Weidt called the meeting to order at 5 p.m. PRESENT: Haas (via Skype), Klein, Miron, Petryk, Weidt ABSENT: None STAFF PRESENT: City Administrator Bryan Bear, Finance Director Ron Otkin, Finance Coordinator Anna Wobse, Community Development Director Rachel Juba, Parks Planner Shayla Denaway, City Engineer Mark Erichson , and City Clerk Michele Lindau Goals for 2018 City Administrator Bryan Bear reviewed the 2018 goals and long range goals that were created last year. Many of these goals have been completed and some are still in progress. Updates from Commissions and Staff Prior to the Council Goals Setting Workshop, commissions met to discuss their specific goals. Bear had provided a memo to Council recapping those workshops, and he touched on a few of the topics. Planning Commission—The Comprehensive Plan is in the process of being adopted and the Commission will be working on text amendments. The Planning Commission has new members who are becoming acclimated and want to know more about meeting procedures. The Parks Commission has had similar discussions. One goal of the Planning Commission is to host a session on parliamentary procedures. Parks Commission- The Commission has worked on the park at Adelaide Landing and completed their planning on Clearwater Creek Preserve. Plans for Irish Avenue Park are still being considered. There is a lack of funding for all park needs. Expansion of the trails network is an ongoing goal. EDA—Downtown development the EDA's main focus. The restaurant "Cozzies" is not going to happen. It was noted there has been significant activity along TH61 during the past year. Discussions are also being had on 165th Street and TH61 corridor. Historical Commission—The Commission has been evaluating the Hopkins Schoolhouse, and a committee had been established. An update will be provided at the next Council meeting. They continue to work on the display for Good Neighbor Days, their social media presence, and ongoing documentation of City history. Hugo City Council Meeting Minutes for January 22,2019,Goal Setting Workshop Page 2 of 3 Public Works - Staff has been working on policy changes in regard to the pavement management program. Significant funds are being allocated for street reconstruction projects, and this year's project is the roundabout on 130th Street North. The City has discontinued seal coating, which will affect the City's CIP. The gravel road test project on Ingersoll has worked so far and depending how the roads look this spring, the City may want to complete work on similar roads. The short-line railroad project should be finished and the I35E project should be completed this year finishing the corridor to St. Paul. Elmcrest Avenue and Cedar Avenue in Lino Lakes needs paving. The water tower is under construction, and there is a recommendation to incorporate bridge work in the City's CIP. Oral arguments will be had this week at the Court of Appeals on the White Bear Lake lawsuit, and there will be a verdict in 90 days that could affect what the City does regarding water conservation. Stormwater reuse projects will mainly be on the private development side, and grants are pending for the Waters Edge Phase 2 project. The City is still looking for funding for the CSAH 8 water reuse project. Public Works Director Scott Anderson is meeting with architectural firms on expansion to the Public Works facility. Fire Department—The Department will be conducting training on the new aerial truck. Staffing is a continued discussion, specifically for daytime responders. The Department is implementing the automatic response with other communities, and there has already been one fire requiring automatic mutual aid that had good results. Miscellaneous items - Public school needs are being discussed, and the school superintendent has been invited to provide Council an update. Upgrades in the Council Chambers and the Oneka room need to be considered. Staff had spent a lot of time on improving permit issuances and is regrouping to determine the best way to move forward. The Beautification Subcommittee has been discussing the monument sign at the north end of the City, and the Lions Club had some feedback. A recommendation to the Council is forthcoming. Many individuals have been applying for commissions, and there are no vacancies. Bear talked about the desire to keep them connected somehow. Klein talked about continuing efforts on water conservation and hopefully get more funding. Review of the ordinances and expansion of the maintenance building to accommodate the police department were of importance. Miron talked about the five-year maintenance plan on Judicial Ditch 2 and the City's anticipated involvement with the planned maintenance of Judicial Ditch 3. It was noted that drainage could be one of the City's ongoing priorities. Petryk talked about the compost site expansion for brush and other debris. She asked about the sealcoating lawsuit other cities are involved in. Bryan responded that the City has not had to deal with any hazardous waste from the City's ponds since they are newer, and hopefully the City will not be in the same position. Haas talked about the need to create a strategy for independence and self-reliance for our water needs using all our stormwater as a resource; the City needs to use stormwater wisely instead of groundwater. The lawsuit may reinvigorate discussions on the regional water plan, and the City needs to stay in communication with the St. Paul Regional Water Authority. He talked about Hugo City Council Meeting Minutes for January 22,2019,Goal Setting Workshop Page 3 of 3 economic development along TH61 and felt talks needed to be instigated with the County to get more local control of the corridor to be proactive. Weidt talked about the need to figure out the park funding and getting the facility needs study done. He felt progression should be shown towards these accomplishments, possibly with a parks referendum. He wants to be aggressive on water reuse and put assets towards that if needed. He also talked about the need to move forward on technology upgrades. Council reviewed the 2018 focus goals and amended them per their conversation. There was a consensus on focusing on ordinance amendments, conservation efforts, and establishing some sort of funding mechanism to improve the parks, possibly a referendum which will likely need a workshop. There was talk about patrol on the north end of Bald Eagle Lake during the winter and talk about community outreach to involve new people. City Administrator Bryan Bear will present the 2019 goals to the Council at their meeting on February 4, 2019, for formal adoption.
