Creekside Heights Sketch Plan
A request for a sketch plan review has been received from the Lincoln Group. The proposed development is
on 132 acres of vacant land east of Highway 61 and west of Oneka Lake. The development would consist of a
combination of single family, villa, and townhomes totaling 251 residential units. The applicant is proposing
to construct trails throughout the development and a fishing pier on Oneka Lake. The developer has not
provided a proposal for park dedication with specifics, but has indicated that it may be a combination of land
and fee. The applicant is looking for informal comments from the Parks Commission and a recommendation
is not needed at this time. The Parks Commission should provide input on the proposed trail system and
possible park dedication.

Existing Parks Survey
At the meeting of September 20, 2017, the Parks Commission reviewed Hugo's 18 existing parks. There was
a discussion on updates to the parks including adding exercise equipment, new play features, and more
benches to the parks. Discussion also included looking at the current landscaping at the parks, talking with
the surrounding residents to see what they feel is in need of improvement at the parks, and the prioritizing
and budgeting of the improvements and upgrades. Staff reviewed the parks and their condition and has
prepared a list of maintenance tasks with Public Works. Staff has also prepared a list of larger scale projects
that require schedule and budget consideration.
THE EXISTING PARKS SURVEY CHART IS ATTACHED.
Meeting Schedule Update
Staff recommends that the Parks Commission re -schedule their December meeting to December 13 or cancel
it. Staff will also provide the updated comprehensive plan key meeting schedule.

2. Existing Parks Survey
Parks Planner, Shayla Denaway provided the Commissioners with photos and brief histories of the current
parks in Hugo. The majority of the neighborhood parks are around ten years old. The parks have been well
maintained throughout the years with seasonal maintenance, playground inspections, annual repairs, and
the replenishing of soft surfacing. Over the years trees and landscaping have matured and partnerships for
use and maintenance have been built. Even though no major issues have been identified by residents, there
may be opportunities to make minor enhancements to Hugo's parks.

Hugo currently has 18 parks, including: Arbre, Aspire, Clearwater Creek Preserve, Cove, Beaver Ponds,
Diamond Point, Frog Hollow, Hanifl Fields, Heritage Ponds, Irish Avenue, Lions, McCollar, Oakshore, Oneka
Lake, Rice Lake, Tower, Val Jean, and Victor Square. Playground equipment can last anywhere from 15 to 25
years.
Staff is seeking approval from the Parks Commission to do an in-depth review of the current conditions at the
parks and then bring back recommendations for improvements and upgrades to the Commission. Denaway
asked the Commissioners to share with staff if they see any issues at the parks and to share any ideas that
they may have for improvements at the parks. The Commissioners felt that this would be a great opportunity
to refresh and enhance Hugo's existing parks. They discussed the addition of exercise equipment, new
equipment, and benches to the parks, taking a look at the current landscaping at the parks, talking with the
surrounding residents to see what they feel is in need of improvement at the parks, and the prioritizing and
budgeting of the improvements and upgrades.
3. Updates from Staff
Parks Planner, Shayla Denaway provided the Commission with numerous updates:
With the closing of Withrow Elementary School, the School District has removed and sold the playground
equipment that was at the site. Denaway commented that residents have shared their concern regarding the
loss of the playground equipment.
The outdoor movie night in the park was held on Friday, September 8, 2017 at Hanifl Fields Athletic Park with
over 250 in attendance. The movie "Sing" was shown and the families enjoyed the meet and greet with the
Hugo Fire Department and the Washington County Sheriff's Office, and all of the emergency vehicles that
were on display.
The Tour de Hugo bike ride is being held on Saturday, September 23, 2017. It is projected that this year's ride
will be the biggest in the seven year history of this event.
Denaway informed the Commission that the online survey that was created to gain a greater understating of
the public's priorities for park development for the 2040 Comprehensive Plan was a success and 99 responses
were received. A draft of the 2040 Comprehensive Plan will be shared with the Parks Commission, the
Planning Commission, and the City Council at future meetings. After the draft is reviewed by the
Commissions and the City Council it will be available to be viewed by the public at an open house.
Every year the City undertakes one road reconstruction project. For 2018 the potential reconstruction project
will involve Oneka Lake Boulevard; east of 1471h Street to Harrow Avenue and 157th Street to 165th Street. If
the project moves forward the Parks Commission would need to decide what should be done with the trails
in that area. A public meeting would be held to gather input from the surrounding residents and then those
ideas would be brought back to the Parks Commission.
Commissioner Tennyson added an update on the Forest Lake YMCA Community Board. Derek Otto is the
new Executive Director of the Forest Lake YMCA, replacing Sharna Braucks. The splash pad is closed for the
season and the annual campaign is starting soon.

SUBJECT: The Lincoln Group. Request for a sketch plan review of "Creekside
Heights" consisting of 251 residential homes on 132 Acres east of
Highway 61 and west of Oneka Lake
DATE: October 6, 2017 for the Parks Commission meeting of October 18, 2017
1. INTRODUCTION:
A sketch plan application has been received from the Lincoln Group. The applicant is
looking for informal comments from the Parks Commission prior to submitting a formal
application. A recommendation from the Parks Commission is not needed at this time.
2. DESCRIPTION OF REQUEST:
The applicant is requesting comments on a sketch plan for a subdivision of the 132-acre
site and development of 251 housing units. The housing units are proposed to be a
combination of single family, villa, and townhomes. The gross density is 1.9 units per
acre and the net density is 3 units per acre. The property is currently vacant and does
contain some challenges regarding wetland, existing drainage ditch and high ground
water.
The applicant will be requesting a Planned Unit Development (PUD) for the Creekside
Heights development. The use of the PUD zoning also allows for a greater variety of
uses, internal transfers of density, construction phasing, and a potential for lower
development costs. In exchange for this enhanced flexibility, the city has the expectation
that the development plan will result in a significantly higher quality and more sensitive
proposal than would have been the case with the use of other, more standard zoning
districts.
The plan shows 251 proposed residential lots, stormwater ponding areas, open space,
sidewalk and trail connections, and road connections.

The applicant is proposing a variety of lot widths and product types. They range from
townhouses on 30' wide lots to single family homes on 65' wide lots.
The site has a significant stands of trees at the south end of the development bordering
the existing neighborhood. A portion of the trees appear to be shown on the plan,
however, it is unclear how or what amount that will be removed or preserved. The site
also has approximately 25 acres of wetlands. It is anticipated that a small portion of
wetlands will be impacted. The developer will be required to submit wetland impact and
mitigation plans as well as a tree inventory and tree preservation plan.
3. CONSISTENCY WITH COMPREHENSIVE PLAN:
Trails
The Trail and Sidewalk Plan shows a proposed trail along Goodview Avenue North, a
trail around Oneka Lake, and a trail connection east to west to Highway 61. The
applicant is showing a trail along Goodview Trail North and a portion of Goodview
Avenue North, making the connection to the neighborhood sidewalks to the south. The
applicant is also showing a trail around Oneka Lake and a few connections within the
development. A connection out to Highway 61 is shown that would connect with the
Hardwood Creek Trail and the existing trail along 159t' with a crossing. The concept
plan indicates that the developer will meet the minimum requirements for trails.
Sidewalks shall supplement the connections provided by the proposed trail system.
Sidewalks along City streets are required in developments with lot widths less than 80
feet. Sidewalks would be required along all streets in this development based on the
proposed lot widths.
Open Spaces/Parks
This development is in Neighborhood Park Service Area 8, which includes the Sweet
Grass Meadows and Oneka Lake residential developments. The area is served by Oneka
Lake Park and also includes the future park currently occupied by the Bernin family and
the public boat launch on Oneka Lake. The majority of the proposed development is
within .5 miles of the Oneka Lake Park, satisfying the standard outlined in the Parks,
Trails, and Open Space Plan. However, it is likely that an additional neighborhood park
will be needed with any additional development further north.
4. PARK DEDICATION REQUIREMENTS:
The developer is required to dedicate land, pay a fee, or a combination of land and fee.
The park dedication section of the City Code requires the applicant dedicate 10% of the
developable acres for park land with a density of up to 3.99 units per acre. The current

park dedication fee is $2,400 per unit. At this time, the developer has indicated that they
would be dedicating a combination of land and fee.
The developer has indicated that there is approximately 83 acres of buildable land,
therefore 8.3 acres of park land would be required to be dedicated. Wetlands,
disconnected, or otherwise unusable parcels are not considered for park dedication. The
developer has indicated that they would be dedicating the open space adjacent to Oneka
Lake. In addition to that, they are proposing to construct a fishing pier/dock to provide
access to Oneka Lake.
A fee could be considered by the Park Commission in lieu of park land dedication. For
Creekside Heights, the developer has indicated that there would be 251 total units. At the
current fee of $2,400 per unit, the park dedication fee would total $602,400.
5. CONCLUSION:
No formal action is required at this time. The developer is requesting informal
comments on the sketch plan.
Park Dedication Proposal: Unknown
Staff has not received a proposal for park dedication. The applicant has indicated that
they would be interested in dedicating a combination of land and fee to meet the
requirements. Although there is a significant amount of open space shown on the plan,
only buildable and usable land is accepted for park dedication credit.
The developer has indicated an interest in building a fishing pier on Oneka Lake, to be
dedicated to the City of Hugo and made publically available. The Parks Commission
should provide input on what amenities the access should have and how it could be used
by the public.
The Parks Commission should comment on the trail and sidewalk connections in the
sketch plan. Specifically:
• Pedestrian crossing at Highway 61
• Access to Oneka Lake
• Trail connections to the existing neighborhood to the south and other possible
residential neighborhoods in the surrounding areas
• Connections to Oneka Lake Park
• Pedestrian crossing at Highway 61

NARRATIVE
CONCEPTUAL PLANNED UNIT DEVELOPMENT APPLICATION
CREEKSIDE HEIGHTS DEVELOPMENT
The Lincoln Group, Inc., a Minnesota Corporation, is proud to present for your consideration
the Conceptual Plan for a new Planned Unit Development in Hugo, Minnesota called Creekside
Heights. This assembly of three properties totaling approximately 127 acres is located between
State Highway 61 and Oneka Lake at 15911 Street. One parcel (68.2 acres) is currently owned by
Premier Bank, Inc., and two parcels (19.57 and 39.6 acres) currently owned by Michael Riopel.
The existing parcels are currently zoned Agricultural and guided R1. Currently there exists
tillable agricultural on the Riopel parcels and non -tillable agricultural on the Premier parcel.
The properties are maintained and the property taxes are current.
The Lincoln Group, Inc. is an association of local professionals with an extensive background in
real estate acquisition, development, entitlement, design build and new construction sales.
The Lincoln Group's vision is to create a diverse and exciting neighborhood consisting of 44
multi -level townhomes designed to meet the needs of the first time home buyer, 136 single
family homes situated on 65' wide lots designed to meet the needs of a wide array of buyers,
and finally 76 age -targeted villa homes featuring main -level living situated on 55' wide lots
designed to accommodate the needs of our aging demographic.
Planned Unit Development Zoning
The Lincoln Group, Inc. is requesting a Planned Unit Development due to the varied product
type designed to satisfy an array of housing needs in the City of Hugo, which the typical R-3
zoning would not readily accommodate. Additionally, the site presents unique challenges and
non -typical physical characteristics including the Oneka Lake shoreline, the lake itself, extensive
wetlands, the existence of a major drainage channel and an Xcel Energy transmission line
easement bisecting the site. Flexibility in zoning is therefore critical to the successful
development of this property.
The Lincoln Group is specifically asking for reduced minimum lot sizes and widths, reduced
front and side yard setbacks, and increased lot coverage primarily to deal with the constraints
of the site layout and to improve our ability to preserve and accentuate the site's physical
characteristics and natural features.
Reduced lot sizes and adjusted setbacks will allow us to save additional trees and provide the
lot size and types that today's buyers are seeking, as well as helping provide multiple housing
types and diversity of construction.
As part of this proposal, Lincoln Group is seeking to maximize the amount of naturally occurring
wetlands and open spaces that will remain undisturbed by this development. Of the more than
25 acres of existing wetlands on this site, we are currently estimating that less than 1 acre of
wetland will be impacted by development. We are currently proposing to mitigate this loss by

creating an additional 1.7 acres of new wetland in protected areas. In all, the completed
development will feature more than 43 acres of public and common open space area. The
Lincoln Group is also proposing to construct multi -use trails along the Oneka Lake shoreline and
along selected other areas of the development. In all, over 1.7 miles of new asphalt trails are
proposed as part of this conceptual plan, as well as a new dock on Oneka Lake.
The proposed Planned Unit Development will meet city standards required for approval by
dedicating to the City additional open space, trails and outlots as shown on the conceptual plat
in exchange for a credit against future Park Dedication fees.
This application meets the density requirements according to City ordinances.

Maintenance and Governance
The Lincoln Group, Inc. proposes a Master Homeowners Association governing the entire
development consisting of sub -associations governing the Villa and Townhome neighborhoods.
The intention of a master would be to provide continuity for regulating the areas common
features and maintaining neighborhood monuments, trails, docks and assistance with storm
water management. In addition the Master Association covenants would govern and regulate
access to adjoining wetlands.
The sub -association for the townhome neighborhood would provide maintenance of common
areas and building exteriors, including a reserve fund, underground sprinkler system, snow
removal and lawn care, sanitation removal and hazard insurance.
The sub -association for the Villa neighborhood would provide maintenance of common areas,
underground sprinkler system and sanitation removal.
Development Phasin
Creekside Heights would include five phases (see phasing plan) with the primary entrance to
the townhomes being off of Highway 61 at 159th Street. Accommodation for this entry requires
continued negotiation with the property owners on either side of the existing connection
between the PUD parcel and Highway 61. The goal would be to limit construction and sales
traffic to that entrance in an effort to minimize the effect to the neighborhood adjoining
Goodview Avenue and Goodview Trail to the south of the site.
The second part of Phase 1 would consist of single family homes and villas along the south
property line which would temporarily access from Goodview Avenue and Goodview Trail until
the northerly connection of 159th Street from Highway 61 to Goodview Avenue, which would
be included in Phase II.
At the recommendation of the Minnesota Department of Transportation (MnDOT), we are
currently proposing the intersection of the entrance road at Highway 61 to be constructed as a
roundabout of similar design to the intersection of 170th and Highway 61 (North Forest
Boulevard) located just 1.25 miles to the north. The proposed roundabout will vary somewhat
in that it will feature five legs instead of four, one of which is the commercial entrance to the
Industrial Utilities site.
