Adjournment Background Parks, Recreation, and Open Space Commission Meeting of December 14, 2016 Hugo City Hall, 7:00 pm Approve Minutes from December 16, 2016 Meeting Staff recommends approval of the minutes of the Parks Commission meeting of December 16, 2016. PLEASE SEE THE ATTACHED MINUTES. 2017 Recreation Programs April Yetter, Outreach Director at the YMCA Forest Lake will present a proposal for Park Play Days. Staff recommends approval of $1,600 to $2,500 towards a partnership for a new summer program for kids to be held at Hanifl Fields Athletic Park. The program would be Monday through Thursday for 3 hours per day for two 5 week sessions. Every week has a specific theme with different crafts, games and activities featured every day. Staff recommends that the Parks Commission set the date of the Sledding Part for Saturday, February 4 or February 11. Staff will present information about other 2017 programs including Movie Nights, Tech Tac Toe, Kidz N Biz, and partnerships with the library. A new partnership with Little Sluggers is also recommended. SEE THE ATTACHED FLYERS AND INFORMATION. Approve the 2017 Goals At the meeting of December 14, 2016, the Parks Commission discussed their goals for 2017. Staff recommends the 2017 Goals of the Parks, Recreation, and Open Space Commission for final changes and approval. The City Council will review the goals of each Commission and set city-wide goals at their Goal Setting Workshop on January 17, 2017. PLEASE SEE THE ATTACHED DRAFT OF THE 2017 GOALS. Approve the 2017 Capital Improvement Plan A draft of the 2017-2021 Capital Improvement Plan has been put together with the assistance of Finance Director, Ron Otkin. The Parks Commission has been given the authority to make recommendations to the City Council on how to use the Special Park Fund and plans those expenditures with the Capital Improvement Plan. The CIP prioritizes improvements that the Parks Commission would like to make. Improvements identified as “unfunded” may be possible if additional funding becomes available through grants, private donations, or park dedication fees. In 2016, the Parks Commission had planned and funded construction of a playground in Fable Hill Park. Funds were also allocated to the feasibility study of Lions Park. Based on the draft 2017 goals of the Parks Commission, staff drafted a Capital Improvement Plan for 2017-2021. Staff recommends that the Parks Commission review the draft, make changes, and approve a Capital Improvement Plan. A DRAFT CIP IS ATTACHED. Set future meeting dates Staff is recommending changes to your monthly meeting schedule to accommodate additional workshops and meetings and scheduling conflicts. There are a couple special meetings that the City Council will be setting in the near future. Approval of Minutes from November Meeting Cathy Moore‐Arcand made a motion, Pontrelli seconded to approve the minutes of the November 9, 2016 Parks Commission meeting as presented. All Aye. Motion carried. 2. Update on Comprehensive Plan and Grant Applications Shayla Denaway, Parks Planner gave an update on applications for the Bikable Community Workshop and the Comprehensive Plan Partner Project which would be a part of the Comprehensive Plan updates. The updates will be assisted by WSB Engineering and Landform including mapping and research. Parks Commission members directed staff to continue to move forward with work on the comprehensive plan and the applications. 3. Annual Report Denaway presented the 2016 Annual Report of the Parks, Recreation and Open Space Commission. Highlights include the new McCollar Park, trails, Lions Park workshop, Goodview Avenue property neighborhood meeting, Tour de Hugo, Public Works update and a recap of recreation programs. 4. Goal Setting Denaway provided the 2016 goals and the Parks, Recreation and Open Space Commission discussed goals for 2017. The main topics included: Trails: identifying needs, developing, connectivity, improvements, reviewing the current trail plan, bike trails, snowmobile trails and cross country trails Parks: prioritizing Irish Avenue Park above Lions Park Planning, complaints, use, plan policies, park land/fee donations with developments, future park use/needs with study research, defining long term vision in future parks, public interest in planning future parks Recreation Programs: continue successful programs, experiment with new programs and continue partnerships Other: Cost for Lions Park projects, funding and tax options, the feasibility study, planning process timeline, research current trends for use/needs 5. Other Rauschendorfer requested staff to look into the property east of 8 and west of Diamond Point to determine if there is high ground that could have a bituminous path/trail constructed for pedestrian use off of Goodview Avenue North. 6. Adjournment Tennyson made a motion, Cathy Moore‐Arcand seconded to adjourn the meeting at 8:48 pm. All Ayes. Motion carried. Park Play Days Proposal Park Play Days is a great opportunity for your community and is able to run because of a partnership between the YMCA and the City or Park and Recreation Departments. Children ages 4-12 have the opportunity to come and play and learn with YMCA staff at your local Park. The staff are fully trained in CPR/AED, O2, First Aid and Child Abuse Prevention, to ensure your child’s safety! Every week has a specific theme with different crafts, games and activities featured every day. We feature community safety, mentoring and healthy lifestyle days. As in all YMCA programs, we offer a personal pricing plan which is a scholarship fund for anyone that qualifies. All of the YMCA programs incorporate our 4 Core Values: Caring, Honesty, Respect & Responsibility. 2015 DATES Hugo Park M-Th 9am-12pm or 1pm-4pm for two sessions. Session 1 is June 12—July 13 & Session 2 is July 17- August 17 PROPOSED BUDGET(S) Expenses: Staffing– 2 staff for the 5 week session = $1500 = $3000/summer Supplies- $400 for supplies and additional marketing TOTAL = $2925/session & $3500/summer Revenue: Participant Fee- $80/person (ratio is 1:10) (Must get 20 participants each session or 40 total to break even) *Minimum participant numbers will be set according to the dollar amount the city can give. (minimum of 10 per session means city needs to contribute $1000/ session , $2000 total) In order to keep the cost at its lowest rate for the community members and to get the program off the ground we ask the city to grant $1600-$2500 towards this program. If there is a balance leftover once we break even , the amount will go directly towards the program whether it be new supplies, program scholarships or to help with the staffing costs. We also ask that the city provide names of teen or adult volunteers to assist in the delivery of the program, this will help keep the participant to adult ratio low. The YMCA will train the volunteers. Hugo, MN 55038 Dear Parks Commission, We have an exciting new baseball/softball program for the Hugo Parks & Recreation Department to consider. The program is called Lil Sluggers, a national child development program created to introduce children to the game of baseball and softball. Lil Sluggers is designed to prepare boys and girls for their journey into organized team play by improving and developing their social and physical skills both on and off the field. Most of our classes consist of children ranging from age 2 through age 5, but we also offer classes for children up to the age of 8. We use a proven curriculum that teaches children the skills needed to learn the game of baseball and softball in a fun, exciting and positive environment. At Lil Sluggers, we pride ourselves in our ability to group kids in a way that will create the most fun environment, while enabling them to learn the game of baseball and softball. Kids learn best when they are grouped with other kids that have similar skill sets. Grouping the kids appropriately is one of our top priorities. Below is how the age groups are broken out.  2 to 3 Year Olds o The 2 to 3 year old groups need plenty of hand holding. We work on basic body control and fundamentals. The curriculum is very basic, and we spend a lot of time on learning the bases and how to use two hands to catch a ball. Some parent participation may be required per coach's request.  3 to 4 Year Olds o The 3 to 4 year old groups practice baseball/softball fundamentals and build toward improving technique. We focus on keeping our eye on the ball while hitting, proper throwing motion and recognizing the bases. In this group, kids begin to learn concepts like teamwork through interaction with one another.  4 to 5 Year Olds o The 4 to 5 year old groups are introduced to more advanced baseball/softball mechanics. We gradually incorporate a mix of soft‐toss and live pitching as we progress through the session. Fun fielding aids are used to reinforce using two hands to catch ground balls and fly balls. Proper use of a baseball glove begins with this age group.  6 to 8 Year Olds (optional) o The 6‐8 year old group is referred to as our advanced slugger program. Classes are designed on building and reinforcing fundamental baseball/softball muscle memory. We incorporate a lot of live pitching and advanced drill work with this age group. Lastly, I put together proposed class schedules to give an idea of how we run the programs.
