PLEASE SEE THE ATTACHED MINUTES. 130th Street/ Hardwood Creek Trail In November 2018, the City of Hugo applied for a partnership project with Living Healthy Washington County through the Statewide Health Improvement Program. We were recently informed that our project has been funded. With the funds, a preliminary design and feasibility study will be drafted for a segment of trail on 1301h Street and the alternate alignment of the Hardwood Creek Trail. Staff will present the project plan for your discussion and approval. A LOCATION MAP AND THE GRANT ACTION PLAN ARE ATTACHED. Sunset Lake Future Park Planning At the meeting of October 18, 2018, the Parks Commission approved a park dedication proposal for The Preserve on Sunset Lake. The proposal included dedication of .93 acres of land on Sunset Lake adjacent to the .7 acre city -owned parcel. The Parks Plan states that "providing access to and protect Hugo's water resources including wetlands, lakes, and streams is encouraged to build a connected, multi -function parks system". At the time of the development approvals, there was neighborhood interest in those parcels being developed into a park. Both the Parks Commission and the City Council included planning the future park in their 2019 goals. Staff will present a timeline and planning proposal from WSB and Associates. Approval of Minutes from the December 19, 2018 Meeting Tennyson made a motion, Rauschendorfer seconded to approve the minutes of the December 19, 2018 Parks Commission meeting. All Ayes. Motion carried. 2. Adelaide Landing Future Park Shayla Denaway, Parks Planner reviewed the approvals and recent construction progress in Adelaide Landing. The park dedication approval included 7.8 acres of land $1,128 per unit in fees. The developer is in the process of constructing 1.5 miles of trails which includes boardwalks. Ben Schmidt, Excelsior Group informed that Adelaide Landing 15Yand 2nd Additions are nearly complete and that the 3rd Addition is ready to start. Excelsior Group is proposing a partnership with the City to complete the park. The City of Hugo will finish planning the park. Excelsior Group will construct paved areas within the park as a part of their pavement projects in exchange for a reduction in their park dedication fees. They are also responsible for the buffer landscaping in the park. The City of Hugo will finish the park plan and construct the park features. The Parks Commission discussed the partnership with Excelsior Group and the sketch of the park site shown in concept designs. Having a sufficient amount of parking was a priority. They compared it to other Hugo parks and found 30-40 spots would be good. They looked at the configuration and wanted to look at having a drop off area adjacent to the southern ball field. They also discussed utilizing the power line easement areas as much as allowable. They talked about having strong trail connections between the north and south areas of the park. A large multi -purpose playground with equipment for all ages is desirable. The Commission agreed with Schmidt that a pickleball court would probably be desirable for residents. The court could be multi -purpose and also have a basketball hoop. A large picnic shelter is also desirable given the size of the neighborhood and total reach of the development. Parks Commission directed City Staff to move forward with the partnership and to continue working with Westwood to draft the park site plan. 3. Scott Anderson, Public Works Director stated we would cancel our event and look to re -schedule it. 4. Update on YMCA Tennyson informed that the campaign to donate which is held annually for the YMCA is now a year round encouragement. 5. Adjournment Rauschendorfer made a motion, Clarke seconded to adjourn the meeting at 8:05 pm. All Ayes. There is an existing north -south trail on Fenway Boulevard and there will be a trail constructed in 2019 on 130th Street east of Highway 61. This is part of the alternate alignment identified with the Hardwood Creek Regional Trail Master Plan. The feasibility study will also include a segment of the HCRT. The study will also include the study of trail segment from the existing Fenway Trail at 130th Street and extending south to connect up with Falcon Court and the future Hardwood Creek Regional Trail to run parallel to the railroad line a! an alternate route for the HCRT. Preliminary design will include a project start-up meeting with the City of Hugo, and potentially the County, to review the project schedule, key timelines and project outcomes. An initial site inventory and analysis will be conducted in order to identify opportunities and constraints, along with review and discussion of previous plans and studies. Preliminary trail routes and options will be prepared to illustrate trail types and locations. Feasibility Design Memorandum of Understanding: A feasibility study for the trails will be prepared based on the outcome of preferred trail routes and types to include a 30% design document package illustrating trail layout and partial grading plan with an estimate of probable costs. An accompanying report/memorandum will be prepared. The preferred trail layout plan will be brought to a public Parks Commission meeting for review and approval.
