APPROVAL OF MINUTES Staff recommends approval of the minutes from the March 20, 2018, EDA meeting as presented. 4. DISCUSSION ON 2017 EDA ANNUAL REPORT Staff will present the 2017 EDA Annual Report at the meeting. 5. UPDATE ON WASHINGTON COUNTY CDA PREDEVELOPMENT GRANT Washington County CDA now offers Predevelopment Grants, which is intended to provide economic development funds to cities, townships and local government development authorities located in Washington County. These funds are intended to: 1) increase the availability of shovel ready properties in the county; 2) provide opportunities for our existing businesses to stay and grow here in Washington County; 3) spur new business development and job opportunities in the County; 4) provide opportunities for business diversity; 5) increased commercial and industrial market values within Washington County, and 6) assist with removing blighted properties. At its last meeting the EDA recommended to the City Council to apply for the grant. The City Council authorized staff to apply for the grant. The grant will fund a study to evaluate the development feasibility for the 165th Street and Highway 6. Staff will update the EDA at the meeting on the process. 6. UPDATE ON DOWNTOWN REDEVELOPMENT Staff will provide an update on downtown redevelopment at the meeting. MINUTES FOR THE EDA MEETING OF MAY 15, 2018 Weidt called the meeting to order at 5:00 pm. PRESENT: Gallivan, Klein, Petty, Weidt. ABSENT: Denaway, Houle, Puleo. STAFF: Bryan Bear, City Administrator Rachel Juba, Planner Rachel Leitz, Community Development Assistant APPROVAL OF MINUTES FOR THE EDA MEETING OF MARCH 20, 2018 Klein made a motion, Gallivan seconded, to approve minutes for the EDA meeting of March 20, 2018. All Ayes. Motion carried. BUSINESS TOUR — WESTERN SPRING —13153 FENWAY BLVD. N. The EDA visited the newly constructed Western Spring building in the Bald Eagle Industrial Park. Western Spring is a small, family run business that has been in the Alstatt family for generations. The EDA learned about Western Spring's manufacturing process and the changes they are making to the business to meet current trends and demands. DISCUSSION ON WASHINGTON COUNTY CDA PREDEVELOPMENT GRANT Juba reminded the EDA of the Washington County CDA Predevelopment Grant and what it is intended to do for cities and local governments located in Washington County. Juba provided further background on the discussions surrounding providing City utilities to 165th Street for economic development purposes. She stated that staff is recommending the EDA move forward with recommending a resolution to apply for the predevelopment finance fund to conduct a study on the feasibility of providing City utilities to the 165th Street area. Bear stated that this area is a high priority of the City. He stated that the implied cost of providing City utilities and paving 165th Street may prevent this area from developing without City assistance. Bear stated that conducting this study will help the City understand how this area could be developed in the future. Klein made a motion, Gallivan seconded, to approve the recommendation to the City Council to submit an application for funding from the Washington County CDA Predevelopment Finance Fund. All Ayes. Motion carried. UPDATE ON DOWNTOWN REDEVELOPMENT Staff provided an update to the EDA on downtown redevelopment. ADJOURNMENT Weidt made a motion, seconded by Klein, to adjourn at 6:27 pm. All ayes. P.3 Joe Houle 2017 EDA Goals... In December of each year, the EDA has a goal setting session to set priorities for the Cindy Petty year ahead. These become the outline for what the EDA works on and completes throughout the year. Below are the goals which include action items that the EDA Mike Granger, worked on during 2017. EDA This Annual Report is designed to showcase many of the commercial and industrial Commissioners: businesses that have located in Hugo and other economic development activity during 2017. The goal of the Hugo Economic Development Authority (EDA) is to Tom Weidt, create a thriving community with diverse jobs and tax base, brought about by spe- President cific emphasis on business retention, business expansion, and business attraction. Hugo's business community is expanding due to strong residential growth and an Phil Klein, attractive business environment. The City issued 67 new single-family residential Vice President permits, 8 multifamily permits, and 9 commercial and industrial construction per- mits issued this year. The valuation of the commercial and industrial construction Tom Denaway completed in the City in 2017 totaled $6.5 million. In this Annual Report, the EDA highlights development project updates, EDA business activities, and the marketing Frank Puleo of City owned property in downtown Hugo. The City of Hugo and the EDA welcome all of the new and growing businesses to Hugo and are excited about the new jobs Mike Gallivan and services they provide to the community. Alternate Member • Downtown Redevelopment • Maintain a Business Friendly Environment • Marketing/Promotion of the City • Comprehensive Planning Process • Partnerships Sprouts Pediatric Dentistry Construction Complete After receiving site plan approval back in Septem- ber of 2016, Sprouts Pediatric Dentistry quickly became an exciting new business development tak- ing place within the City of Hugo. Located at 14701 Hugo Boulevard within Hugo's Victor Gardens re- tail center, the construction of the new Sprouts Pe- diatric Dentistry building was recently completed in 2017. This 2,500 square foot, single story estab- lishment is now open for business. Western Spring Expansion Project Western Spring Manufacturing recently pro- posed, undertook, and completed a business expansion construction project within the City of Hugo. This project, which was first proposed in March of 2017, included a 36,854 square foot building for manufacturing space, a ware- house, as well as an office facility. The Western Spring Manufacturing facility was completed in December of 2017 and now located at 13153 Fenway Boulevard, after moving from there previous location on 130th Street. In the Making: Good Life Senior Living After receiving its site approval in October of 2015, the Good Life Senior Living facility is being raised nearly two years after its construction was approved by the City. Located at 5260 127th Street, construction of the Good Life Senior Living facility is well underway and is estimated to be completed by the fall of 2018. Located within Hugo's Bald Eagle Industrial Park, this new expansion includes the instalment of an emergency response site, a station training building, and a site specified for gas and electrical training. Currently, the facility is able to train 50 new employees per week. Schwieters Expansion Approved In October of 2017, Schwieters Properties, LLP. submitted new concept plans for an indus- trial development located just west of Fenway Avenue and south of 140th Street. The sub- mitted plan included a manufacturing building, a warehouse building, as well as two office buildings. Together, the structures will make up 183,000 square feet within the proposed 30 acre plat. Schwieters Properties later gained approval of the 145,000 square foot warehouse facility. Con- struction will be underway soon. Up- on completion, Schwieters Proper- ties intends to use the development to manufacture floor panels and roof trusses as an expansion of their ex- isting business in Hugo. Wash. Co. Economic Development: Strategic Plan Economic Development staff members located through- out Washington County worked diligently to further pri- oritize possible economic development plans and efforts within the Washington County. The County recently drafted and completed an economic development plan that provides action steps and deliverables for how the County will be active in relation to economic develop- ment. Short term goals include providing resources to help push both new and previously established business- es towards greater success. This plan also includes as- pects such as infrastructure marketing, partnerships, fi- nancial and community assistance, as well as workforce development. 3 Hugo Parking Ordinance Revision In May of 2017, members of Hugo's Community Development Department concluded that the parking requirements that currently exist within the City's zoning code may be too excessive in some cases. When compared with the City's current demand for parking along with the parking ordnances existing in other communities, staff proposed that several revisions be made to the City's parking ordinance. One revision included a decreased number of required parking spaces for each use. This revision and others were proposed to the Hugo Planning Commission in hopes that the parking ordinance was more business friendly and would require less parking to be installed. EDA Updates 2040 Comprehensive Plan Hugo's 2040 Comprehensive Plan is a long-range planning document that applies to the entire City. The plan drives the timing, intensity, and location of new developments taking place in and around the City of Hugo. During 2017, the City hosted several public open houses and workshops. Hugo residents made it clear that the updated plan should prioritize the preservation of rural Hugo, a more interconnected system of parks and trails, and more restaurants and services within the City. The draft comp plan has been sent out for public comment and is planned to be adopted at the end of 2018. Marketing of the City Owned Property In 2016, the City Council approved a plan set by the EDA to market the City owned property in downtown for $1.00. In order for a project to be eligible, it must meet a list of highly desirable development criteria. The EDA decided to market the property if a different way to attract the type of development they would like to see on the property. The development criteria includes: • A full service restaurant or some form of event center or family entertainment venue, situated so that the customers and public will benefit from views over the lake. Secondary retail, service, and housing uses may be considered. • A development and phasing plan is required with all devel- opment complete within 3 years. • Quality architecture, building materials, and site design, ex- ceeding requirements of the Downtown Design Guidelines. • Construction of public amenities, including pedestrian connections, a gathering place near Egg Lake, and public parking. Oak Park Heights `Food Truck Extravaganza' coming in June More than 30 food trucks will converge in Oak Park •Heights in June for the second -an- nual "Food Track Extravaganza" hosted by the Greater Stillwater Chamber of Com- merce. The event, which runs from 11 am. to 7 p.m. June16 in the parking lot of Stillwater Area High School, also will feature live music chil- dren's activities, bingo, a marketplace and Pare -truck rides.
