Parks, Recreation, and Open Space Commission
Meeting of December 19, 2018
Hugo City Hall, 7:00 pm
Present: Dave Strub, Roger Clarke, Shawn Haag, Cathy Moore—Arcand, Matt Rauschendorfer, Ranell

Staff Present: Shayla Denaway, Parks Planner

Strub called the meeting to order at 7:00 pm.
1. Approval of Minutes frorn the November 14, 2018 Meeting;
Tennyson made a motion, Moore—Arcand seconded to approve the minutes of the November 14, 2018
Parks Commission meeting.
All Aye.
Motion carried.
2. 2019 Goal Setting;
Shayla Denaway, Parks Planner reviewed the 2018 Goals of the Parks, Recreation, and Open Space
Commission. The Commission discussed goals for 2019 including:
Manage and optimize all existing parks and trails, develop a network of multipurpose trails by connecting to
neighborhoods parks and open spaces, utilize facilities to provide active and passive recreation,
strengthen/build partnerships while evaluating existing programs and exploring new options, include
programing to meet the diverse needs of Hugo residents, review the Lions Park master plan and feasibility
study, evaluate vegetation management at Clearwater Creek Preserve and Irish Avenue Park, and actively
utilize the Comprehensive plan.
Moore—Arcand made a motion, Clarke seconded to approve the 2019 Goals as written.
All Aye. Motion Carried
3. 2019-2.02:3 Capital Improvement Planning
Shayla Denaway, Parks Planner presented a draft of the 2019-2023 Capital Improvement Plan that was put
together with staff and Finance Director, Ron Otkin.
The Commission discussed the CIP which plans future projects and prioritizes expenditures from the Special
Park Fund. Some projects discussed would only be possible if additional funding becomes available through
grants, private donations, or additional park dedication fees.
Discussion included: New parks in Adelaide Landing and at Sunset Lake; Lions Park and Clearwater Creek
phasing, establishing interim uses at Irish Avenue Park, future maintenance and improvements on existing
neighborhood parks and playgrounds, finding grants to help with maintenance projects, and future parks
near Oneka Lake.
Tennyson made a motion, Moore-Arcand seconded to approve the Capital Improvement Plan as drafted
during the meeting.

5. Other
Clarke requested Irish Avenue Park multiuse trail be groomed differently. Currently,they pass the trail area
twice but if they would either groom one side only or go down the middle the cross country skiers or snow
shoe users would have non-compacted snow to go through. Staff will direct the request to the Hugo
Snowmobile Club who currently grooms these trails.
