Parks, Recreation, and Open Space Commission
Meeting of October 17, 2018
Hugo City Hall, 7:00 pm

Strub called the meeting to order at 7:00 pm.

Tennyson made a motion, Moore-Arcand seconded to approve the minutes of the September 19, 2018 Parks
Commission meeting.
Ayes: Haag, Clarke, Moore—Arcand, Rauschendorfer,Schmid
Abstained: Strub
Motion carried.
2. The Preserve on Sunset Lake
Parks Planner Shayla Denaway presented a report on a Preliminary Plat and Planned Unit Development(PUD)
that includes 13 single family residential lots and 3 outlots to be known as "The Preserve on Sunset Lake. The
properties to be used total 136.7 acres. Cheldon Frank proposed to dedicate .93 acres adjacent to the city
owned property on Sunset Lake for park dedication. The remaining park dedication fee was $28,704 to fully
satisfy park dedication requirements. Frank requested that the fee be waived. Staff recommended that the
Parks Commission require the full land and fee dedication be made.
The Parks Commission discussed the development proposal and asked questions to the developer Cheldon
Frank.
Strub asked about Outlot A,the association-owned open space, specifically how the general public would be
kept from using it. Frank discussed that the property would be accessed off of the end of the cul-de-sac and
be largely out of view. Signage could also be used.

Frank shared information regarding the value of the lakefront land from an Appraiser. Clarke discussed the
value of the land in the development versus the value of the lakefront land. More information was asked for.
Jay and Barb Alford reported on the conditions of the existing city-owned property on the north side of
Sunset Lake. Garbage is scattered on the property including beer bottles and gun shells. Tennyson shared
the concern and said that it was disheartening to see the public not take care of the property.
Strub stated that an expansion of the city-owned property on the south side would provide the opportunity
to plan and do something with the property. Concerns could be addressed in a plan and at a future meeting.
Commissioners discussed the park dedication proposal and the request for the fee to be waived. They
discussed passing the fee on to the homeowners. Commissioners discussed that the fee could go towards
the cleaning and planning of the property to make it a park. They asked questions about the lake shore lot
value information shared by Frank. City Planner Kendra Lindahl informed that more is needed for a full
appraisal of the land.
Clarke made a motion,Tennyson seconded to approve park dedication for the Preserve on Sunset Lake of.93
acres of land and the remaining dedication in fee. Further consideration could be given to reducing or
waiving the fee subject to an appraisal of the land to be dedicated.
3. November Meeting Date
The regularly scheduled November meeting falls upon Wednesday, November 21 immediately before
Thanksgiving Day.
Tennyson made a motion, Moore-Arcand seconded to approve re-schedule the meeting for Wednesday,
November 14.
