APPROVING A SITE PLAN FOR A STORAGE FACILITY ON PROPERTY LOCATED AT
5560 152ND STREET NORTH
WHEREAS, Minnesota Built Hugo Minnesota, LLC. has requested approval of a site plan to allow
construction of a three-story climate controlled storage building with a foot print of approximately
16,600 square feet on the property located at 5560 52nd Street North and legally described as follows:
See Attachment.
WHEREAS, the Planning Commission has reviewed the site plan and recommends approval;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HUGO, MINNESOTA, that it should and hereby does approve the request by Minnesota Built Hugo
Minnesota, LLC for a site plan, subject to the following conditions:
1. A site plan is approved to allow development of one (1) lot for a ministorage facility, in accordance
with the application received by the City on July 16, 2019, and September 9, 2019, except as
amended by this resolution.
2. The applicant shall comply with all conditions from the City Engineer's memo dated August 14,
2019, and additional redlined comments provided to the applicant's engineer.
3. A sign permit is required for all signs. The sign permit application shall be reviewed and approved
by City staff prior to installation.
4. Prior to grading, the applicant shall obtain any necessary permits from FEMA for filling the
floodplain.
5. Prior to issuance of building permits, the developer must comply with the following conditions:
Architecture
a. Staff shall review and approve the building material textures.
b. Staff shall review and approve the building material colors.
c. Staff shall review and approve the architectural metal texture and color.
d. Staff shall review and approve the architecture and building material revisions to the existing
buildings.
e. No signage or images be allowed to be displayed in the windows.
f. The internal roof drainage system that shall be integrated into the building design and shall be
reviewed and approved by staff.

Landscaping/lighting
a. The landscape plan shall be revised to include 7 additional trees. The plan shall include the size
of the trees and shrubs that will be planted. The plan shall be reviewed and approved by staff.
b. The developer shall show all areas that will be seeded, sodded, and irrigated on the landscape
plan.
c. The landscaping shall be irrigated to ensure establishment of plantings.
d. The lighting plan shall be revised to meet the standards in City Code Section 90-239 Lighting.
e. The applicant shall submit cut sheets for the wall mounted light fixtures to be reviewed and
approved by staff.
f. The light fixtures shall match the building material color they are affixed to.
Fees
a. All development fees shall be paid.
Miscellaneous
a. The engineering plans shall be revised to be consistent with architectural site plan.
b. The plans shall be revised to show area of the site containing the buildings and
parking/driveways to be enclosed with black chain link fence. The black architectural fence will
be along the west side.
c. The applicant should show the parapet height on other elevations.
d. The developer shall obtain all necessary local, state, and federal permits. The applicant shall
meet all requirements in the MnDOT letter dated August 21, 2019.
e. An encroachment agreement shall be executed between the City and the applicant for grading
and landscaping.
6. Prior to the issuance of a Certificate of Occupancy, the developer must comply with the following
conditions:
a. All roof top mechanical equipment shall be screen from view of adjacent properties and public
right-of-way.
b. All landscaping shall be installed per the plans approved by staff.
c. The existing pylon sign shall be removed from the property.
