Approval of Minutes from the January 16, 2019 Meeting Schmid made a motion, Rauschendorfer seconded to approve the minutes of the January 16, 2019 Parks Commission meeting. Ayes-Mat Rauschendorfer, Nicole Schmid, Dave Strub,Ranell Tennyson Abstained-Shawn Haag,Cathy Moore—Arcand Motion carried. 2. The Meadows at Hugo Sketch Plan Shayla Denaway, Parks Planner,reviewed the sketch plan from Golden Valley Land Company for"The Meadows at Hugo'. The sketch plan is for 84 residential lots on 33.41 acres located north of 159th Street and West of Highway 61. The developer is not proposing to dedicate land and the fee would be$201,600. The developer proposed that the City build a street on the adjacent city-owned property to provide access the development. The Parks Commission discussed that Frog Hollow would serve the park needs of the neighborhood. They also discussed that a future park could go on either city owned property or be built with future development to the north. The Commission generally agreed that payment of a park dedication fee was preferred over dedication of land and trying to locate a small park in this development. The Commission recalled that they requested a part of the land dedicated with Oneka Place to be separated to allow them to provide right-of- way and access to a future development to the east. Now called Outlot L,the parcel surrounding the watertower was separated to provide flexibility in extending Farnham Avenue to access the future park and the parcel to the east. The Commission discussed that they have not planned the park on the city-owned- property but options for Outlot L include a parking lot, residential lots, park features and more. Strub commented that the future park will be a great amenity to The Meadows at Hugo and more trail connections to it are needed. Matt Pavek of Civil Site Group,the Engineer of the development stated that they intend to make trail connections. Schmid asked Pavek about irrigation and wetlands. Rauschendorfer discussed the greenways in the area and wanted to ensure trails north and west through the development. He also asked about using the ditch on the east side of the development for a trail corridor. Since there is not plan for the future park,the Park Commission recommended making land available for construction of the street at the developer's expense, but not allow the development of the lots as shown on the Meadows at Hugo sketch plan. They were generally supportive of the proposed trail connections. They discussed wanting to keep their options open until the future park is planned knowing it could include a parking lot,active park features,or more if desired. 3. Rosemary Apartments Park Dedication Proposal MWF Properties is requesting approval of a park dedication proposal for a multi-family housing building with 45 housing units called "Rosemary Apartments". The apartments will are on 4.8 buildable acres. The developer has proposed payment of the park dedication fee of$108,000 in lieu of land. The Parks Commission discussed the outdoor play area,sidewalks adjacent to the development, and that nearby parks include Lions Park and Heritage Ponds Park. Schmid made a motion, Haag seconded to approve the park dedication proposal of payment of$108,000 in lieu of land for"Rosemary Apartments". All Aye. Motion Carried. 4. Upcoming Recreation Programs Kidz'N Biz—April 6 Park Play Days—Starting June 10 Fridays with Fire Fighters—June 14,July 12,August 16 Family Concert—August 9 Tech Tac Toe—June 24-27,August 5-8 Memory Cafes—Ongoing(4th Wednesday of every month) Preschool Story Hours—Ongoing(2"d Tuesday of every month) Tour de Hugo—September 21 5. Adjournment Schmid made a motion, Moore-Arcand seconded to adjourn the meeting at 8:05 pm. All Ayes. Motion carried.
