PLEASE SEE THE ATTACHED MINUTES. Approve Minutes from July 24, 2019 Meeting Staff recommends approval of the minutes of the Parks Commission meeting of July 24, 2019. PLEASE SEE THE ATTACHED MINUTES. Trail Feasibility Study At the meeting of April 17, 2019, the Parks Commission approved a feasibility study of the missing trail connections around 130th Street and the Hardwood Creek Regional Trail. Funding was received through an active living partnership project with Living Healthy Washington County and the Statewide Health Improvement Program (SHIP). The total cost of the feasibility study, preliminary design, and project report is estimated to be $13,000 with $10,000 being covered by the SHIP funds. WSB completed the site evaluation and proposed three potential trail layouts. The Parks Commission discussed the options at their meeting of June 19, 2019. Staff met with representatives of Wilson Tool and sent notification letters to other potentially impacted property owners. Noting all of the input received, WSB revised the trail concepts. Candace Amberg and Jordan Gedrose from WSB will present the revised feasibility study. PLEASE SEE THE ATTACHED CONCEPTS. Sunset Lake Future Park Planning At the meeting of October 18, 2018, the Parks Commission approved a park dedication proposal for The Preserve on Sunset Lake. The proposal included dedication of .93 acres of land on Sunset Lake adjacent to the .7 acre city-owned parcel. The Parks Plan states that “providing access to and protect Hugo’s water resources including wetlands, lakes, and streams is encouraged to build a connected, multi-function parks system”. At the time of the development approvals, there was neighborhood interest in those parcels being developed into a park. Both the Parks Commission and the City Council included planning the future park in their 2019 goals. At the meeting of April 17, 2019 the Parks Commission approved a timeline and planning proposal from WSB and Associates. Candace Amberg and Jordan Gedrose from WSB will present two concepts for a park at Sunset Lake. Staff recommends discussion and direction on any needed changes to the concept plans and that a neighborhood meeting be set for September 18, 2019. PLEASE SEE THE ATTACHED CONCEPTS. Approval of Minutes from the May 15, 2019 Meeting Correction to agenda item #4 – “208” changed to “2018” Rauschendorfer made a motion, Moore-Arcand seconded to approve the minutes of the May 15, 2019 Parks Commission meeting. All ayes. Motion carried. 2. Update on Trail Feasibility Study Denaway presented three trail concepts prepared by WSB and Associates for the area of 130th Street and the Hardwood Creek Regional Trail. The pros and cons of each option were listed, including Regional Trail requirements, private roads versus public roads, and cost. Moore-Arcand stated concerns with the safety of concept 3, specifically the on-road trail portion. She also inquired as to whether or not Wilson Tool was supportive of trail construction. Rauschendorfer stated concerns about easements need with the conceptual trail layouts and future trail connections. He also stated the boardwalk structures in Concept 1 and 2 may affect the Regional Trail designation. Commissioners appreciated the connection to Oak Shore Park in Concept 1 and questioned whether concept features could be combined to allow for access to Oak Shore Park as well as Regional Trail designation. Page 2 of 2 Parks Commission Minutes June 19, 2010 Anderson mentioned that boardwalks could affect how the trail is used. 3. Park Prioritization Exercise The City Council asked the Parks Commission to prioritize community park improvements. Denaway reviewed the community parks in Hugo. Denaway reviewed the parks chapter of the 20140 Comprehensive Plan, including the guiding principles. Resident preferences included trail development, multi-use facilities that serve a wide range of users, and water amenities. Denaway presented a draft priority list prepared for the purposes of facilitating discussion. Schmid expressed concerns with maintaining a balance between natural parks and improved parks. Strub suggested adding “MORC” to the options for Irish Avenue Park. Rauschendorfer stated he would prefer Sunset Lake to be considered a community park, however it does not meet community park standards. Moore-Arcand made motion to accept the Staff compiled priority list with the mentioned adjustments. Tennyson seconded. All ayes. Motion carried. 5. Recreation Programming Calendar Park Play Days – Starting June 10 Fridays with Fire Fighters – June 14, July 12, August 16 Family Concert – August 9 Tech Tac Toe – June 24-27, August 5-8 Memory Cafes – Ongoing (4th Wednesday of every month) Preschool Story Hours – Ongoing (2nd Tuesday of every month) Tour de Hugo – September 21 6.
