Adjournment Page 2 of 3 Parks Commission Agenda May 15, 2019 Background Parks, Recreation, and Open Space Commission Meeting of May 15, 2019 Hugo City Hall, 7:00 pm Approve Minutes from April 17, 2019 Meeting Staff recommends approval of the minutes of the Parks Commission meeting of April 17, 2019. PLEASE SEE THE ATTACHED MINUTES. Kathy Marier Memorial At the meeting of February 9, 2018, the Parks Commission heard a proposal from Pete Pederson, representing the Hugo Lions Club for a memorial in Lions Park. The Lions Club would like to honor Kathy Marier for her service to the Hugo Parks Commission with a plaque (installed on a boulder) to be placed in Lions Park. The Hugo Lions Club plan to take care of all costs and coordination efforts. The installation ceremony would take place during Hugo Good Neighbor Days. The inscription would read: In grateful acknowledgement of her service to Hugo’s parks system, we honor the memory of Kathryn Marier. (1958-2004) Her vision and leadership led to the establishment of the Hugo Parks Commission in 1998, serving as Chair. She initiated the construction of the first playground in Hugo which was built in the fall of 1998 located here in Lions Park. We are better because of your efforts. Adelaide Landing Park Plan The Parks, Recreation, and Open Space Commission reviewed a sketch plan of Adelaide Landing at their July 13, 2016 which included an area for a park. Excelsior Group made a proposal for park dedication that included a combination of 7.8 acres of land plus $1,128 per unit in fees which the Parks Commission approved. It was also agreed upon to work together on the park At the meeting of January 11, 2019 The Parks Commission heard an update on Adelaide Landing. Ben Schmidt from Excelsior Group informed that Adelaide Landing 1st and 2nd Additions are nearly complete and that the 3rd Addition is ready to start. Excelsior Group is proposing a partnership with the City to complete the park. The City of Hugo would plan the park and install the majority of the park features. Excelsior Group would construct paved areas within the park as a part of their upcoming pavement projects in exchange for a reduction in their park dedication fees. Page 3 of 3 Parks Commission Agenda May 15, 2019 At the meeting of April 17, 2019, the Commission reviewed two plans for the future park. Commissioners generally preferred the circular parking lot but wished to reconfigure layout to distance the park features from the residential lots. Westwood has drafted two additional park plans for your review featuring the circular parking lot. Staff recommends approval of a final park plan. PARK PLANS DATED (#1) 3/11/2019 AND (#2) 4/5/2019 ARE ATTACHED WHICH REVIEWED AT THE APRIL MEETING. THE TWO NEW DRAFTS ARE DATED 5/8/2019 AND LABELED #3 AND #4. Neighborhood Park Upgrades Starting in 2017, the Parks Commission has reviewed Hugo’s neighborhood parks for necessary updates. In 2018 projects included things such as resurfacing courts at Arbre Park and Val Jean Park. Staff will provide an update on needed projects identified in the spring review of the parks. The Parks Commission allocated $40,000 for park upgrades in 2019 with the Capital Improvement Plan. Approval of Minutes from the March 20, 2019 Meeting Moore-Arcand made a motion, Haag seconded to approve the minutes of the March 20, 2019 Parks Commission meeting. All Aye. Motion Carried. 2. Adelaide Landing park Plan Shayla Denaway, Parks Planner, presented two site plans for the future park at Adelaide Landing for open floor discussion. Discussion included: Parking, Power line easement, greenspace, traffic, soccer field, sidewalk, water reuse, ballfield, trail connection, picnic shelter, lighting, landscaping buffer for neighbors, cost estimates, partnership, playground, pickle ball/basketball courts. Commissioners generally preferred the circular parking lot but wished to reconfigure the features to distance them from the residential lots. Tennyson made a motion, Moore-Arcand seconded to accept the cost estimates for the future park in Adelaide Landing and to continue the partnership with Excelsior Group and reduce future park dedication in exchange for work done in the park. Strub made a motion, Tennyson seconded to revise the park plan to include the round parking lot and have more consideration for sound and the surrounding properties. All ayes. Motion carried. 3. Sunset Lake Future Park Planning Denaway presented a proposal from WSB and Associates for planning the future Park on Sunset Lake. This would include data collection, meetings with the neighborhood, drafting a preliminary plan and presentation of the final plan to the Parks Commission in November. The Commission discussed drafting concepts to show options that are feasible with the site conditions to the neighborhood to get their feedback. Holding the meetings in September was preferred in hopes of getting more participation from the neighborhood versus a summer evening. Tennyson made a motion, Moore-Arcand seconded to approve the $4,600 scope of services from WSB and moving forward with planning the future park on Sunset Lake. All ayes. Motion carried. 4. 130th Street/Hardwood Creek Trail Shayla Denaway, Parks Planner updated on the partnership project with Living Healthy Washington County Health Improvement Program. The Parks Commission allocated $20,000 with the Capital Improvement Plan for planning and design of the Hardwood Creek Trail extension. WSB is estimating the cost of the feasibility study, preliminary design, and project report to be $13,000. Of the total cost, $3,000 would come from the special parks fund, meeting the 10% match requirement for the Living Healthy Grant of $10,000. Staff is aware that the trail connections need to be evaluated excluding the railway to connect to Falcon Ave. Schmid made a motion, Haag seconded to approve the WSB ‘s feasibility study of the missing trail connectivity around 130th and hardwood creek. Other Denaway informed the City Council is currently evaluating park funding and has requested that the Park Commission members to participate in a workshop on May 13, 2019 at 7:00pm at City Hall.
