Call to Order Mayor Weidt called the meeting to order at 7:12 p.m. PRESENT: Haas, Klein, Miron, Petryk, Weidt ABSENT: None ALSO PRESENT: City Administrator Bryan Bear, City Attorney Dave Snyder, City Engineer Mark Erichson, City Clerk Michele Lindau Moment of Silence for Sergeant Joe Bergeron Mayor Weidt called for a moment of silence to remember Hugo resident and Maplewood Police Sergeant Joe Bergeron who was killed in the line of duty nine years ago while responding to a carjacking. Approval of Minutes for the April 11, 2019, Local Board of Appeals and Equalization Klein made motion, Miron seconded, to approve the minutes for the Local Board of Appeals and Equalization meeting held on April 11, 2019, as presented. Approval of Minutes for the April 25, 2019, East Metro Water Workshop Klein made motion, Miron seconded, to approve the minutes for the East Metro Water Resource Education Program Workshop held on April 25, 2019, as presented. Approval of the Agenda Weidt made motion, Haas Klein ,seconded, to approve the agenda as amended by removing the Sheriff Department’s Annual Report from Appointments and Presentations and adding approval of a Temporary Liquor License for the Lions Club. All Ayes. Motion carried. Donation to Yellow Ribbon Network – Bayport Gambling Manager Kelly Green The Bayport American Legion conducts gambling at Sal’s Angus Grill. Members of the Hugo Yellow Ribbon work during Bingo at Sal’s by selling meat raffle tickets. Bayport Legion Gambling Manager Kelly Green presented a donation of $4,500 from raffle proceeds to the Yellow Ribbon Network. Council Member Haas thanked the Bayport Legion, Sal’s, and Barb Connelly for her organization in making the meat raffles happen. Presentation of Commissioners Award - Commissioner Miron Washington County Commissioner Fran Miron presented the Commissioners Award to Council Member Becky Petryk for her work on the Transportation Advisory Board on behalf of Washington County. Petryk served over ten years on the 32-member TAB, many years alongside Commissioner Miron. Commissioner Miron explained their concern that the County would not receive a fair distribution of regional funding under the solicitation process. Petryk stepped up to defend a fairer scenario resulting in additional funding for the County. The County was to receive $500,000, but instead received $5 million. Petryk stated she was able to make the case due to very valuable data she received from City staff and the County. Good Neighbor Days – Lions Members Dan Balthazor thth The Hugo Good Neighbor Days Festival will be held Thursday, June 6 - Sunday, June 9in Lions Park. The Hugo Lions Club will run the event similar to past years to include a parade, music, food, beer garden, petting zoo, carnival rides, and fireworks. Lions Member Dan Balthazor explained they would be adding an additional petting zoo, additional band, bean bag tournament, vendor craft fair, and they were working on getting inflatables for the kids. Lions Member Jason Schwieger talked about the addition of “Rib Fest” cook-off with meat being Hugo City Council Meeting Minutes for May 6, 2019 Page 3 of 9 donated by Grundhofers Old Fashioned Meats. They talked about the increased membership in the club and how new members were adding new ideas to make it a more family-friendly event. They stated the goal of the club was to meet the $1 million mark in money distributed throughout the community through the Lions Club. Haas made motion, Klein seconded, to co-sponsor the event by waiving the Special Event Permit fee and providing police protection services for the event, as in the past. All Ayes. Motion carried. Approve Temporary On-sale Liquor License for the Lions Club for Garage Logic Podcast Staff added this to the agenda at the request of the Lions Club who applied for a temporary on- sale liquor license to serve beer at the Garage Logic Podcast to be held at Grunhofers Old Fashion Meats, 15449 Forest Boulevard North, on Friday, May 10, 2019. Lions Member Jason Schwieger explained they would also have a food truck at the event and would be busing attendees from St. Genevieve’s Church. All Ayes. Motion carried. Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Annual Performance Review for Parks Planner Shayla Denaway Shayla Denaway was hired on May 11, 2009, as the Economic Development/Parks Intern. On May 3, 2010, Council approved promoting Shayla as the new Parks Planner. Adoption of the Consent Agenda approved the annual performance review for Parks Planner Shayla Denaway Approve Renewal of 2 a.m. License for the Blue Heron Grill Since May, 2010, the Blue Heron Grill has held a license that permits the establishment to stay open until 2 a.m. This license is renewed annually with approval by the City Council. Adoption of the Consent Agenda approved the renewal of the 2 a.m. license for the Blue Heron Grill. Approve Renewal of 2 a.m. License for Sal’s Angus Grill Since May, 2010, Sal’s Angus Grill has held a license that permits the establishment to stay open until 2 a.m. This license is renewed annually with approval by the City Council. Adoption of the Consent Agenda approved the renewal of the 2 a.m. license for Sal’s Angus Grill. Approve Hiring of Public Works Seasonal Employees In the 2019 General Fund Budget, Council approved funding for six seasonal employee positions. Staff had spoken to several employees from last year who would like to return again this year. One position was filled by two employees each working part time. Therefore, a total of seven employees were needed to fill the six seasonal positions. Seasonal Public Works Employees assist with mowing, garbage/litter removal, park maintenance, boulevard maintenance and general public works maintenance. Adoption of the Consent Agenda approved the hire/re-hire of seasonal employees Jack Menne, Roland Guareschi, Marty Schwartz, Frank Weiss, Daniel Flaherty, Paxton Zirpel, and Zachary Kenoyer for the Public Works Department. Approve Temporary On-sale Liquor License for the Lions Club for Good Neighbor Days The Hugo Lions Club had applied for a temporary On-Sale Liquor License to serve beer and Bloody Marys at the Hugo Good Neighbor Days Festival June 6-9, 2019. Adoption of the Consent Agenda approved the temporary On-Sale Liquor License for Good Neighbor Days. Approve Off-Site Gambling Permit for Hugo Legion for Good Neighbor Days Bingo The Hugo American Legion had applied for an Off-Site Gambling Permit to conduct Bingo at Hugo Good Neighbor days on June 6-9, 2019, at Lions Park. Adoption of the Consent Agenda approved the Off-Site Gambling Permit for Good Neighbor Days. Hugo City Council Meeting Minutes for May 6, 2019 Page 5 of 9 Approve Resolution for Planned Unit Development (PUD) Amendment for Adelaide Landing OP5 Adelaide (Excelsior Group) had requested approval of a PUD Amendment to change the 70- foot wide single family lots to 65-foot wide single family lots. With the proposed PUD amendment and the previous PUD modifications, their total proposed lots would be 324, where 319 was approved with the original PUD request. The PUD amendment is consistent with the City’s Comprehensive Plan and the approved Adelaide Landing PUD. The Planning Commission had agreed that the proposed amendment was reasonable and would not noticeably change the overall plan for the PUD. The Planning Commission unanimously recommended approval of the PUD amendment for OP5 Adelaide (Excelsior Group) for the development to be known as “Adelaide Landing”, subject to the conditions listed in the resolutions. Adoption of the Consent Agenda approved RESOLUTION 2019-21 APPROVING PUD AMENDMENT FOR OP5 ADELAIDE (EXCELSIOR GROUP) FOR “ADELAIDE LANDING” ON PROPERTY LOCATED EAST OF HIGHWAY 61 AND NORTH OF 130TH STREET. Approve Resolution for Board of Trustees Request for Increase in Lump-Sum Pension The Board of Trustees for the Hugo Firefighter’ s Relief Association had formally requested City Council ratification of an increase of $100 per year of service in their lump-sum pension benefit. The Finance Department had reviewed this request and found it to be financially feasible and consistent with the Pension Fiscal Policy adopted in April, 2012. Adoption of the Consent Agenda approved to ratify the Board of Trustees’ request for a $100 increase in their lump-sum pension benefit and corresponding change to their by-laws. Accept Donation from the Bayport American Legion to the Hugo Fire Department The Bayport American Legion conducts gambling at Sal’s Angus Grill and had donated $5,000 to Hugo Fire Department. The Gambling Control Board requires Council approval of contributions to a City. Adoption of the Consent Agenda approved the donation from the Bayport American Legion of $5,000 to the Hugo Fire Department. Accept Donation from the Hugo American Legion to the Hugo Fire Department The Hugo American Legion and has donated $200 to Hugo Fire Department from its gambling proceeds. The Gambling Control Board requires Council approval of contributions to a City. Adoption of the Consent Agenda approved the donation from the Hugo American Legion of $200 to the Hugo Fire Department. th 130 Street Roundabout Improvement Project City Engineer Mark Erichson informed Council that bids for the 130th Street Improvement Project were received on April 30, 2019. A total of four bids were received with bids ranging from $2,650,716.57 to $3,188,066.71. The engineers estimate was $2,814,416.00. The low bidder was Dresel Contracting, Inc., who staff is familiar with and have had great success with on past projects. Erichson talked about what the project consisted of, and he reviewed the project schedule showing construction starting in mid-June, 2019, and final completion planned for November 2019. Hugo City Council Meeting Minutes for May 6, 2019 Page 6 of 9 Klein asked about the center of the roundabout. Erichson replied that it would be planted with grasses as outlined the contract. The development team may do a more intense planting. In that case, they would be responsible for the maintenance Miron made motion, Klein seconded, to approve RESOLUTION 2019 – 22 A RESOLUTION RECEIVING BIDS AND AWARDING A CONTRACT FOR THE 130TH STREET IMPROVEMENT PROJECT. All Ayes. Motion carried. Approve Award of Bid for 2019 Dust Control Project Public Works Director, Scott Anderson informed Council that Bids for the 2019 Dust Control Project were opened on May 1, 2019. There are approximately 25 miles of gravel roads and dust control has been applied to all of them twice per year since 2008. The City had received mostly positive feedback from residents. The City cost shares with May Township for Keystone Avenue and also works with the City of Grant in the bidding process. Anderson announced the low bidder was Northern Salt at $0.878 per gallon, and he recommended the contract be award to them. Haas made motion, Klein seconded, to award the bid to Northern Salt, Inc., to apply calcium chloride at $0.878 per gallon. All Ayes. Motion carried. Update on Gravel Roads City Engineer Mark Erichson explained that for a number of years, Hugo has had performance issues with a number of its gravel roads. In 2018, the City Council authorized further evaluation of these gravel roads and a number of work sessions followed. Erichson explained the process they went through to evaluate the roads, and he reviewed their findings. This resulted in a recommendation to reclaim the gravel roads (mix the layers of existing gravel within the road structure), yielding a better gradation of material. Council had authorized test sections to be thth completed in 2018 on Ingersoll Ave, 175 Street, Inwood Ave, and 180 Street (1.67 miles). The approach taken to correct the issue was to clean up the aggregate structure, modify the approach to dust management, increase the cross slopes to shed water, and incorporate compaction into the blading process. This had positive results, and the roads were performing well. The 2018 project cost $12,000 plus staff time and traffic control. There was a remaining 5.5 miles of problematic gravel roadways at an estimated cost of $40,000, plus staff time and traffic control, that staff was recommending to move forward with in 2019. Miron asked about the dust control on the roads, how it performed, and when it would be done. Public Works Director Scott Anderson replied the plan was to reduce dust control and adjust the application up or down dependent on how the roads performed. Timing would be subject to the Public Works Department work load, and Anderson stated the weather was a big factor. The plan was to put chloride down in mid-June and possibly again in mid-August. Hugo City Council Meeting Minutes for May 6, 2019 Page 7 of 9 Weidt made motion, Miron seconded, to move forward with receiving quotes for reclaiming the remaining 5.5 miles of problematic gravel roads. Discussion on “No Parking” Resolution for Rosemary Way At the April 15, 2019, City Council meeting, Council considered the Site Plan and Conditional Use Permit for the Rosemary Apartments. During the discussion, a comment regarding parking on Rosemary Way had come up from an individual in the audience. City Engineer Mark Erichson explained that Rosemary Way was currently designed as a 32-ft wide roadway and was part of the City’s State Aid Roadway system. Currently, there were not any parking restrictions along Rosemary Way. A number of options exist such as leaving the roadway with no parking restrictions, restrict parking on only one side, and restrict parking on both sides. Rosemary Way is a state aid roadway; however, the width doesn’t meet their requirements for parking on both sides of the roadway and the long-term plan for Rosemary Way, as identified in the Comprehensive Plan, would not include parking along Rosemary Way. He recommend Council approve a no parking resolution and post Rosemary Way as no parking. Haas made motion, Petryk seconded to approve RESOLUTION 2019-23 RESTRICTING PARKING ALONG ROSEMARY WAY FROM EVERTON AVENUE NORTH TO ELMCREST AVENUE NORTH. All Ayes. Motion carried. Update on the Yellow Ribbon Network Council Member Chuck Haas and Phil Klein reported to Council on the Yellow Ribbon Network activities held recently. April’s Burger Night was sponsored by the Washington County Sheriff’s Department. St. Johns Men’s Club will be the May sponsors. Haas shared photos of Girl Scout cookie recipients along with items donated by John Udsteun. The YRN received a “thank you” for assisting a solider in a medical emergency. They also assisted in getting someone help with lawn care, and they provided meals for a sick mom with four kids whose husband was in the Navy. Lions Jayne Hurt was able to get more 3M Command Hooks for care packages, which are high in th demand. June 25, 2019, will be the 10 year anniversary of the Hugo Yellow Ribbon, and a celebration will be held at City Hall. Schedule Annual Performance Review for City Administrator Bryan Bear City Administrator Bryan Bear has been employed with the City since May 3, 2004. Bryan served as the Community Development Director until being appointed the City Administrator on November, 7, 2011. Bear recommended Council schedule his annual performance review. Council agreed to add it as an executive session on the agenda for the next regularly scheduled meeting on May 20, 2019. Community Parks Funding Workshop on Monday, May 13, 2019 City Administrator Bryan Bear reminded Council a workshop was scheduled for Monday, May Hugo City Council Meeting Minutes for May 6, 2019 Page 8 of 9 13, 2019, to evaluate options for funding of improvements to community parks such as Lions Park, Irish Avenue Park, and Clearwater Creek Preserve Park. The workshop will be held in the City Hall Council Chambers at 7 p.m. th 130 Street Neighborhood Meeting on Tuesday, May 14, 2019 th City Administrator Bryan Bear informed Council a meeting with residents in the 130 Street neighborhood had been scheduled for Tuesday, May 14, 2019, to discuss the roundabout and street improvements. The meeting will be held in the Council Chambers at City Hall from 7-8 p.m. Miron made motion, Klein seconded, to schedule a meeting to attend the neighborhood meeting on Tuesday, May 14, 2019. Law Enforcement Memorial Day on Wednesday, May 15, 2019 City Administrator Bryan Bear reminded Council a meeting was scheduled to attend the Law Enforcement Memorial Day service at the Historic Courthouse in Stillwater at noon on May 15, 2019. This event is hosted by the Washington County Sheriff’s Office to honor Peace Officers and Correction Officers who have fallen in the line of duty. Fire Department Waffle Breakfast and Ladder Truck Ribbon Cutting on Saturday, May 18, 2019 City Administrator Bryan Bear reminded Council a meeting was scheduled to attend the Hugo Fire Department’s first Waffle Breakfast on Saturday, May 18, 2019, from 8:30 – 11:30 a.m. at the Hugo Fire Station. A Ribbon Cutting for the new ladder truck will take place following the breakfast between noon and 12:30 p.m. Celebration of Waters Edge Stormwater Reuse Project on Wednesday, May 22, 2019 City Administrator Bryan Bear informed Council the Waters Edge Homeowner Association would like to celebrate the second season of their stormwater reuse project and hold a ceremonial “Flip the Switch” event to turn on their irrigation system and promote Phase II of the project. It was suggested the event be held on Wednesday, May 22, 2019, at 3:30 p.m. Several Council members stated they would not be available at that day and time and suggested it be scheduled for Thursday, May 23, 2019. Weidt made motion, Petryk seconded, to tentatively schedule the “Flip the Switch” event for a time and date determined by staff. All Ayes. Motion carried. Schedule Workshop with Victor Gardens North Village HOA for Monday, June 24, 2019 At its April 15, 2019, meeting, Council directed staff to schedule a meeting with the Victor Gardens North Village HOA to discuss issues raised at the meeting including the roundabout, traffic, and parks. City Administrator recommended Council schedule the meeting for Monday, Hugo City Council Meeting Minutes for May 6, 2019 Page 9 of 9 June 24, 2019, at 7 p.m. The meeting would take place at the Rice Lake Centre.
