Klein called the meeting to order at 5:02 pm.

APPROVAL OF MINUTES FOR THE EDA MEETING OF NOVEMBER 15, 2016
Klein made a motion, Petty seconded, to approve minutes, with the corrections noted, for the EDA meeting of November
15, 2016.
All Ayes. Motion carried.
PRESENTATION ON 2016 BUILDING REPORT
Staff gathers information for the building report annually, which reviews the planning and building activity in the past
year. This data helps put the last year into perspective and helps plan for the future. Leitz presented on the 2016
Building Report. The Commission also discussed the economic development related activities that have occurred in
2016.
UPDATE ON THE 2040 COMPREHENSIVE PLAN PROCESS
Last fall, the Metropolitan Council released the system statements for every community within their jurisdiction. The
system statement is a customized document informing each community how it's affected by the Metropolitan
Council's policy plans for regional systems. The regional system includes, transportation, aviation, water resources,
and regional parks and open space. The City did not challenge the system statement. Now that the system statements
are in place, the City will be starting its local Comprehensive Plan process. There seems to be no significant revisions
from the 2030 plan, but there are some items that need to be updated.
Planner Juba provided an update on the Comprehensive Plan work plan. She stated that the process will begin in
January 2017 and continue through 2018. The plan is required to be submitted to the Met Council by December
2018. She explained the importance of the plan and what to expect in the coming year.
DISCUSSION ON 2017 EDA GOALS
Juba stated that at the last EDA meeting staff updated the EDA on their 2016 goals. The EDA discussed the 2016
goals and stated that many of these goals are items they would like to continually work on throughout 2017. The
EDA also understood that they would be discussing updates and making recommendations to the Council on the
economic development section of the 2040 Comprehensive Plan.
UPDATE ON DOWNTOWN REDEVELOPMENT
Staff provided an update to the EDA on downtown redevelopment.
