Staff recommends approval of the minutes of the Parks Commission meeting of October 18, 2017.

Leroux Property Sketch Plan
A request for a sketch plan review has been received from the CPDC Pratt Oakwood, LLP. The proposal is for
177 residential units on 120 vacant acres generally located north 159t" Street and east of Elmcrest Avenue.
The applicant has indicated that they would dedicate land and make park improvements to satisfy park
dedication requirements and for flexibility in their Planned Unit Development (PUD) application. Part of the
development is in the greenway and there are trail connections to be made throughout. The applicant is
looking for informal comments from the Parks Commission and a recommendation is not needed at this time.
The Parks Commission should provide input on the park site plan, proposed trail system, and possible park
dedication.

Clearwater Creek Preserve Improvements
At the meeting of October 18, 2017 the Parks Commission directed staff to look at making updates and
improvements at a few of Hugo's existing parks including Clearwater Creek Preserve. Community
Development Intern Sarah Rumppe will present a proposal for improvements to be made at Clearwater Creek
Preserve.

Strub called the meeting to order at 7:02 pm.
1. Approval of Minutes from September Meeting
Tennyson made a motion, Clarke seconded to approve the minutes of the September 20, 2017 Parks
Commission meeting as presented.
All Aye.
Motion carried.
2. Creekside Heights Sketch Plan
Parks Planner Shayla Denaway presented a sketch plan application for Creekside Heights that had been
received from the Lincoln Group. The proposed development is on 132 acres of vacant land east of Highway
61 and west of Oneka Lake. The development would consist of a combination of single family, villa, and
townhomes totaling 251 residential units. The proposal also included constructing a fishing pier on Oneka
Lake and trails and sidewalks throughout the development.
Rich Wilburn from Kaskaskia Engineering Group was available to answer questions.
Wilburn indicated they would be dedicating a combination of land and fee but are still reviewing it to
determine what parts of the property are upland and would qualify.

The Parks Commission was generally supportive of a fishing pier on Oneka Lake but would like consideration
of how it could be accessed and used by the public. This includes looking at off-street and on -street parking,
and trying to find adjacent upland to add amenities like a picnic shelter or table, etc. It was envisioned that
people may want to drive to the access and put in a kayak/etc. One idea was to locate the fishing pier at the
south end of the property so that it could possibly be accessed off of the park property. The Wilburn
expressed interest in that idea.
When asked about preserving the trees at the south end of the property, Wilburn indicated that there will be
trees lost in order to make the necessary roadway connections but that they are looking at other ways to
minimize the impact on the trees.
Commissioner Strub asked for consideration of an additional pedestrian access to the cluster of townhouses,
such as a trail crossing of the ditch towards the south. It was noted that the townhouse cluster is quite
separate from the rest of the neighborhood and that a tot lot may be needed to serve the area.
The Commission was generally very supportive of the trails in the development which would provide access
to other trails and Oneka Lake Park. A trail connection to the properties to the north was requested in order
to connect possible future development. It was also discussed that the roundabout or Hwy 61 crossing
should evaluated to make the pedestrian crossings trails are safe.
The Commission was generally supportive of the park dedication proposal and were interested in accepting
the trail area and any other buildable, useable, and attached parcels.
3. Existing Parks Survey
Denaway provided the Commission with a survey of existing parks, intended to start a discussion on park
improvements and upgrades. The survey included playground age/vendor, needed maintenance, and
possible projects.
Community Development Intern, Sarah Rumppe gave insight of how small changes could improve users'
experiences at Arbre and other parks. This included defining pedestrian movement with visual esthetics,
gateways, and defined spaces. She presented sketches showing the proposed changes and suggestions for
park improvements.
Arbre Park was highlighted because of anticipated tree loss. Proposed improvements include creating a more
welcoming entrance, developing gateways to connect the two park halves, and adding shade.
Discussion on improvements at Oneka Lake Park included serving more residents in the future, providing
access to the lake, and offering new programming to utilize the space including kayaking, fishing, ice skating
and swimming.
The Parks Commissioners were appreciative of the insight and Rumppe's perspective and were excited to see
additional sketches and ideas in the future.
4. Meeting Schedule Update
Denaway provided an update on the comprehensive plan meeting schedule.

SUBJECT: CPDC Pratt Oakwood, LLP. - Leroux Property Concept Plan
DATE: November 9, 2017 for the Parks Commission meeting of November 15,
2017
1. INTRODUCTION:
A sketch plan application has been received from CPDC Pratt Oakwood, LLP. The
applicant is looking for informal comments from the Parks Commission prior to
submitting a formal application. A recommendation from the Parks Commission is not
needed at this time.
2. DESCRIPTION OF REQUEST:
CPDC Pratt Oakwood, LLP is planning to develop two parcels of land, both of which are
owned by the developer. The plan shows 177 proposed residential lots with a variety of
product types and lot sizes, stormwater ponding areas, a large park and open space,
sidewalk and trail connections, and road connections. The developer is proposing to
construct this development in three phases. The developer has indicated that an HOA
will be established for the villa homes. The concept plan was completed to get comments
from the various commissions and Council prior to moving forward with the formal
development approval process.
The properties are generally located east of Elmcrest Avenue N. and north of 159th Street
N. and total approximately 120 acres. The properties are currently vacant, relatively flat,
and have some site constraints due to approximately 24 acres of wetlands. The applicant
would like to receive feedback on the project in regards to general layout, housing types,
parks/trails, road circulation and construction, and stormwater management/ water re -use.

The western parcel (40 acres) is guided as Low Density Residential (LD) while the
eastern parcel (80 acres) is guided as Medium Density Residential (MD) according to the
2030 Land Use Plan. The developer has indicated that they may request a Planned Unit
Development (PUD) in order to meet density requirements. In exchange for the proposed
PUD, the developer is expected to have a higher quality development with valued
amenities. The developer has not indicated what they would be giving back to the City in
exchange of PUD flexibility, however, the developer has indicated the development will
offer trail and sidewalk connections within the development and a public park
3. CONSISTENCY WITH COMPREHENSIVE PLAN:
Trails
The Trail and Sidewalk Plan shows trails along Oneka Parkway and Farnham Avenue
North. The trails are constructed along these roadways in the properties south of the
proposed development. The trails are shown to continue northward beyond proposed
development.
Sidewalks shall supplement the connections provided by the proposed trail system.
Sidewalks along City streets are required in developments with lot widths less than 80
feet. There is an existing sidewalk on Falcon Avenue north that should connect north
through the development. Although not shown on the concept plan, the developer has
indicated that trail and sidewalk connections will be made to existing connections to the
south. Staff has requested that connections also continue to future developments to the
north.
Open Spaces/Geenways
The developer is proposing a park on the east side of the development. This park is
within the City's greenway corridor, which is an area that has been identified for having
significant natural resources. The desire with greenway corridors is to preserve large
connecting blocks of natural resources as open space. There are large pieces of open
space owned by either the City of Hugo or homeowners association to the south in the
Waters Edge and Creekview Preserve neighborhoods that would connect.
Parks
This development is in Neighborhood Park Service Area 2 which is served by Lions
Park, Frog Hollow Park, Oneka Elementary School and Heritage Ponds Park. Frog
Hollow Park is within walking distance and has a playground. Oneka Elementary has a
mixed purpose ball field and playground that are available outside of school hours for
residential use. A park with a large open play area and other park facilities is desirable.
The developer has prepared a concept of what the park could look like. Currently, the
developer has not indicated what would be constructed or paid for with their park

dedication or request for PUD flexibility. The park currently has a layout that shows
parking and loading areas, a pavilion, playground space, two sport courts, ballfields, and
trail connections. Staff has reviewed the park site plan. The plan has done a good job of
preserving wetlands and some existing trees which would expand the greenway corridor.
A greenway trail through the open space in the park to provide access to these areas is
desirable. Ball fields, open play areas, and other park facilities which are not available at
nearby existing parks are desirable. Because of the wetlands on the site, additional work
will need to be done to ensure that park facilities are built on suitable upland. Staff
would like to see that the parking areas be located near the facilities and be sized
according to their use. It is also very important that there be strong trail connections
between the residential areas and the park.
4. PARK DEDICATION REQUIREMENTS:
The developer is required to dedicate land, or pay a fee, or a combination of land and a
fee. For the 117.5 acre site, parkland dedication of 9.36 acres of upland is required. The
developer may also pay the fee, which is currently $2,400 per unit. The parkland
dedication fee for the proposed 177 lots would be $424,800. The developer is proposing
land dedication in lieu of fees with 11.2 acres of land.
5. CONCLUSION:
No formal action is required at this time. The developer is requesting informal
comments on the sketch plan.
The applicant has indicated that they would be interested in dedicating land to meet the
park dedication requirements. Although, there is significant open space shown on the
plan, only buildable and usable land is accepted for park dedication credit.
The Parks Commission should provide comments on the proposed park, greenway
corridor, as well as the trail and sidewalk connections in the development.
