Approval of Agenda Weidt made motion, Klein seconded, to approve the agenda as amended by adding the scheduling of Burger Night next month and the HBA Breakfast next Tuesday. All Ayes. Motion carried. ISD 624 Bond Referendum – Superintendent Wayne Kazmierczak and Assistant Superintendent for Finance and Operations Tim Wald White Bear Lake School District Superintendent Dr. Wayne Kazmierczak and Assistant Superintendent for Finance and Operations Tim Wald presented information to Council on the bond referendum that will be going to the voters on November 5 related to facility improvements. Kazmierczak explained the driving factors for the $326 million bond referendum were in response to the new strategic plan, taking into consideration enrollment, safety and security, aging facilities, and the future of educational programming. The strategic planning process took place over a seven month period with 90 community members and several subcommittees. The plan impacts all the buildings throughout the district and would reduce the number of transitions between schools. A 375,000 square foot addition would be added to the north campus in White Bear Lake for all 9-12 grade students, and a new elementary school would be constructed in Hugo. Impact to voters would be $23 a month on the average home value of $275,000. They answered questions from the Council on how they were engaging the public moving forward saying they have done mailings, and there was an advocacy group working separately from the district. Kazmierczak said there are community meetings, and they are willing to speak to anyone about this. He invited people to reach out to him. Approve Resolution Approving Variance for Rosemary Way Apartments 5. Approve Reduction in Letter of Credit for Adelaide Landing 3rd and 4th Addition All Ayes. Motion carried. Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Amendment to JPA with Lino Lakes for Elmcrest Ave/Cedar St. Improvement Project At its March 19, 2019, meeting, Council approved a resolution entering into a Joint Powers Agreement with the City of Lino Lakes for a project to improve 24th Avenue/Elmcrest Avenue and East Cedar Street. Bids were open August 15th at Lino Lakes, and the Hugo Council considered them at their August 19th meeting. Council agreed the bids were too high, likely due to the time of year, and approved a resolution rejecting all bids. Lino Lakes City Council rejected the bids at their August 26, 2019, meeting. Council had directed staff to draft an amendment to the Joint Powers Agreement so the project would be rebid in the fall of 2019 and constructed in the spring of 2020. Adoption of the Consent Agenda approved the amendment to the Joint Powers Agreement with the City of Lino Lakes. Approve Special Event Permit for Octoberfest Celebration on Saturday, October 5, 2019 at Hugo Legion The Hugo American Legion had applied for a Special Event Permit to hold a craft show and Oktoberfest on Saturday, October 5, 2019. A Special Event Permit approved by Council was necessary because alcohol will be sold outdoors, there may be more than 200 people in attendance, it will extend after dark, and there will be amplified music. Vendors will be open from 9 a.m. to 2 p.m., and there will be music and a bean bag tournament until 7 p.m. Alcohol will be served outside in a confined area. The Legion had worked out details with neighboring Hugo City Council Meeting Minutes for September 3, 2019 Page 3 of 5 properties for parking. The event was held for the first time last year with no problems staff is aware of. Adoption of the Consent Agenda approved the Special Event Permit for the Hugo Legion for their Oktoberfest Event subject to the conditions in the staff memo. Approve Resolution Approving Variance for Rosemary Way Apartments MWF Properties had requested approval of a variance to allow an apartment building to be 45 feet and 7 inches tall at the highest point of the building (roof ridge), where 35 feet was required by ordinance. On April 15, 2019, the City Council approved a site plan and Conditional Use Permit for a three-story building with 45 units to be known as Rosemary Apartments. The property is located on Rosemary Way and west of Everton Avenue in the Frenchman Place development. At its Thursday, August 22, 2019, meeting, the Board held a public hearing and considered the request. The Board agreed that it met the criteria necessary to approve the request and unanimously recommended approval to the City Council. Adoption of the Consent Agenda approved RESOLUTION 2019-35 APPROVING A VARIANCE FOR MWF PROPERTIES FOR AN APARTMENT BUILDING ON THE PROPERTY LOCATED NORTH OF ROSEMARY WAY AND WEST OF EVERTON AVENUE NORTH. Approve Reduction in Letter of Credit for Adelaide Landing 3rd and 4th Addition Adelaide Landing 3rd and 4th Additions had significant work completed to date, and the developer was requesting a reduction in the letter of credit for both the 3rd and 4th Additions. The current letter of credit for the 3rd Addition was in the amount of $842,744. Staff had inspected the work completed to date and recommended Council approve the reduction in the letter of credit to $225,150 based on the value of work remaining to be completed. The current letter of credit for the 4th Addition was in the amount of $463,267. Staff had inspected the work completed to date and recommended Council approve the reduction in the letter of credit to $334,767 based on the value of work remaining to be completed. Adoption of the Consent Agenda approved the reduction in the letters of credit. Yellow Ribbon Network Report Council Member Chuck Haas and Council Member Phil Klein reported to Council on the Yellow Ribbon Network activities held recently. Haas shared pictures of a recent packing event held in White Bear Lake hosted by Loukes who raised over 1,000 pounds of care package items. A thousand cupcakes set in the shape of a flag were donated by Grandmas Bakery. The White Bear Lions paid for the postage. The last Burger Night sponsor was Xcel Energy, and they served 160 burgers. Haas talked about Xcel’s Dollars for Doing program where the company matches employee donations. Haas attended the MN State Fair Military Appreciation Day to tell the Yellow Ribbon story and gain support for the troops. Jdog donated a chair to a veteran. The YRN helped organize a pheasant hunt for 24 soldiers in the St. Cloud area. On September 28th, the Fry Group will be hosting their Ribfest. All donations will go to the YRN. Also on March 28th is the Military Youth Hunt at Wild Wings. The YRN will be sponsoring a family pre-deployment picnic and will be providing lunch for 2,500 people. Hugo City Council Meeting Minutes for September 3, 2019 Page 4 of 5 Burger Night on Tuesday, September 24, 2019 Haas added this to the agenda to announce that Hugo will be receiving the Seven Seals Award from the Department of Defense at the next Burger Night, and he suggested Council be there to accept it. Klein made motion, Petryk seconded, to schedule meeting to attend Burger Night on Tuesday, September 24, 2019, at 5 p.m. at the Hugo American Legion. All Ayes. Motion carried. Hugo Area Business Association Networking Breakfast Haas added this to the agenda to schedule a meeting to attend the Hugo Area Business Association’s networking breakfast on Tuesday, September 10, 2019, at 7:30 a.m. at the Blue Heron. Haas made motion, Klein seconded, to schedule a meeting to attend the HBA breakfast on Tuesday, September 1, 2019. All Ayes. Motion carried. Midyear Budget Workshop on Thursday, September 5, 2019 City Administrator Bryan Bear reminded Council the Midyear Budget Workshop was scheduled for Thursday, September 5, 2019, at 7:00 p.m. in the Council Chambers. Breakfast on the Farm on Saturday, September 7, 2019 City Administrator Bryan Bear reminded Council a meeting was scheduled to attend Breakfast on the Farm on September 7, 2019, at the Miron Farm, 15250 Homestead Ave. N. from 8:30 – 11:30 a.m. White Bear Area Chamber Annual Legislative Reception on Tuesday, November 12, 2019 City Administrator Bryan Bear informed Council the White Bear Area Chamber will host their annual Legislative Reception at the Tria Restaurant on Tuesday, November 12, 2019, from 5- 7:30 p.m. The Tria is located at 5959 Centerville Road in North Oaks.
