Emil Maslowski who is hospitalized, at 8:10pm. Roll call of officers: Emil Maslowski absent, James Letourneau, Walter Marier, Clarence Wenzel, Robert Burkhand present. Motion made and seconded that minutes of previous meeting be approved as read. Motion carried. Motion made and seconded that the following bills be paid. Motion made and seconded that $30.00 be expended for materials for a grand stand seating 16 people at the baseball park. Motion carried. Boy Scouts given permission by Council to use hall on Tues evenings for meeting with Robert Miller in charge as Scout Master and also is storage space in storage room for same including shelving to be supplies by the Scouts. Motion made and seconded that Village conduct hearing on May 23, 1961 for additional water mains. Motion made and seconded that village have Northern States Power Co install new Nitewatch light for village hall at the cost of $3.25 per month and to be maintained by the Northern States Power Co entirely. Motion made and seconded that Robert Burkhand be hired to work out Front Footage assessments and unit assessments for the Village at a flat rate of $1000 for the job, plus travel expenses. Motion carried. Acting Mayor James Letourneau proclaimed clean up week for the week of May 14, 1961 Hours to be 3:00pm to 7pm week days and Saturday 9:00 to 11:00am and 1-5pm. Motion made and seconded that Village adopt Resolution of Women's Club of Grove City pertaining to Home mail delivery service whenever possible. Minutes of Proceedings of the Village Council of the Motion made and seconded that Hugo Baseball Club be issued 3.2 beer license for baseball season for $1.00. Motion carried. Motion made and seconded that ???? be issue Beer Permit for $1.00 for May 27, 61. Motion made and seconded that Mrs Ray Lallier be granted cig license $9.00 and soft drink license $5.00. Motion carried. Due to the late hour motion was made and seconded to adjourn at 12:40am. Robert E. Burkhand\ Clerk EXTRACT OF MINUTES OF MEETING OF THE VILLAGE COUNCIL OF THE VILLAGE OF HUGO, MINNESOTA Pursuant to due call and notice thereof, a regular meeting of the Village Council of the Village of Hugo, Minnesota, was held at the Village Hall in said Village on Monday, May 1, 1961, at 8:12 o' clock P.M. with the following members present: James Letourneau, Walter Marier, Clarence Wenzel, Robert Burkhand and the following members absent: Emil Maslowski The Council then considered a preliminary report heretofore sub- mitted by Howard A. Kuusisto, Consulting Engineer, as to the feasibility and estimated cost of constructing waterworks improvements in the Village. After considering said report, member Marier introduced the fol- lowing resolution and moved its adoption: RESOLUTION APPROVING THE ENGINEER'S PRELIMINARY REPORT AND CALLING PRELIMINARY HEARINGS ON WATERWORKS IMPROVE- MENTS. BE IT RESOLVED By the Village Council of the Village of Hugo, Minnesota, as follows: (1) The preliminary report of Howard A. Kuusisto as to the feasi- bility and estimated costs of constructing Waterworks Improve- ments is hereby approved and ordered filed. (2) Said improvements shall be designated as Waterworks Improvement No. 1961-1 as more fully described in the notice of hearing here- in contained. (3) This Council shall meet at the time and place specified in the form of notice herein contained for the purpose of conducting preliminary public hearings on said improvements and the Clerk is hereby authorized and directed to cause said notice to be published in the official newspaper twice, wVhich publications shall be one week apart with the last publication not later than three days before the date of the hearings. Said notice shall be in substantially the following form: NOTICE OF PRELIMINARY HEARINGS WATERWORKS IMPROVEMENTS HUGO, MINNESOTA NOTICE IS HEREBOY GIVEN that the Village Council of the Village of Hugo, Minnesota, will meet at the Village Hall in said Village on May 23 1961, at 8:00 o'clock P.M. to conduct preliminary public hearings on the proposed construction of Waterworks Improvement No. 1961-1, consisting of watermains, valves, hydrants and appurtenances in the following described streets. - In First Avenue from a point approximately 1200 feet west of T. H. 61 to a point approximately 1800 feet west and north of T.H. 61, Along the west right-of-way line of the Northern Pacific Railway from First Avenue to Second Avenue, and from Egglake Rd. to east corporate limit,1560 ft. In Maple Street from Hugo Place to Withrow Road; in Withrow Road from Maple Street to Oak Street; in Pine Street from Fifth Avenue North to a point approximately 900 feet north of Fifth Avenue North; in Redwood Street from Sixth Avenue North to the north corporate limits; in Sixth Avenue North from Pine Street to Redwood Street. The estimated cost of said improvement is $23,819.90. The area proposed to be assessed for special benefit derived from said im- provements is each lot piece and parcel of property abutting the above described streets. Said property owners are further advised that their properties may also be assessed for special benefit derived from the con- struction of Waterworks Improvement No. 1960-1, namely $200 for each busi- ness or residence or for each equivalent residential family dwelling unit. Owners of property which may be assessed may, at the above stated time and place, present oral or written objections to said improvements and the Council shall pass thereon with respect to each improvement.
