Hugo City Council Meeting Minutes for October 15, 2018 Page 2 of 7 Minutes for the October 6, 2018 Citywide Bus Tour Miron made motion, Klein seconded, to approve the minutes for the Citywide Bus Tour held on October 6, 2018, as presented. All Ayes. Motion carried. Minutes for the October 6, 2018 Fire Department Open House Miron made motion, Klein seconded, to approve the minutes for the Hugo Fire Department Open House held on October 6, 2018, as presented. All Ayes. Motion carried. Approval of the Agenda Weidt made motion, Haas seconded, to approve the agenda with an addition to approve authorization to sign stipulation for contested case hearings on DNR amendments to Hugo’s Water Appropriation Permit. All Ayes. Motion carried. Recognition of Firefighter Andy Churchill At its September 4, 2018 meeting, Council accepted a letter of resignation from firefighter Andy Churchill after serving 14 years on the Hugo Fire Department, and directed staff to invite him to this meeting to be recognized. Deputy Chief Jim Compton, Jr. and several firefighters and family members were in attendance. Jim talked about Andy’s service which began in White Bear Lake as a paramedic. Andy was the first paramedic on Hugo department, and he was a full time EMT for Health East. He was also paramedic “Student of the Year” at Century College. On the Hugo Fire Department, Andy was promoted from firefighter to Lieutenant to Training Captain. Andy was currently employed full time at the Burnsville Fire Department. Jim talked about all of Andy’s hard work as a personal trainer for some on the department members and the work he had done on the department’s succession plan. Jim and the Council thanked Andy for his years on the department. Weidt made motion, Miron seconded, to present the Certificate of Appreciation to Andy Churchill. All Ayes. Motion carried. Approval of Claims 2. Approve Annual Performance Review for Finance Coordinator Anna Wobse 3. Approve EMWREP Agreement with Washington Conservation District 4. Approve Off-Site Gambling Permit for Merrick, Inc. for Purse Bingo at Hugo Legion 5. Approve Resignation of Andy Luchsinger from the Hugo Fire Department All Ayes. Motion carried. Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Annual Performance Review for Finance Coordinator Anna Wobse Anna Wobse was hired as the City’s Accounting Clerk on October 27, 2008, and worked under the direction of Finance Director Ron Otkin in accounts payable and payroll functions. At its March 19, 2018, meeting, Council approved Anna as the new Finance Coordinator. Adoption of the Consent Agenda approved the annual performance review for Finance Coordinator Anna Wobse. Approve EMWREP Agreement with Washington Conservation District At its March 21, 2016 meeting, Council approved membership to the East Metro Water Resource Education Program (EMWREP) as part of the SWPPP educational component. The annual cost of membership was $2,500. The contract expires on January 1, 2019. Adoption of the Consent Agenda approved the agreement for another three years between Washington Conservation District and Members of the 2019-2021 East Metro Water Resource Education Program at an annual cost $2,700. Approve Off-Site Gambling Permit for Merrick, Inc. for Purse Bingo at Hugo Legion Merrick, Inc., requested approval of an Off-Site Gambling Permit to conduct Purse Bingo at the Hugo American Legion. Merrick, Inc. is a nonprofit that serves adults with developmental disabilities by providing vocational and social opportunities. The Legion would like to hold Purse Bingo but does not want to carry and store the large inventory of merchandise. Adoption of the Consent Agenda approved the Off-Site Gambling Permit for Merrick, Inc. for Purse Bingo at the Hugo American Legion. Approve Resignation of Andy Luchsinger from the Hugo Fire Department Firefighter Andy Luchsinger had submitted his letter of resignation from the Hugo Fire Department. Andy had served on the department since December, 2015. Adoption of the Consent Agenda approved the resignation of Andy Luchsinger effective immediately. Hugo City Council Meeting Minutes for October 15, 2018 Page 4 of 7 Approve Snowmobile Trail Applications for Hugo Snowmobile Club and Rice Creek Trail Association The Hugo Snowmobile Club and the Rice Creek Trail Association had submitted their respective Snowmobile Trail Applications for the 2018-2019 snow season. This was removed from the Consent Agenda to allow Washington County Trail Association, Hugo Chapter President John Udstuen to talk about the extension of the trail to businesses and their recent extension to Big Marine Lake by way of the Vets Camp, which took six years to complete. Haas made motion, Klein seconded, to approve the Snowmobile Trail applications for the Hugo Snowmobile Club and the Rice Creek Trail Association. All Ayes. Motion carried. Public Hearing on Ordinance Amendment for Alternate Commission Members At its August 6, 2018, meeting, City Administrator Bryan Bear discussed with Council the idea of appointing alternates to serve on the City’s EDA, Planning Commission, and Parks Commission. Council directed staff to work on changes to the ordinance and any changes to respective bylaws. Staff had discussed this with each of the commissions, prepared draft ordinances and bylaws, and scheduled a public hearing this evening to take public comments on these changes. Community Development Director Rachel Juba provided background and explained the revisions to the Parks and Planning Commission ordinances and the EDA’s bylaws. It was recommended Council appoint one alternate per commission for three-year terms. Alternates would be expected to attend all meeting and vote when necessary. If there was a vacancy, the Council could choose to appoint the alternate member. Weidt opened the public hearing. After receiving no comments, Weidt closed the public hearing. Klein made motion, Petryk seconded, to approve ORDINANCE 2018-489 AMENDING CHAPTER 2- ADMINISTRATION, ARTICLE V- BOARDS AND COMMISSIONS, DIVISION 3- PARKS, RECREATION, AND OPEN SPACE COMMISSION, SECTION 2-197 ORGANIZATION AND MEMBERSHIP. All Ayes. Motion carried. Haas made motion, Klein seconded, to approve ORDINANCE 2018-490 AMENDING CHAPTER 90 – ZONING AND LAND USE, ARTICLE II – ADMINISTRATION AND ENFORCEMENT, SECTION 90-31 PLANNING COMMISSION. All Ayes. Motion carried. Appointment of Alternates to the EDA and Planning Commission On July 17, 2018, Council interviewed six qualified residents for vacancies on Hugo Hugo City Council Meeting Minutes for October 15, 2018 Page 5 of 7 Commissions. At that time, there was discussion on appointing alternates, and staff was directed to work on changes to the ordinance and the bylaws to allow for this. Earlier this evening, Council approved those changes. Staff recommended alternate appointees to the Planning Commission and the EDA. Miron made motion, Klein seconded, to approve the appointment of Maria Mulvihill as an alternate Planning Commission member, and Jennifer Wilson as an alternate member on the Economic Development Authority. All Ayes. Motion carried. Clearwater Creek Preserve Update Parks Planner Shayla Denaway provided background on the proposed improvements to the Clearwater Creek Preserve. The park consists of approximately 100 acres and is located off Fable Hill Circle North and a future extension of 140th Street North. At their meeting on February 21, 2018, the Parks Commission had discussion on an Active Living Grant from the Statewide Health Improvement Program through Washington County. The City received $15,000 to master plan Clearwater Creek Preserve, in particular to enhance community engagement. This spring, the site was evaluated and the wetlands were delineated. An open house was held on June 26, 2018, to gather input from residents on the future of the park. An online forum and survey was also available. At the Parks Commission meeting of August 15, 2018, three concept plans were presented for further discussion. A preferred concept plan had been drafted incorporating all of the input received on Clearwater Creek Preserve. The Parks Commission reviewed the plan at their September 19, 2018, meeting, and recommended approval of the plan as presented. Candace Amberg, Sr. Landscape Architect with WSB & Associates, presented the preferred concept plan to the City Council showing the current trail with improvements including boardwalks and culverts. A planned trail along 140th street would connect to the park system, and the land on the east side of the creek showed trails with some upland that could possibly hold an additional parking lot. There were a multitude of trail accesses and loops with seating areas. Horses and dog are allowed in the park off leash, and no changes to the current hunting policies were proposed but could be in the future. Council talked about the businesses in the area that would bring potential users to the park. There was discussion on the cost, and Candice explained how the plan was divided into four areas and the associated costs in each, saying they could be done in any order. Petryk made motion, Klein seconded, to approve the Master Plan for Clearwater Creek Preserve. All Ayes. Motion carried. Approve Authorization to Sign Stipulation for Contested Case Hearings on DNR Amendments to Water Appropriations Permits City Administrator Bryan Bear talked about the appeal the City made regarding several amendments by the DNR to the City’s Appropriations Permit. Amendments had been made as a result of the White Bear Lake Court Order. The Attorney General’s office had contacted the City Attorney regarding a draft order that would consider a stay in the proceedings. Hugo City Council Meeting Minutes for October 15, 2018 Page 6 of 7 Petryk made motion, Klein seconded, to authorize the City Attorney to sign the Stipulation for Contested Case Hearing on the DNR’s Amendments to Hugo Water Appropriations Permit. All Ayes. Motion carried. Update on the Yellow Ribbon Network Council Member Chuck Haas and Phil Klein reported to Council on the Yellow Ribbon Network activities held recently. Haas showed photos of a soldier’s family saying the YRN contributed $2,000 to assist them while his wife was having brain surgery. There was also a photo of volunteers who presented a check to the YRN for $4,250 from the Lions Club golf outing. The YRN had received many “thank yous” for care packages, and they were recently contacted by the MN National Guard who had nominated the Hugo YRN for an award. The YRN helped a family with HVAC repairs and helped with the Veterans’ Day celebration at Keystone Place. A Welcome Home Pheasant Hunt will be held on December 8, 2018, and October Burger Night will be sponsored by the Creekside Villas Townhome Association. Xcel Energy Training Town Grand Opening Wednesday, October 17, 2018 City Administrator Bryan Bear reminded Council of the meeting scheduled to attend the Xcel Energy Training Town Grand Opening on Wednesday, October 17, 2018, from 1-3 p.m. Lions Park Grand Opening Wednesday, October 17, 2018 City Administrator Bryan Bear reminded Council of the meeting scheduled to attend the Grand Opening of Lions Park on Wednesday, October 17, 2018, at 6:00 p.m. to celebrate the completion of the installation of new playground equipment. Historical Commission “Those Were the Days” Event Monday, October 22, 2018 City Administrator Bryan Bear informed Council the Historical Commission was holding a “Those Were the Days” event on Monday, October 22, 2108, from 5:30 – 8 p.m. The Commission invited the public to bring albums, photos, documents, and artifacts to City Hall. Miron made motion, Petryk seconded, to schedule a meeting to attend the “Those Were the Days” event on Monday, October 22, 2018. All Ayes. Motion carried. Schedule Board of Canvass for Tuesday, November 13, 2018 at 3:30 p.m. City Administrator Bryan Bear informed Council the General Election will be held on Tuesday, November 6, 2018, and the results of the voting would need to be certified by the City Council acting as the Board of Canvass. The meeting needs to be held between 3rd and 10th day following the election. Thank You for Your Service Celebration Friday, November 16, 2018 City Administrator Bryan Bear informed Council a celebration is being held at the Hugo American Legion Banquet Hall on Friday, November 16, 2018, from 7-10 p.m. to honor the military, firefighters, police officers, non-profit organizations and volunteers in the community. Haas made motion, Klein seconded, to schedule a meeting to attend the “Thank You for Your Service” celebration on Friday, November 16, 2018. All Ayes. Motion carried.
