Adjournment Page 1 of 2 Parks Commission Agenda September 18, 2019 Background Parks, Recreation, and Open Space Commission Meeting of September 18, 2019 Hugo City Hall, 7:00 pm Approve Minutes from August 21, 2019 Meeting Staff recommends approval of the minutes of the Parks Commission meeting of August 21, 2019. PLEASE SEE THE ATTACHED MINUTES. Sunset Lake Future Park Planning At the meeting of October 18, 2018, the Parks Commission approved a park dedication proposal for The Preserve on Sunset Lake. The proposal included dedication of .93 acres of land on Sunset Lake adjacent to the .7 acre city -owned parcel. The Parks Plan states that "providing access to and protect Hugo's water resources including wetlands, lakes, and streams is encouraged to build a connected, multi -function parks system". At the time of the development approvals, there was neighborhood interest in those parcels being developed into a park. Both the Parks Commission and the City Council included planning the future park in their 2019 goals. At the meeting of April 17, 2019 the Parks Commission approved a timeline and planning proposal from WSB and Associates. At the meeting of August 21, 2019, Candace Amberg and Jordan Gedrose from WSB presented two concepts for a park at Sunset Lake. The Commission had a few changes to be made but agreed to host a neighborhood meeting to gather input on the concepts. A notification letter was sent to nearby property owners. Staff will present the two concepts for public review and recommends that the Parks Commission gather input on a potential park on Sunset Lake from residents. THE UPDATED CONCEPTS ARE ATTACHED AS WELL WAS THE NOTIFICATION. Approval of Minutes from the June 19, 2019 Meeting Correction to change "20140 Comprehensive Plan" to "2040 Comprehensive Plan" under section 3. Moore-Arcand made a motion, Tennyson seconded to approve the minutes of the June 19, 2019 Parks Commission meeting. Ayes - Cathy Moore — Arcand, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranell Tennyson Abstained - Roger Clarke, Shawn Haag Motion carried. 2. Approval of Minutes from the July 24, 2019 Meeting Correction to change attendance. Moore-Arcand made a motion, Haag seconded to approve the minutes of the June 19, 2019 Parks Commission meeting. Ayes - Cathy Moore — Arcand, Mat Rauschendorfer, Dave Strub, Ranell Tennyson Abstained —Schmid, Rauschendorfer Motion carried. 3. Trail Feasibility Study Denaway provided background on the trail feasibility study that covers the missing trail connections around 1301h Street and the Hardwood Creek Regional Trail. Denaway stated that she introduced the trail feasibility study to City Council and the Council is comfortable with the direction and timeline on the project. Candace Amberg from WSB presented the most recent, revised feasibility study and provided background on the existing conditions near the trails. The concept plan shows the preferred route, alternate route, and trail extension route. The preferred route starts on 1301h Street North, cuts through the southern part of the Wilson Tool property, and continues down Falcon Court. This route would require a bridge and boardwalk to be installed, but would provide a connection to Oak Shore Park. The alternate route starts on 130th Street North, follows directly along the Wilson Tool building, and continues down Falcon Court. This route would not meet Regional Trail standards. The trail extension route is shown to follow the Rail Line and would require the removal of a significant amount of buffer vegetation. Amberg stated that the preferred route shown on the plans is also the preferred route among neighboring property owners, including Wilson Tool. The Commission discussed the cost of the boardwalk on the preferred route, funding of the project, and the impact to the neighborhood along Falcon Court North. Amberg continued to give a background on the trail connection for 130th street and existing conditions. There are two concepts. Concept one shows narrowing the road to a 12 foot drive lane and approximately 17.5 feet of trail. This concept would allow the power lines to remain in their existing position and would require an additional rail crossing arm. Concept two shows keeping the existing drive lane at approximately 17 feet and approximately 12 feet of trail. This concept would require the mailboxes and utilities to be relocated. Staff added that this trail project would likely be done with the reconstruction of 130th Street. The Commissioners discussed both concepts and made no determination of the preferred concept for 130th Street. There was discussion on funding of the trails and how the trail meets local connections. Tennyson made a motion to draft design documents for the preferred route of the Hardwood Creek Regional Trail. Raushcendorfer seconded. All Ayes. Motion carried. 4. Sunset Lake Future Park Planning Candace Amberg from WSB presented two concept plans for the Sunset Lake future park. Amberg highlighted that the land is in good condition and both plans emphasize the native landscape along the lake and prioritize saving existing vegetation on site. Concept 1 shows a circular driveway with one entrance on Homestead Avenue North, a drop off and loading zone, fishing piers, and a picnic area. Concept 2 shows access into the park from Homestead Avenue North and 125th Street North, storage racks for canoes or kayaks, a beach, fishing outcroppings, and a picnic area. The Parks Commission discussed both concept plans. Topics of discussion included driveway circulation, the number of parking spots, the surrounding neighbors and how they would be affected by the park, fishing pier and outcropping options, the natural vegetation of the site, and trail connections. It was unanimously agreed upon that a fishing pier and natural, boulder outcroppings would be a benefit to the site and that a beach would not be the best use at the future park. Chair Strub make a motion for Amberg to make the discussed changes to the plans and to schedule a neighborhood meeting for September 18t". Seconded by Rauschendorfer. All Ayes. Motion carried. 5. A neighborhood meeting will be held on Wednesday, September 18 at 7:OOpm at Hugo City Hall (14669 Fitzgerald Ave. N.). The City of Hugo has owned a .7 acre parcel on the south-west side of Sunset Lake for many years. The City -owned property was recently expanded to 1.8 acres through park dedication with the Preserve on Sunset Lake development. During the approval process of the development, we heard from residents in the area that they were interested in the City cleaning up the property, providing some sort of public lake access, and potential park improvements. The City - owned property has previously been used for lake weed dumping. The improvements under consideration include a small parking lot, walk-in kayak access, fishing pier, picnic shelter, and walking paths. The Parks Commission is not considering a launch for motorized boats. One of the things that the Parks Commission heard from residents when the Parks, Trails, and Open Space Plan was being updated was that they were interested in better access to Hugo's water resources and this property allows for that. The City owns additional park land near the north end of Sunset Lake, adjacent to the Homestead Drive cul-de-sac. There are no improvements proposed for that property at this time.
