Motion carried. Parks Commission Annual Report Parks Planner Shayla reviewed the 2018 goals and the action items related to them. Accomplishments of the Parks Commission included the master planning of Clearwater Creek Preserve, visioning exercise for Irish Avenue Park, and installation of new playground equipment at Lions Park. The Commission supported widened shoulders in the Oneka Lake Boulevard and Harrow Avenue improvement project to allow for bicycle and pedestrian traffic, and they provided comments on the Clearwater Cove, Oneka Place, Adelaide Landing Developments. Minor Park improvements were done by the Public Works Department as time permitted. Recreation programs such as Park Play Days, Memory Cafe, Bazillion Performances, Snow Princess Performers, and the Tour de Hugo were done in partnerships with Washington County Library, Sheriff's Office, White Bear Lake Schools, and/or other local sponsors. Approve Annual Performance Review for Public Works Worker Neal Nelson Neal Nelson was hired on January 3, 2017, as a Public Works Worker. Adoption of the Consent Agenda approved the Annual Performance Review Neal Nelson. Approve Agreement with Northeast Youth and Family Services Northeast Youth and Family Services (NYFS), located in White Bear Lake, has been providing counseling services to youth and families in the City of Hugo for many years. The City had paid NYFS $6,000 annually since the year 2009, and NYFS would continue providing service at that amount. Adoption of the Consent Agenda approved the agreement with NYFS for counseling services for 2019. Approve Agreement with Lakes Center for Youth & Families, Inc. The Lakes Center for Youth& Family Services, located in Forest Lake, has been providing counseling services to youth and families in the City of Hugo for many years. The City had paid the Lakes Center $6,000 annually since the year 2009, and the Lakes Center will continue providing service at that amount. Adoption of the Consent Agenda approved the agreement with Lakes Center for counseling services for 2019. Approve CUP Review for Tom and Joanne Benick - 5777 165th Street North Thommes and Thomas Land Clearing, operated by Tom and Joanne Benick, has a conditional use permit (CUP) to allow for the processing and storage of firewood,recycling of tree waste, and wood chipping at 5777 165th Street North. Staff visited the property on January 2, 2019, and was not aware of any complaints or violations on site. The Planning Commission considered this at their meeting on January 24, 2019, and recommended approval of the review of the CUP. Adoption of the Consent Agenda approved the review of the CUP for Tom and Joanne Benick. Approve CUP Review for Kie2er Enterprises - 5885 165th Street North Kieger Enterprises has a conditional use permit (CUP) to operate an environmental clean-up business, garden center, and landscaping supply business for property located at 5885-165th Street North. Upon inspection of the property on October 22, 2018, staff observed that an additional building was constructed on the property without a building permit. Staff recommended renewal of the CUP for Kieger Enterprises with the condition that the building is removed from the property prior to June 1, 2019. At its January 24, 2019, meeting the Planning Commission considered the review of the (CUP) and recommended approval of the resolution with the condition that the non-compliant building be removed prior to June 1, 2019. Adoption of the Consent Agenda approved RESOLUTION 2019-3 APPROVING THE RENEWAL OF THE CONDITIONAL USE PERMIT FOR KIEGER ENTERPRISES INC LOCATED AT 5885 165TH STREET NORTH. Hugo City Council Meeting Minutes for February 4,2019 Page 4 of 8 Approve SUP Review for Bald Eagle Sportsman Association - 6557 125th Street North The Bald Eagle Sportsmen's Association(BESA) has a SUP to operate a gun club on property located at 6557 125th Street. Staff visited the gun club on December 17, 2018, to review the SUP and found that the property was generally maintained. The Planning Commission considered the request at its meeting on January 10, 2019, and recommended approval of the review of the SUP. Adoption of the Consent Agenda approved the SUP Review for the Bald Eagle Sportsman Association. Approve Advertisement for Public Works Summer Seasonal Workers In past years, the City hired seasonal Public Works positions to help maintain the City's park system and building grounds as well as assist in road patching crews and other work as needed. These positions were approved in the 2019 General Fund Budget. Adoption of the Consent Agenda approved the advertisement of Seasonal Public Works positions. Approve Adoption of New Water Resource Management Plan Approve Ordinance Adoption Rice Creek Watershed District Rules Approve New MOU with Rice Creek Watershed District The City's Water Resource Management Plan (WRMP) is used as a guide for the City on administration and implementation of all stormwater management activities within the City. The plan was approved by the City Council in 2015, and was formally approved by the Rice Creek Watershed District (RCWD) on July 25, 2018. The plan states that the City will continue to be the Local Government Unit (LGU)that is responsible for reviewing and approving all activities regarding stormwater management, erosion and sediment control, and floodplain and wetland alterations. Currently, the City has a memorandum of understating (MOU) that outlines what rules the City will administer on behalf of the RCWD and the terms that will be followed. To retain the regulatory authority over these items, the City needs to update the MOU and adopt the RCWD rules relating to these areas. Adoption of the Consent Agenda approved RESOLUTION 2019-4 AUTHORIZING THE ADOPTION OF THE CITY'S WATER RESOURCE MANAGEMENT PLAN, and ORDINANCE 2019-493 ADOPTING CERTAIN RULES OF THE RICE CREEK WATERSHED DISTRICT REGARDING STORM WATER MANAGEMENT. Approve Resolution Restricting Parking on 130th Street from TH61 to Goodview Avenue 130th Street is proposed to be reconstructed as a 26-foot from face-of-curb to face-of-curb, urban section roadway to comply with the design standards set forth by MnDOT as required by Municipal State Aid (MSA) funding. As this segment along 130th Street is proposed to include concrete curb and gutter, a resolution for Council consideration approves restricting parking along both sides 130th Street from Forest Boulevard (TH 61)to Goodview Avenue to accommodate the proposed roadway width of 26-foot as measured from face-of-curb to face-of- curb. Adoption of the Consent Agenda approved RESOLUTION 2019-5 RESTRICTING PARKING ALONG 130TH STREET FROM FOREST BOULEVARD (TH 61) TO GOODVIEW AVENUE FOR THE 130TH STREET IMPROVEMENT PROJECT S.A.P. 224- 110-002. Hugo City Council Meeting Minutes for February 4,2019 Page 5 of 8 Approve Lawful Gambling Exempt Permit for MN Waterfowl Association The Minnesota Waterfowl Association had applied for a Lawful Gambling Exempt Permit to conduct raffles at their event on Thursday, April 18, 2019. The event will be held at the Hugo American Legion. Adoption of the Consent Agenda approved the Lawful Gambling Exempt Permit for the Minnesota Waterfowl Association. Approve Appointment of Colin Emans as Training Captain on the Fire Department Fire Chief Kevin Colvard had selected Colin Emans to be the new Training Captain. Adoption of the Consent Agenda approved Colin Emans as the Training Captain effective February 1, 2019. Approve Appointment of Ross Hoernemann as Administrative Captain on the Fire Department Fire Chief Kevin Colvard had selected Ross Hoernemann to be the new Administrative Captain. Adoption of the Consent Agenda approved Ross Hoernemann to be the Administrative Captain effective February 1, 2019. Approve Resolution Consenting to Rice Creek Watershed District Ditch Maintenance At its December 17, 2018,meeting, Council listened to a presentation from the Rice Creek Watershed District on the planned maintenance to Judicial Ditch 3 and Judicial Ditch 2, Branches 1 and 2. An informational meeting was held at City Hall on January 28, 2019, to provide the public information on this project. State Statute grants RCWD the authority to do this maintenance in accordance with the Watershed Law, rather than the drainage code in State Statute, subject to concurrence by the City Council. Under the Watershed Law, costs would be paid from general taxes throughout the RCWD rather than benefitted lands assessment as traditionally required under state statute. Adoption of the Consent Agenda approved RESOLUTION 2019-6 FOR APPROVAL TO CONDUCT DRAINAGE PROCEEDINGS FOR ANOKA-WASHINGTON JUDICIAL DITCH 3 and WASHINGTON JUDICIAL DITCH 2 BRANCHES 1 & 2 UNDER THE WATERSHED LAW. Approve Resolution Approving Adelaide Landing 3rd Addition Final Plat and Development Agreement The Excelsior Group had requested approval of a final plat in order to plat 22lots and 1 outlot for Adelaide Landing 3rd Addition. The City Council reviewed the preliminary plat and PUD for Adelaide Landing at its May 1, 2017 meeting. The City Council approved the final plat for the first phase of the development consisting of 81 residential lots and 70 residential Lots in the second phase. This final plat request will plat 22 additional lots from the Adelaide Landing preliminary plat. The lots meet the minimum lot standards and requirements outlined in the regulations for the Adelaide Landing PUD. Adoption of the Consent Agenda approved RESOLUTION 2019-7 APPROVING A FINAL PLAT AND DEVELOPMENT AGREEMENT FOR OP5 ADELAIDE, LLC FOR ADELAIDE LANDING 3rd ADDITION. Hugo City Council Meeting Minutes for February 4,2019 Page 6 of 8 Approval of City Council Focus Goals and On2oin2 Priorities for 2018 The Council held a goal setting workshop on Tuesday, January 22, 2019, for the purpose of setting goals and priorities for 2019. City Administrator Bryan Bear had compiled items discussed during the workshop and reviewed them with the Council. Bryan explained these goals serve as guide to help staff to prioritize work during the coming year. He reviewed priorities related to conservation, economic development, community development, infrastructure, parks, public safety, and administration. Klein made motion, Petryk seconded, to approve the 2019 City Council Goals and ongoing priorities. All Ayes. Motion carried. Update on Hopkins Schoolhouse At its July 2, 2018, meeting, Council approved a committee to explore options for the future of the Hopkins Schoolhouse. Historic Preservation Consultant Olivia Schiffman reported on the progress of the committee and their recommendation. The seven-member committee had met several times and discussed all options for the schoolhouse and obstacles. It was concluded by the committee that there were several benefits to a public private partnerships, and a big benefit would be if the City would give financial support. Olivia shared a marketing flyer for the lease of the Hopkins Schoolhouse for a public/private partnership and reviewed the development criteria stating the committee was recommending the Council approve it and move forward with publishing the marketing flyer. Miron, who served on the committee, talked about the agreement of the group to form a public private partnership, and he felt there needed to be discussions on where the City was financially in supporting it. Klein recognized that a fair amount of work needed to be done, which may get expensive, and suggested the County may be able to help reduce the cost. Haas questioned how a business would be taxed if it operated out of the schoolhouse. City Administrator Bear replied that it would be taxed as used, so it would be commercial. Petryk asked if the lease amount would be fairly inexpensive, and Schiffman replied that it would be discussed when reviewing proposals. Haas guessed it would take well over $100,000 to get the property in shape for someone to use, and said he would be very hesitant to do that without knowing the benefit to the City. Weidt acknowledged there were many unknown variables which made it hard to determine support of the project, but he would like to see what proposals come forward. Motion carried. Update on Yellow Ribbon Network Council Member Chuck Haas and Phil Klein reported to Council on the Yellow Ribbon Network activities held recently. The Council was provided financial reports from the YRN treasurer showing a significant amount of help was given over the year. In January, the YRN received a request from a disabled Forest Lake veteran for mortgage assistance, which was fulfilled by Forest Lake VFW gambling proceeds. They partnered with the YRN of Washington County to help a soldier that needed financial assistance. The YRN helped a military member get a new washing machine and assisted a solider with moving their residence. January's Burger Night was sponsored by Lake Area Bank, and February's sponsor is the Bald Eagle Sportsman Association. Haas shared a picture of employees who did a packaging event led by the folks from Ship Thrifty. Legislative Town Hall Meeting on Saturday, February 9, 2019 City Administrator Bryan Bear informed Council State Legislators Senator Roger Chamberlain and Representative Linda Runbeck had scheduled a Town Hall Meeting for Saturday, February 9, 2019, from 10:00-11:30 a.m. This meeting was intended to be a listening session. Klein made motion, Petryk seconded, to schedule a meeting to attend the Legislative Town Hall Meeting on February 9, 2019. All Ayes. Motion carried. HBA Breakfast/Mayor State of the City Address on Tuesday, February 12, 2019 City Administrator Bryan Bear informed Council the Hugo Area Business Association was hosting a Business Networking Breakfast at the Blue Heron Grill on Tuesday, February 12, 2019, from 7:30-9:00 a.m. which was to include Mayor Weidt's State of the City Address. Petryk made motion, Miron seconded, to schedule a meeting to attend the Business Networking Breakfast on February 12, 2019. All Ayes. Motion carried. Cancel Second Meeting in February Due to President's Day Holiday on February 18, 2109 Annually, the President's Day Holiday falls on the same day as the second Council meeting in February and would need to be rescheduled. City Administrator Bryan Bear informed Council that staff did not anticipate any items for that meeting agenda, and he recommended Council cancel their meeting on February 18, 2019. Family Movie Night on Friday, March 8, 2019 City Administrator Bryan Bear informed Council Family Movie Night will be held Friday, March 8, 2019, at Oneka Elementary School. Doors open at 6:30 pm. The Fire Department will serve free popcorn and snacks. The movie "Incredibles 2" (PG) will begin at 7:00 p.m. This is a free program open to all Hugo families. Kidz `N Biz on Saturday,April 6, 2019 City Administrator Bryan Bear informed Council the Hugo Area Business Association will hold their annual Kidz 'n Biz event on Saturday, April 6, 2019, from 11:00 a.m. to 2:00 p.m. at the Oneka Elementary School. Petryk made motion, Miron seconded, to schedule a meeting to attend the Kidz `N Biz event on April 6, 2019. All Ayes. Motion carried. Local Board of Appeal and Equalization Meeting on Thursday,April 11, 2019 City Administrator Bryan Bear informed Council that Washington County had requested the City of Hugo hold its Local Board of Appeal and Equalization (LBAE) meeting on Thursday, April 11, 2019, from 5:30 - 7 p.m. The Council acts as the City's LBAE. Petryk made motion, Klein seconded, to schedule the Local Board of Appeal and Equalization to meet on Thursday, April 11, 2019. All Ayes. Motion carried.
