Call to Order Mayor Weidt called the meeting to order at 7:00 p.m. PRESENT: Klein, Miron, Petryk, Weidt ABSENT: Haas ALSO PRESENT: City Administrator Bryan Bear, City Attorney Dave Snyder, City Engineer Mark Erichson, Community Development Director Rachel Juba, City Clerk Michele Lindau Approval of Minutes for the June 3, 2019, Council Meeting Klein made motion, Miron seconded, to approve the minutes for the City Council meeting held June 3, 2019, as presented. All Ayes. Motion carried. Approval of Minutes for the June 8, 2019, Backyard Rib Fest Petryk made motion, Klein seconded, to approve the minutes for the Backyard Rib Fest held as part of Good Neighborhood Days on June 8, 2019, as presented. All Ayes. Motion carried. Approval of Minutes for the June 9, 2019, Kathy Marier Memorial Miron made motion, Klein seconded, to approve the minutes for the Kathy Marier Memorial Dedication Ceremony held on June 9, 2019, as presented. All Ayes. Motion carried. Approval of the Agenda Weidt made motion, Klein Klein ,seconded, to approve the agenda as presented. All Ayes. Motion carried. Approval of the Consent Agenda Klein made motion, Miron ,seconded, to approve the following Consent Agenda: 1. Approve Claims Roster 2. Approve Special Event Permit for Tough Mudder at Wild Wings July 13-14, 2019 3. Approve Pay Voucher No. 3 for the Water Tower No. 4 Improvement Project All Ayes. Motion carried. Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Special Event Permit for Tough Mudder at Wild Wings July 13-14, 2019 Tough Mudder had submitted an application for a Special Event Permit to hold a two-day endurance sport event at Wild Wings Game Farm on July 13-14. This would be the fourth year the event has been held at Wild Wings. This required a Special Event Permit approved by Council because there would be approximately 7,720 run participants and 1,480 spectators, impacts to public streets, use of an amplified sound system, and alcohol served. Added this year is the Midwest Toughest Mudder, which is a five mile overnight race. This race would be held on Saturday night from 8 p.m. to 8 a.m. Staff had reviewed the application with Wild Wings, the Hugo Fire Department, and the Washington County Sheriff’s Department and felt the event had been well planned. Adoption of the Consent Agenda approved the Special Event Permit for the Tough Mudder event to be held on July 13-14, 2019, with the conditions attached to the permit. Approve Temporary Liquor License for the Lions for the Tough Mudder July 13-14, 2019 The Hugo Lions Club had applied for a Temporary Liquor License to serve beer at the Tough Mudder event on July 13-14. Race participants would receive one free beer with the registration if they are 21+ years of age. Identification would be checked and wristbands would be used. Two deputies would be located in the base area where alcohol is served. Adoption of the Consent Agenda approved the Temporary Liquor License for the Tough Mudder event on July 13-14, 2019. Approve Pay Voucher No. 3 for the Water Tower No. 4 Improvement Project CB & I had submitted Pay Voucher No. 3 for the Water Tower No. 4 improvement project. Staff had reviewed the request and found it satisfactory for work certified through June 1, 2019. Adoption of the Consent Agenda approved payment of Voucher No. 3 to CB&I in the amount of $129,630.12. Easement Vacation for Adelaide Landing Outlot B Drainage and Utility Easements OP5 Adelaide, LLC, had applied for vacation of a drainage and utility easements lying over, under, and across Outlot B, Adelaide Landing. Community Development Director Rachel Juba presented to Council the location of the existing easement stating that Outlot B would be used for future development of Adelaide Landing additions. New drainage and utility easements would be dedicated over the property at the time final plats are recorded. She recommended Council hold the public hearing and approve the easement vacation for Adelaide Landing, Outlot B. Frank Milhofer, 13765 Foxhill Avenue, stated his property borders both of the existing drainage easements. He noted the water was higher than normal in the ponds, and he asked questions about where the new drainage would go. Hugo City Council Meeting Minutes for June 17, 2019 Page 3 of 4 Juba responded that the grading and stormwater management plan had been approved by the City and grading of additional ponding areas will be done with development. City Engineer Mark Erichson added that the vast majority of the 80 acres was not serving a drainage purpose, just providing the City an easement for access. There would be no effect to drainage on other properties. Miron made motion, Klein seconded, to approve the notice to vacate the drainage and utility easement located over Outlot B, Adelaide Landing. All Ayes. Motion carried. Update on Monument Sign Community Development Director Rachel Juba presented information from the Beautification Subcommittee, who had been working on the location and design of a new City of Hugo entry monument sign. The committee had decided to focus on the north entry to the City, and there were also discussions on how to modify the existing entry monument along CSAH 8 to incorporate the new City logo, be more legible, and install additional landscaping. Juba noted there was money in the budget to complete this project. The committee looked at th several locations including the corner of Highway 61 and 120 Street, which was once to be developed as commercial, there was an agreement to use that location for a sign. As the property develops, staff will evaluate that option for an entry sign. At the northern gateway, the th committee identified a location south of 180 Street in the MnDot right-of-way. An existing slope may require a retaining wall, and there is no City water for landscaping. Juba showed the Council concepts that were provided to the Beautification Subcommittee stating the Committee preferred the more vertical sign made of precast concrete pillar and a red brick pattern approximately 13 feet tall with a four foot panel. Juba stated that the materials and durability of the sign would need to be evaluated. If it was unacceptable, it was recommended to move forward with their second option, which is similar to the existing sign. Juba recommended Council authorize staff to finalize the design and receive cost estimates for the new north entry monument sign and resurfacing the existing western monument sign. Council discussed both options and did not have a strong opinion either way. Things considered were the similarity to the existing monument, durability of the vertical sign the committee recommended, and the cost. Klein, who was a member of the committee, explained the committee picked the vertical monument sign because of lack of space in the right-of-way and the steep embankment. Klein made motion, Petryk seconded, move approval to receive cost estimates for both signs prior to final approval. Council discussed the cost of getting two estimates and agreed it was best to move forward with the recommend concept and make sure the materials were durable. Petryk rescinded her seconded to the motion, and Klein rescinded his motion. Hugo City Council Meeting Minutes for June 17, 2019 Page 4 of 4 Klein made motion, Miron seconded, to authorize staff to finalize the design and receive cost estimates for the vertical monument sign as recommended by the committee. All Ayes. Motion carried. Yellow Ribbon Network Update Klein updated the Council on activities of the Yellow Ribbon Network. The YRN has sent 400 pounds in care packages to date. They will be assisting the 133rd Air Wing with a deployment ceremony on July 10. The YRN’s 10 anniversary celebration will be on June 25.The next ththnd Burger Night Sponsor will be JDog Junk Removal on June 26. December 14 will be the 22 Welcome Home Pheasant Hunt. Camp St. Croix will be putting care package together with rd Special Teams to go the 133 Air Wing. Klein showed pictures of the Hugo Lions Good Neighbor Days celebration and a photo showing a “thank you” from air force reserves for care packages. Washington County is looking for volunteer drivers. The YRN has received donations from the WBL American legion to help two families with medical issues. There is an offer from the Hugo Lions to repurpose a wheel chair for a family, and Keystone Senior Living will be repurposing household furniture for service members and families of the deployed. Yellow Ribbon Network 10th Anniversary on Tuesday, June 25, 2019 th City Administrator Bryan Bear reminded Council they had scheduled a meeting to attend the 10 Anniversary Celebration of the Yellow Ribbon Network on Tuesday, June 25, 2019, at 6 p.m. in the Oneka Room. White Bear Lake Schools Summer Connection on Wednesday, July 31, 2019 City Administrator Bryan Bear informed Council that the White Bear Lake Area Schools were holding a meeting with school board and city councils to provide an overview of the WBL schools comprehensive facility plan and get updates on what’s going on in the communities. The Summer Connection was scheduled for Wednesday, July 31, 2019, at 6 p.m. at the Vadnais Heights Commons. Klein made motion, Miron seconded, to schedule a meeting to attend the White Bear Lake Summer Connection on Wednesday, July 31, 2019 at 6 p.mn. All Ayes. Motion carried.
