Approve Minutes from August 15, 2018 Meeting
Staff recommends approval of the minutes of the Parks Commission meeting of August 15, 2018.

Clearwater Creek Preserve Concept Plan
At the meeting of February 21, 2018, the Parks Commission had discussion on an Active Living Grant from the
Statewide Health Improvement Program through Washington County. The City of Hugo received $15,000 to
master plan Clearwater Creek Preserve, in particular to enhance community engagement. This spring, the
site was evaluated and the wetlands were delineated. An open house was held on June 26, 2018 to gather
input from residents on the future of the park. An online forum and survey was also available. A good
amount of input was received from residents to help guide the plan. At the Parks Commission meeting of
August 15, 2018, three concept plans were presented for further discussion. A preferred concept plan has
been drafted incorporating all of the input received on Clearwater Creek Preserve.
Candace Amberg, Sr. Landscape Architect with WSB & Associates will present the preferred concept plan to
the Parks Commission.
Bald Eagle Lake Access Hours
A request has been received from a resident that lives adjacent to the city-owned property on Bald Eagle
Lake. The property provides walk-in lake access off of Everton Avenue near 121st Street. The resident is
requesting the park hours be adjusted to restrict use of the property after dark.

Strub called the meeting to order at 7:00 pm.
1. Approval of Minutes from the July 18, 2018 Meeting
Moore – Arcand made a motion, Clarke seconded to approve the minutes of the July 18, 2018 Parks
Commission meeting.
Ayes: Clarke, Moore – Arcand, Tennyson, Strub
Abstained: Rauschendorfer
Motion carried.
2. Clearwater Creek Preserve Concept Plan
Candace Amberg, Senior Landscape Architect with WSB & Associates presented three concept plans for
Clearwater Creek Preserve.
Concept one included a primary park entrance off of the future 140th Street extension, a small dog park, a
looped trail and boardwalk system that included a separated equestrian trail on the west side of the park.
Concept two included a main park entrance off of Fable Hill Circle North, a trail connection to Fenway
Boulevard, shared‐use trails on the western side of the park and primarily winter trails on the eastern side of
the park.
Concept three included multiple access points, parking lots on both the northern and southern end of the
park, and an extensive network of pedestrian trails and boardwalks.
Other options included a picnic shelter, exercise stations, a variety of trail surfacing options, grooming of
winter trails.
The Parks Commission reviewed the three concepts and provided informal feedback on the plan. Generally,
the Commission preferred a combination of concept two and three. They did not want to enhance or
prohibit equestrian use. They wanted to preserve the deciduous trees in the northeast corner of the park
and provide access to it. A preference for the connection to Fenway Boulevard and a ditch crossing at the
southern end of the park was generally agreed on. The Commission did not want to construct a dog park, as
dogs are allowed off‐leash throughout the property. There was a preference to continuing to have some
winter‐only trails, but to provide pedestrian loops throughout the property.
3. Alternate Parks Commissioners
Pierre Guigere, Community Development Intern, presented the proposed Alternate Parks Commissioner
position. An alternate Parks Commissioner would be appointed by the Council and required to attend all
Parks Commission meetings. If a Parks Commissioner is not able to attend a meeting the Alternate would be
able to hold their position for the meeting in order to allow the Commission to vote and meet quorum
requirements. Meetings when the Park Commissioners are in full attendance, the Alternate would be able to
participate in feedback but not vote on any motions.
Clarke made a motion, Moore‐Arcand seconded to adopt the recommendation to change the bylaws to
incorporate an Alternate Parks Commission member position.

THE EXPERIENCE
Hosted by the Honorary King of the Mountain, these unique rides
feature bell ringers along the routes, energy stops and an after
party. BRAKE FOR CAKE
There are energy stops along each route with
free snacks and water. Be sure to stop at the
Cake Break along the 20+ mile routes.

Deputies and Firefighters and see their fire trucks, squad
