Staff recommends approval of the minutes of the Parks Commission meeting of March 20, 2019.

Adelaide Landing Park Plan
The Parks, Recreation, and Open Space Commission reviewed a sketch plan of Adelaide Landing at their July
13, 2016 which included an area for a park. Excelsior Group made a proposal for park dedication that
included a combination of 7.8 acres of land plus $1,128 per unit in fees. They also proposed to construct a
trail system and grade and landscape the park area. The Parks Commission approved the park dedication
proposal and discussed working together to plan and construct the park area.
At the meeting of January 11, 2019 The Parks Commission heard an update on Adelaide Landing. Ben
Schmidt from Excelsior Group informed that Adelaide Landing 111 and 2nd Additions are nearly complete and
that the 3rd Addition is ready to start. Excelsior Group is proposing a partnership with the City to complete
the park. The City of Hugo would plan the park and install the majority of the park features. Excelsior Group
would construct paved areas within the park as a part of their upcoming pavement projects in exchange for a
reduction in their park dedication fees.
The Parks Commission discussed the partnership and the park configuration. Having a sufficient amount of
parking was a priority. A drop off area adjacent to the southern ball field something they wanted to look
into. The Commission discussed utilizing the power line easement areas as much as allowable, having strong
trail connections between the north and south areas of the park, having large multi -purpose playground and
pickleball/basketball courts. A large picnic shelter was desirable given the size of the neighborhood and total
reach of the development. This input was passed on to Westwood to guide them in drafting the park site
plan.
Two site plans have been prepared. Staff recommends that the Commission review the plans for a future
park in Adelaide Landing and provide input. Staff also recommends the Commission review the estimates for
park features and provide direction.

1301h Street/ Hardwood Creek Trail
In November 2018, the City of Hugo applied for a partnership project with Living Healthy Washington County
through the Statewide Health Improvement Program. We were informed that our project has been funded.
With the funds, a preliminary design and feasibility study will be drafted for a segment of trail on 130th Street
and the alternate alignment of the Hardwood Creek Trail. Staff will present the project plan for your
discussion and approval.

Sunset Lake Future Park Planning
At the meeting of October 18, 2018, the Parks Commission approved a park dedication proposal for The
Preserve on Sunset Lake. The proposal included dedication of .93 acres of land on Sunset Lake adjacent to
the .7 acre city -owned parcel. The Parks Plan states that "providing access to and protect Hugo's water
resources including wetlands, lakes, and streams is encouraged to build a connected, multi -function parks
system". At the time of the development approvals, there was neighborhood interest in those parcels being
developed into a park. Both the Parks Commission and the City Council included planning the future park in
their 2019 goals. Staff will present a timeline and planning proposal from WSB and Associates.

Strub called the meeting to order at 7:02 pm.
1. Approval of Minutes from the January 16, 2019 Meeting
Schmid made a motion, Rauschendorfer seconded to approve the minutes of the January 16, 2019 Parks
Commission meeting.

2. The Meadows at Hugo Sketch Plan
Shayla Denaway, Parks Planner, reviewed the sketch plan from Golden Valley Land Company for "The
Meadows at Hugo". The sketch plan is for 84 residential lots on 33.41 acres located north of 1591" Street and
West of Highway 61. The developer is not proposing to dedicate land and the fee would be $201,600. The
developer proposed that the City build a street on the adjacent city -owned property to provide access the
development.
The Parks Commission discussed that Frog Hollow would serve the park needs of the neighborhood. They
also discussed that a future park could go on either city owned property or be built with future development
to the north. The Commission generally agreed that payment of a park dedication fee was preferred over
dedication of land and trying to locate a small park in this development. In regards to the city -owned
properties to the west of the proposed development, the Commission recalled that they requested a part of
the land dedicated with Oneka Place to be separated to allow them to provide right-of-way and access to a
future development to the east. Now called Outlot L, the parcel surrounding the watertower was sized to
provide flexibility in extending Farnham Avenue to access the future park and the parcel to the east. The
Commission discussed that they have not planned the future park but options for Outlot L include a parking
lot, residential lots, park features and more.
Strub commented that the future park will be a great amenity to The Meadows at Hugo and more trail
connections to it are needed. The Engineer stated that they intend to make trail connections.
Schmid asked the Engineer of the development about irrigation and wetlands.
Rauschendorfer discussed the greenways in the area and wanted to ensure trails north and west through the
development. He also asked about using the ditch on the east side of the development for a trail corridor.
Since there is not plan for the future park, the Park Commission recommended making land available for
construction of the street at the developer's expense, but not allow the development of the lots as shown on
the Meadows at Hugo sketch plan. They were generally supportive of the proposed trail connections. They
discussed wanting to keep their options open until the future park is planned knowing it could include a
parking lot, active park features, or more if desired.
3. Rosemary Apartments Park Dedication Proposal
MWF Properties is requesting approval of a park dedication proposal for a multi -family housing building with
45 housing units called "Rosemary Apartments". The apartments will are on 4.8 buildable acres. The
developer has proposed payment of the park dedication fee of $108,000 in lieu of land.
The Parks Commission discussed the outdoor play area, sidewalks adjacent to the development, and that
nearby parks include Lions Park and Heritage Ponds Park.
Schmid made a motion, Haag seconded to approve the park dedication proposal of payment of $108,000 in
lieu of land for "Rosemary Apartments".

Project Description: The City of Hugo is looking to put together a feasibility study to complete missing trail connections between Highway 61 and Fenway
Boulevard along and near 130th Street. There is an existing north -south trail on Fenway Boulevard and there will be a trail constructed in 2019 on 130th
Street east of Highway 61. This is part of the alternate alignment identified with the Hardwood Creek Regional Trail Master Plan. The feasibility study will
also include a segment of the HCRT.
How will you sustain the project/initiative or policy beyond SHIP funding? The feasibility study will make it possible to construct the missing trail

Fenway Trail at 130th Street and extending south to connect up with Falcon Court
and the future Hardwood Creek Regional Trail to run parallel to the railroad line a!

Preliminary design will include a project start-up meeting with the City of Hugo,
and potentially the County, to review the project schedule, key timelines and
project outcomes. An initial site inventory and analysis will be conducted in order
to identify opportunities and constraints, along with review and discussion of
previous plans and studies. Preliminary trail routes and options will be prepared to
illustrate trail types and locations.

Stakeholder Involvement Gather input and build local support for the project with neighborhood residents May 2019
and businesses. This will include one-on-one meetings with the surrounding
property owners to review and discuss the potential trail improvements and
options. Surrounding residential neighborhoods will be notified.
Feasibility Design
Memorandum of Understanding:
A feasibility study for the trails will be prepared based on the outcome of preferred
trail routes and types to include a 30% design document package illustrating trail
layout and partial grading plan with an estimate of probable costs. An
accompanying report/memorandum will be prepared. The preferred trail layout
plan will be brought to a public Parks Commission meeting for review and
approval. The preferred trail layout plan will be brought to a City Council meeting
for review and approval.

• By completing this action plan and signing the County service contract we agree that any equipment purchased with Statewide Health Improvement Program
(SHIP) funding will be used for the intended purpose of this action plan.
• Partners are expected to spend at least 50% of contracted funds by June 30, 2019 to allow for implementation and evaluation of action plan items as is
required by the grant.
• Project lead will complete invoices and reimbursement forms while ensuring action plan activities are being completed.
• Project lead will participate in informal monthly check -ins, one site visit and complete the Final Evaluation Report by October, 2019.

Re: Sunset Lake Park Master Plan Proposal
Dear Shayla:
I am pleased to submit this letter proposal on behalf of WSB to the City of Hugo (City) for the
Sunset Lake Park Master Plan.
PROJECT UNDERSTANDING
It is our understanding that this project is to include the creation of a master plan for Sunset Lake
Park to include the existing city parcel with additional park land being dedicated to the city from
the Preserve on Sunset Lake development. The vision for Sunset Park, located on Sunset Lake,
is to focus on more passive day -use recreation with lake access for non -motorized watercraft that
blends with the surroundings and fits with the character in the surrounding neighborhood.
SCOPE OF SERVICES
The following scope of services is meant to provide the City with the steps necessary to complete
a successful master plan that will set the stage for future development. WSB is always willing to
adjust our scope of services as necessary in order to be more tailored to your needs or account
for budgetary concerns.
A. Protect Start -Up, Management, Data Collection & Programming: WSB will gather all
pertinent project related data, set up project documents, and provide ongoing project
management.
a. Project Start -Up & Programming Meeting: WSB will attend a project start-
up/focus meeting with the city staff to create a list of preliminary programming
needs to take into consideration for the master plan design and establish the
project schedule to be in line with the City's neighborhood engagement tasks.
b. Data Collection: WSB will gather project data from the City, including any GIS or
CAD files, and will create a base map utilizing City data, lidar topography and
county aerial imagery. No wetland delineation or topographical survey services
are included. The City will provide WSB with the site programming elements
based on preferences from the City and input gathered from the neighborhood.
All community engagement for neighborhood input will be conducted by the City.
c. Site Analysis: WSB will conduct a site review to identify site opportunities and
constraints for consideration in the preparation of the master plan.
B. Master Plan Development and Review: This task includes the design steps necessary to
create a master plan which will include the following:
a. Conceptual Plans: WSB will prepare one to two alternative conceptual designs in
a basic plan format (not rendered) for the park based on programming, existing

conditions, opportunities, site circulation, unique features, etc. which may provide
a varying degree or approach to development for consideration.
b. Staff Review Meeting: One (1) city staff review meeting of the concept plans will
be held to review, discuss and determine which elements of the concept plans to
carry forward into the preferred master plan.
c. Preliminary Master Plan: WSB will prepare a preliminary master plan based on
feedback from the City that represents the design solution that best responds to
the needs and desires of the stakeholders. A preliminary estimate of probable
cost for construction shall be prepared for the preliminary master plan.
d. Staff Review: The preliminary master plan will be sent electronically to the City
for review with a teleconference conversation to discuss the plan and provide
feedback for any necessary refinements.
e. Final Master Plan: WSB will make any necessary modifications to the preliminary
master plan and estimate of probable costs for construction to create the final
master plan, which will include a rendered site plan. It is assumed that the City
will take the final master plan to the Parks Commission and City Council
meetings, as necessary, for approval and adoption.
C. Additional Services: Services other than those listed in the Scope of Services above and
requested and authorized in writing by the City. These services shall be billed on an
hourly basis according to the current Hourly Rate Schedule.
FEE PROPOSAL
It is proposed that the Scope of Services identified in Tasks A and B above to be billed on a lump
sum basis of $4,600 (Four Thousand Six Hundred Dollars).
