Adjournment Page 1 of 2 Parks Commission Agenda March 21, 2018 Background Parks, Recreation, and Open Space Commission Meeting of March 21, 2018 Hugo City Hall, 7:00 pm Approve Minutes from February 21, 2018 Meeting Staff recommends approval of the minutes of the Parks Commission meeting of February 21, 2018. PLEASE SEE THE ATTACHED MINUTES. Irish Avenue Park Exercise In their 2018 goal setting, the Parks Commission included a goal of planning and developing Irish Avenue Park to serve residents throughout the community. This included the following action steps: • Develop a vision for future uses of the park. • Promote the long-term vision and the short-term uses of the park to residents. • Evaluate vegetation management and parking. At the meeting of November 10, 2010, the Parks Commission did a concept planning exercise for the future park at Irish Avenue Park. Staff will provide an aerial map and materials for a hands-on discussion of Irish Avenue Park. THE MOST RECENT AERIAL MAP AND DESCRIPTION OF IRISH AVENUE PARK IS ATTACHED. PARK PLANS FROM OTHER AGENCIES ARE ALSO ATTACHED FOR REVIEW. Trail Update Staff will provide an update on ongoing and future trail projects including: • 2018 street reconstruction project: Oneka Lake Boulevard and Harrow Avenue • 1301h Street improvements • Hardwood Creek Trail • Comprehensive Plan Discussions THE NEW TRAIL PLAN IS ATTACHED AS DRAFTED WITH THE 2040 COMPREHENSIVE PLAN UPDATE. Page 2 of 2 Parks Commission Agenda March 21, 2018 Minutes Parks, Recreation, and Open Space Commission Meeting of February 21, 2018 Hugo City Hall, 7:01 pm Present: Cathy Moore—Arcand, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranell Tennyson Absent: Roger Clarke Staff Present: Scott Anderson, Public Works Director Shayla Denaway, Parks Planner Debi Close, Secretary Strub called the meeting to order at 7:02 pm. 1. Approval of Minutes from the January 17, 2018 Meeting Tennyson made a motion, Rauschendorfer seconded to approve the minutes of the January 17, 2018 Parks Commission meeting as presented. Ayes — Rauschendorfer, Strub, Tennyson Abstained — Moore — Arcand Late to vote — Schmid Motion carried. 2. Neighborhood Park Update Plan Shayla Denaway, Parks Planner, presented a plan to update four neighborhood parks in 2018: Frog Hollow: add/remove landscaping, make pavement repairs, playground equipment updates, add seating. The estimated cost is $4000 Heritage Ponds Park: Improve landscaping, install benches, plant additional shade trees. The estimated cost is $13,000. Val Jean Park: Improve the park shelter, replace benches, and add shade trees. The estimated cost is $9,500. Arbre Park: add landscaping and trees, make playground and sports equipment improvements. The estimated cost is $8,000. Parks Commission discussion included a request to install exercise equipment as space allows. The Commission was also in favor of purchasing large shade trees as possible. Tennyson made a motion, Moore —Arcand seconded to approve the neighborhood parks upgrades as outlined. All Ayes. Motion Carried. 3. Active Living Grant, Clearwater Creek Preserve Master Planning Denaway presented the action plan for the Washington County Active Living Grant Program. Funding was received to master plan Clearwater Creek Park Preserve up to $15,000. The action plan includes site evaluation, community engagement, drafting a master plan, and preparation of a partial design document. Open floor discussion included: Feasibility study, partial grading, trail construction, surfaces, options of crossing the creek Moore-Arcand Made a motion, Rauschendorfer seconded to approve moving forward with master planning Clearwater Creek Preserve. All Ayes. Motion Carried. 4. Recreation Program Update Denaway updated on the recreation programs currently scheduled. February 26, 2018 - Z Juggling Rosenschnoz March 6, 2018- Dementia Discussion March 23, 2018 — Family Movie Night showing the Boss Baby Sledding Party canceled - unpredictable weather. Upcoming summer programs include: Park Play Days, Tech Tac Toe, Outdoor Family Movie Night, Kidz N Biz, an outdoor family concert, and the Tour De Hugo. The Clean Up Events will be April 28 and October 6 5. Adjournment Schmid made a motion, Rauschendorfer seconded to adjourn the meeting at 8:02 pm. All Ayes. Motion carried. 128PARKS , TRAILS AND OPEN SPACE2040 COMPREHENSIVE PLAN UPDATE DRAFT Feb15-18 for review only DRAFT Feb15-18 for review only Recreation in Community Parks The following is a list of Community Parks that have land that has recently been acquired or have opportunities for enhanced amenities: Irish Avenue Park Irish Avenue Park is currently a passive community park� The park is largely prairie open space with several looped nature trails� The trail surface is grass/dirt/gravel and has limited improvements� Winter use includes cross country skiing� The property is accessible from a parking lot off Irish Avenue� An electric remote-control car track, maintained by volunteers and users, is available for public use near the parking area� Purchasing a large tract of land in eastern Hugo was a long-standing goal of the Parks, Recreation, and Open Space Commission� Before the City acquired the property in 2010, it was the location of a controversial gravel pit� Following cleanup of the site, the property was purchased by the City and was immediately made available for public use� Prior to the purchase of the property, the future uses of the property as a park were outlined with residents� In the interim, the park is to be used for passive recreation including hiking, allowing off-leash dogs, horseback riding, archery hunting� In the future, facilities would be constructed to provide residents with a large variety of recreation options that include both active and passive recreation options� In a 2017 survey, Hugo residents stated that their top three preferred park amenities for Irish Avenue Park are a pool, playground, and open space� The City will continue to explore opportunities and support for baseball pinwheel, tournament play, and lighted fields for community use� Hanifl Fields Athletic Park/ Rice Lake Park Hanifl Fields Athletic Park is an active community park that overlooks the passive recreational areas of Rice Lake Park and Paul Hugo Farms State Wildlife Management Area� It is also near Hugo Public Works and the Rice Lake Centre community room� Facilities at the park include up to five full-sized soccer fields, off-street parking, a large playground structure, and campfire pit. The large park building includes the Hanifl Gathering Room and concession stand which are available to rent� It also has a large outdoor covered pavilion adjacent to the building and playground� It is suitable for large gatherings and special events� A paved path wraps the park property� Rice Lake Park is located 100 yards north of the active areas of Hanifl Fields Athletic Park and Hugo Public Works� The park provides unique opportunities for passive, nature oriented recreation� The parks were formerly developed and used as private gun club prior to being purchased for a future park and Public Works Facility� Development of Hanifl Fields Athletic Park began in 2008 with construction of the soccer fields and parking areas. The shelter and playground were completed in 2010� In the future, the park should be connected by trail to residential and commercial areas in Hugo.
