open Space Commission Meeting of June 20, 2018 Hugo City Hall, 7:00 pm Approve Minutes from May 16, 2018 Meeting Staff recommends approval of the minutes of the Parks Commission meeting of May 16, 2018. PLEASE SEE THE ATTACHED MINUTES. Lions Park Playground Proposals At the meeting of May 16, 2018, the Parks Commission requested proposals for a playground to be installed in Lions Park this summer. The existing playground has deteriorated and is need of replacement. At their June 4, 2018 meeting, the City Council approved funding not to exceed $100,000 to replace the playground at Lions Park. A request for proposals was sent out and four vendors will present a design for consideration by the Commission and residents. A notification was sent to residents in the neighborhood to invite them to participate in the selection process. Each of the proposals meet the base requirements to include soft surfacing in the $100,000 budget, prepare a site plan, and ensure installation by September 15, 2018. Each vendor will have 20 minutes to present their playground design and answer questions that the Commission may have. Staff recommends that following the presentations, the Parks Commission discuss the proposals with residents and select a playground to be installed in Lions Park. THE REQUEST FOR PROPOSALS IS ATTACHED AS WELL AS THE NEIGHBORHOOD NOTIFICATION. MATERIALS PROVIDED BY THE VENDORS ARE ATTACHED. The Preserve on Sunset Lake Sketch Plan A request for a sketch plan review has been received from Cheldon Frank for the Preserve on Sunset Lake. The applicant is requesting review and comments on a sketch plan of 12 residential lots on 125 acres. The property is located southwest of Sunset Lake, currently consists of four parcels, and is zoned Rural Residential. The applicant has indicated that they would donate land to expand the existing City property on Sunset Lake. The developer is also proposing preservation and enhancement of open space totaling 25% of the overall development. The applicant is looking for informal comments from the Parks Commission and a recommendation is not needed at this time. The Parks Commission should provide input if park land is desirable and the trail connections. PLEASE SEE THE ATTACHED MEMO. Update on Clearwater Creek Preserve Master Planning The first open house to master plan Clearwater Creek Preserve will be held June 26 at 7:00pm at Hugo City Hall. Approval of Minutes from the March 21, 2018 Meeting Moore- Arcand made a motion, Schmid seconded to approve the minutes of the March 21, 2018 Parks Commission meeting with a small change. Ayes — Cathy Moore—Arcand, Nicole Schmid, Dave Strub, Ranell Tennyson Abstained —Clarke, Rauschendorfer Motion carried. 2. Oneka Place Park Dedication Proposa Parks Planner Shayla Denaway presented the Oneka Place park dedication proposal received from CPDC Pratt Oakwood. The Preliminary Plat and Planned Unit Development includes 177 single family residential lots and 10 Outlots. The properties are located north of Oneka Parkway and 159th Street. The plan shows stormwater ponding areas, a passive park, sidewalk/trail connections, and road connections. The developer is proposing to dedicate the 43 acre "Outlot J" allocating an area set aside for a future park on the east side of the development. Outlot J includes 20.9 acres of buildable land which exceeds the 9 acres required. Dave Hempel from Westwood Professional Services discussed Oneka Place with the Parks Commission. Commissioner Strub requested that the trails be installed early on in the project to reduce conflicts with homeowners that live near them, especially with the two trail connections to the park area which are along side yards. Page 1 of 3 Parks Commission Minutes May 16, 2018 Commissioner Arcand asked about how many trees would be removed. Hempel stated that the majority of the development is on former farm fields and the park area preserves the majority of the trees on the site. Commissioners discussed active and passive park options. Generally, they were looking at it being a passive park but stayed open to active park amenities in the future. There was concern for building trails in the near future to provide a public use to the property. Commissioner Schmid expressed concern for the lack of parking. Discussion included parking on the streets. Commissioner Strub asked about the timing of trail construction and available funding. Public Works Director Anderson stated that a trail could be mowed in the interim until a park for the plan is developed at which time trails could be paved. Hempel stated that the developers could help advertise the park. Commissioner Schmid warned the developer to not imply a playground. Commissioner Strub asked about the possibility of a parking lot off of Farnham Avenue North. There was concern over people parking in the cul-de-sac off of Falcon Avenue North. The Commission discussed the connections near the stormwater ponds and expressed concern about the slope with the trails. Joanne Benick, addressed the Parks Commission. As the owner of two properties to the east of Outlot J she discussed the impacts of Oneka Place on the development options of her property. One of her parcels is zoned residential and the other parcel is zoned industrial. Currently the access to the residential property is the industrial land but if/when she sells this parcel the residential property would be land locked. She inquired about the property adjacent to her (in Outlot J) providing access. Juba stated that a second parcel could be created on Outlot J to create a piece of property that could provide access to the property. Any connection including construction of the road would be built by the property owner to the east. Hempel confirmed the phasing plan and that with phase 2 and 3, the trail connections would be built to the park. The Commission discussed that the developer should pave the trail connections through the areas of the development where they are doing grading work, especially with the trails along the stormwater ponds. Tennyson made a motion, Moore-Arcand seconded to accept Outlot J as proposed for park dedication, to split Outlot J into two lots, and recommend that the developer improve the trail in graded portions of the property with bituminous. All Aye. Motion Carried 3. Lions Park Playground Denaway updated on the complaints received about the playground at Lions Park. A slide is cracked, and the wood structure and curbing is deteriorated. The seasonal inspections of the playground equipment identified some safety concerns. The net structures are also aging rapidly. Remedies to the immediate safety Page 2 of 3 Parks Commission Minutes May 16, 2018 concerns were made. However the playground has less than a year of safe use left without significant repairs. Options include: 1. Removing the playground and planting grass 2. Replacing the structure in the current location 3. Replacing the structure in a different location The Commission discussed that the Capital Improvement Plan doesn't currently include funding for a playground at Lions Park. They discussed that a new playground could be re -installed in a different location in the future. Schmid made a motion, Moore-Arcand seconded to allocate $100,000 replace the playground at Lions Park with an aggressive timeline. All Aye. Motion Carried. 4. Other Tennyson updated on the YMCA. Park Play Days is starting soon at Hanifl Fields Athletic Park and water safety/swim programs are starting. Free YMCA memberships are available for teens this summer, and a new youth resource phone line is available. 5. Adjournment Schmid made a motion, Tennyson seconded to adjourn the meeting at 8:56 pm. The Parks Commission will select a final design to be constructed this summer. The final schedule is dependent on availability of the equipment selected and contractor schedules. Lions Park is a community park that is located near Hugo City Hall and is centrally located in the community. The budget is set at $100,000 which needs to include engineered fiber soft surfacing and installation. You are not responsible for the concrete curbing, which will be installed by Hugo Public Works. A master plan was approved for Lions Park in 2014, however, funds are not available for the extensive redevelopment. The current playground was constructed in 1998 and is need of replacement. The park is used for community events such as Good Neighbor Days. It has T-ball fields, a skate park, tennis/Pickleball courts and a large picnic shelter. We are looking to install a new play equipment in relatively the same location as the current equipment. A proposal should include a basic site plan. The exact location and dimensions of the play area are flexible. It would be great to include equipment for ages 2-5 years old as that is the focus of the current structure. The City Council is asking for the equipment to be installed and the park open by September 15, 2018. Request for a sketch plan review for a development called "The Preserve on Sunset Lake" consisting of 12 residential lots on 125 acres south of 125th Street and northwest of County Road 7. DATE: June 13, 2018 for the Parks Commission meeting of June 20, 2018 1. INTRODUCTION: A sketch plan application has been received from Cheldon Frank. The applicant is looking for informal comments from the Parks Commission prior to submitting a formal application. A recommendation from the Parks Commission is not needed at this time. 2. DESCRIPTION OF REQUEST: The applicant is requesting review and comments on a sketch plan for 12 residential lots on 125 acres. The property is located southwest of Sunset Lake and consists of four parcels and is zoned Rural Residential (RR). The property has existing wetlands, but is primarily farm fields. Two existing home sites will be preserved. The properties to the north, west and east are also zoned Rural Residential. Dellwood Ridge is located to the west and Sunset Lake Ridge is located to the east. To the south are properties in the City of Grant. They are zoned large lot agricultural and have similar character to that part of Hugo. The property is zoned Rural Residential (RR) which has a minimum lot size of 10 acres and a maximum density requirement of 1 unit per 10 acres. In this zoning district smaller lots are allowed with a Planned Unit Development (PUD) provided that the maximum density stays at 1 unit per 10 acres. The applicant is requesting a PUD flexibility to allow a minimum lot size of 5 acres with a maximum density of 1 unit per 10 acres which meets the ordinance requirements. -1- Preserve on Sunset Lake June 20, 2018 PUD's offer flexibility to develop a site through the relaxation of most normal zoning district standards. The use of the PUD zoning also allows for a greater variety of uses, internal transfers of density, construction phasing and a potential for lower development costs. In exchange for this flexibility, the city has the expectation that the development plan will result in a significantly higher quality and more sensitive proposal than would have been the case with the use of other, more standard zoning districts. In exchange for the flexibility to allow smaller lot sizes the applicant is proposing the following: • Preservation and enhancement of open space totaling 25% of the overall development. The open space includes several wetlands and upland areas. The applicant is proposing this area to be an outlot, owned and maintained by the Homeowners Association (HOA). The applicant is showing trails within the outlot that creates walking loops and access to the outlots that the application is proposing along Sunset Lake. The development will be accessed off of a cul-de-sac to be built off of 1251h Street North at Hilo Avenue. 3. BACKGROUND: In 2006, a request from Benchmark Properties for a Rural Preservation Program Preliminary Plat was approved for "Sunset Shores" consisting of 39 single family homes on these properties. At their meeting of July 12, 2006, the Parks Commission accepted a park dedication proposal which included expansion of the existing City -owned property on Sunset Lake and a 35 acre outlot that included wetlands, park improvements, and trails. 4. CONSISTENCY WITH COMPREHENSIVE PLAN: Open Spaces/Parks The Parks, Trails, and Open Space Plan does not identify a need for a neighborhood park in this area because it is outside of the Metropolitan Urban Service Area (MUSA). However, the Parks Plan states that "providing access to and protect Hugo's water resources including wetlands, lakes, and streams is encouraged to build a connected, multi -function parks system". With the 2040 Comprehensive Plan updates, residents expressed a desire to see "natural water amenities for outdoor activities such as boating and winter fishing." The sketch plan shows an association owned open space (Outlot A) of approximately 30 acres. This area includes wetlands and a pond, but would a wood chip trail would be constructed for horse riding. The trail would also provide a trail leading to the properties on Sunset Lake. -2- Preserve on Sunset Lake June 20, 2018 The developer is proposing to dedicate a .7 acre parcel (Outlot B) to the City for the purposed of expanding the existing City property on Sunset Lake. The City currently owns a .7 acre parcel which was dedicated with Royal Haven Estates. The property is wooded with a slope to the Sunset Lake shoreline. It should be noted that the City also owns a 2.7 acre property which is the peninsula on the north side of Sunset Lake. It is likely that making park improvements to the peninsula would be challenging do to the site conditions and parking challenges. The developer has indicated that a small parcel (Outlot C) would be owned by the association to provide private shared dock access. Staff has discussed with the developer that defining adjacent public and private areas may be challenging. Additionally, the property is very narrow and has a steep slope to the lake. There is not a public boat launch on Sunset Lake. At this time, Staff does not think that the city park property would be suitable for a boat launch with or without an expansion because of the parking that would be needed. Staff does think that with an expansion, a City park could offer a fishing pier or walk-in canoe access or such features. A small parking lot could be constructed with a park expansion to accommodate that level of use. Not all residents within walking distance of the City park property currently have lake access. Trails The sketch plan shows a wood chip trial in the association owned Outlot A. The trail would not be maintained by the city and would not be available for public use. Staff has discussed with the developer a trail on the south side of 125th Street North. City -owned trail are shown in the trails plan along 125th Street North and County Road 7 which is also named Ilies Avenue North and 120th Street. There are no existing trails in this area. To the south, neither the City of Grant nor Washington County show a future trail on County Road 7 in their trail plans. Staff has encouraged a trail to be constructed along 125th Street north to provide access to the future park from the neighborhood at both Hilo Avenue North and the proposed Outlot A trails. Staff has also requested special attention be paid to where safe pedestrian crossings may be made on 125th Street North. Greenways This development is not in a Greenway Corridor. A portion of the wetland in Outlot A has been identified as a High Quality Wetland. There are also Ground Water Priority Areas that are shown to be used for stormwater ponding or a part of Outlot A. -3- Preserve on Sunset Lake June 20, 2018 5. PARK DEDICATION REQUIREMENTS: The developer is required to dedicate land, pay a fee, or a combination of land and fee. At this time, the developer has not indicated how they propose to satisfy the park dedication requirement. The park dedication section of the City Code requires the applicant dedicate 10% of the developable acres for park land with a density of up to 3.99 units per acre. The current park dedication fee is $2,400 per unit. Staff is estimating that there are 90 to 110 buildable acres of developable land. Therefore, the developer would be required to dedicate 9 to 11 acres of park land. If a fee is preferable, with 12 units, the park dedication fee would be $28,800. STAFF RECOMMENDATION: Staff recommends that Outlots B & C be dedicated to the City of Hugo for the purposes of a park. The Parks Commission does not need to determine what would be constructed on the possible park properties, but should decide if additional park land is desirable. Staff is supportive of Outlot C being preserved as open space that is owned and maintained by HOA and available to the neighborhood. Staff also recommends a trail be constructed along 125th Street North. 8. DISCUSSION: The developer is requesting informal comments on the concept plan. The 30.8 acres of open space equates to roughly 25% of the total area of the parcel to be subdivided and will offer trails for the residents for walking and horseback riding if desired. The open space has been designed to preserve the high valued natural wetland resource, while allowing homes to be built on the existing farm fields of which would remain relatively untouched except for where the roadway needs to be constructed. Prior to subdividing the parcel, we propose to split off a one acre parcel to be given to the family member on the northern portion of the lot, which will except them out of the final subdivision and association. The original homestead would also be subdivided from the overall 136 acres as a 10 acre parcel, leaving the remaining 125 acres to be used to create the subdivision. This will also help to preserve the rural character of the project with the preservation of the original homestead. The park has over 100 acres of woods and wetlands. It is designated as a passive park which allows dogs to be off -leash and for use of archery equipment. Passive recreation areas in Hugo are guided to have little to no programming beyond picnic shelters, open space, or open fields. Some passive recreation areas provide no more than a trail. They are planned to have minimal maintenance compared to active parks in the City. The Parks Commission would like you to share your input, ideas, and preferences for the park at an open house on Tuesday, June 26 from 7:OOpm to 9:OOpm at Hugo City Hall. Hugo City Hall is located at 14669 Fitzgerald Avenue. A master plan will be drafted to guide future improvements of Clearwater Creek Preserve. Future improvements may include expanding the trails, building parking and picnic amenities, and improving access. A draft master plan is anticipated to be available for review in the early fall.
