Meeting called to order by Emil Maslowski, President, at 8:15pm
Roll call of officers: Emil Maslowski, James Letourneau, Clarence Wenzel,
Walter Marier, Robert Burkhand, all present.
Motion made and seconded that minutes
of regular meeting be approved as read. Motion carried.
Motion made and seconded that special minutes
of Dec 7, 1960 and Dec 29, 1960 be approved as read.
Motion carried.
No other business. Meeting adjourned at 8:28pm.

Meeting of new Council called to order at 8:30pm by

Motion made and seconded that the following bills be paid

Motion made and seconded that ??? take radio from Fire truck
and check for ?? and use in police car or ??. Motion carried.
Motion made and seconded that American Legion Post 620 be
granted Club liquor license $100.00, soft drink, cigarette,
and 3.2 on-sale beverage $1.00. Motion carried.
Motion made and seconded that village advertise for bids for
water supply well in Forest Lake Times on Jan 12 and 19, 1961.
Bids to be opened at 7pm on Monday Feb 6, 1961. Motion carried.
Upon approval of the Village Council, the Forest Lake Times was designated
as official Village newspaper, the First State
Minutes of Proceedings of theVillage Council of the
Bank of Hugo as official depository, and James Letourneau as
acting Mayor in absence of Mayor Maslowski.
After consultation, the following resolution was adopted with
reservation.
The Village of Hugo is interested, but being in the outlying area
of the Metropolitan area, it does not wish to obligate itself presently,
in any way.

RESOLUTION OF WATER RESOURCES STUDY COMMITTEE SUBCOMMITTEE
CONCERNING PROPOSED EXPANSION OF THE MINNEAPOLIS-ST. PAUL SANITARY DISTRICT
BE IT -RESOLVED, that it is the consensus of this subcommittee that
if agreement can be reached on
1) a plan for proportional representation on the managerial
board of the Sanitary District,
2) on an equitable plan of financing,
3) a reasonable and acceptable timetable,
4) boundaries, powers and duties of the Sanitary District,
then the Sanitary District should be expanded either by amendatory
legislation or by new legislation so as to provide sewage disposal
facilities for the Twin Cities Metropolitan Area.
After adoption of resolution on following page, a motion was made and seconded to
adjourn at 1:15am.

Part of Minutes of Meeting OF THE VILLAGE COUNCIL OF THE
VILLAGE OF HUGO, MINNESOTA
Pursuant to due call and notice thereof, a regular
meeting of the Village Council of the Village of Hugo, Minnesota, was
held at the Village Hall in said Village on Monday, January 9, 1961,
at 8:00 o'clock PM with the following members present:
Maslowski, Letourneau, Marier, Wenzel, Burkhand
and the following members absent: none.
Howard Kuusisto, consulting engineer, St. Paul, Minnesota,
then presented his detailed plans and specifications for the con-
struction of Water Works Improvement No. 1960-1. Said Plans and
specifications were then examined by the Council after which member
introduced the following resolution and moved its
adoption:
RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND
CALLING FOR CONSTRUCTION BIDS FOR WATER WORKS
IMPROVEMENT NO. 1960-1.
BE IT RESOLVED By the Village Council of the Village of
Hugo, Minnesota, as follows:
(1) Plans and specifications heretofore prepared by Howard A.
Kuusisto, consulting engineer, for the construction of
Water Works Improvement No. 1960-1 are hereby approved and ordered
filed.
(2) This Council shall meet at the Village Hall on Monday,
February 6, 1961, at 8:00 o'clock P.M. for the purpose of
receiving bids and awarding a contract for the construction of a well
for Water Works Improvement No. 1960-1, and the Clerk is hereby author-
ized and directed to cause notice of said meeting to be published in
the official newspaper and in the Construction Bulletin published at
Minneapolis, Minnesota, no later than three weeks prior to the date
of said meeting.
(3) This Council shall meet at the Village Hall on Tuesday,
February 21, 1961, at 8:00 o'clock P.M. for the purpose
of receiving and considering sealed bids for the construction of the
remainder of Water Works Improvement No. 1960-1, and the Clerk is
hereby authorized and directed to cause notice of said meeting to be
published in the official newspaper and in the Construction Bulletin
at least three weeks prior to the date of said meeting.
The motion for the adoption of the foregoing resolution was
duly seconded by member Wenzel and upon a vote being taken
thereon, the following members, voted in favor thereof: Maslowski, Marier, Wenzel,
Letourneau, Burkhand
and the following members voted against the same: none
whereupon said resolution was declared passed and adopted.

I, the undersigned, being the duly qualified and acting
Clerk of the Village of Hugo, Minnesota, DO HEREBY CERTIFY that I
have carefully compared the attached and foregoing extract of min-
utes of a meeting of the Village Council of said Village held on the
date therein indicated with the original minutes thereof on file in
my office and that the same is a full, true and correct transcript
thereof insofar as said minutes relate to approving plans and speci-
fications and calling for construction bids for Water Works Improve-
ment No. 1960-1.
WITNESS My hand officially as said Clerk and the official
seal of the Village this 9th day of Jan, 1961.
