Weidt called the meeting to order at 5:08 pm.

APPROVAL OF MINUTES FOR THE EDA MEETING OF SEPTEMBER 19, 2017
Denaway made a motion, Gallivan seconded, to approve minutes for the EDA meeting of September 19, 2017.
All Ayes. Motion carried.
DISCUSSION ON 2040 COMPREHENSIVE PLAN
Juba introduced the first draft of the Economic Development Chapter in the 2040 Comprehensive Plan. She
noted the "Identifying a Target Market" section has been difficult to nail down, and asked the EDA for their
thoughts. The EDA generally agreed the City's main goal is to attract a diverse range of businesses rather than
a target market.
Houle noted this section of the chapter should communicate the City's intention to attract businesses that
benefit to the community through criteria such as quality or number of jobs.
Juba also asked the EDA their thoughts on the chapter's "Implementation" section.
The EDA discussed how the chapter addresses both implementation strategies and guiding principles, and
suggested splitting up the material.
Juba stated that staff would work on incorporating the EDA's comments into the next draft to be reviewed at
a later date.
UPDATE ON DOWNTOWN REDEVELOPMENT
Staff provided an update to the EDA on downtown redevelopment.

Houle made a motion, seconded by Denaway, to adjourn at 6:13 pm.
