Adjournment Page 2 of 2 Parks Commission Agenda September 20, 2017 Background Parks, Recreation, and Open Space Commission Meeting of September 20, 2017 Hugo City Hall, 7:00 pm Approve Minutes from August 16, 2017 Meeting Staff recommends approval of the minutes of the Parks Commission meeting of August 16, 2017. PLEASE SEE THE ATTACHED MINUTES. Existing Parks Survey Parks Planner Shayla Denaway will provide photos and brief histories of the existing parks in Hugo. The majority of Hugo’s neighborhood parks are around 10 years old. They have been well maintained, but there may be opportunities to make minor enhancements to Hugo’s parks. Staff recommends that the Parks Commission direct staff to do an in‐depth review of the current conditions and bring back recommendations for improvements and upgrades to Hugo’s existing parks. EXISTING PARKS AMENITIES CHART IS ATTACHED. Updates Staff will provide updates on a few projects and programs going on in Hugo. ADDITIONAL INFORMATION IS ATTACHED. Page 1 of 2 Parks Commission Minutes August 16, 2017 Minutes Parks, Recreation, and Open Space Commission Meeting of August 16, 2017 Hugo City Hall, 7:00 pm Call to Order Present: Roger Clarke, Cathy Moore‐Arcand, John Pontrelli, Mat Rauschendorfer, Nicole Schmid, Dave Strub Absent: Ranell Tennyson Staff Present: Scott Anderson, Public Works Director Shayla Denaway, Parks Planner Strub called the meeting to order at 7:00 pm. 1. Approval of Minutes from June Meeting Moore‐Arcand made a motion, Clarke seconded to approve the minutes of the June 21, 2017 Parks Commission meeting as presented. All Ayes. Motion carried. 2. Comprehensive Plan Update Kendra Lindahl and Mary Matze from Landform, Inc were in attendance to provide the Parks Commission with updates and developments on the 2040 Compressive Plan. Matze shared with the Commissioners the responses gathered from the public at the August 8, 2017 Parks Open House which was held to gain an understanding of the public’s priorities for park development. Responses showed that trails, safe trail connections, and active recreation amenities are important and that land acquisition isn’t a top priority. With attendance at the open house being low, a new online survey will be posted for residents providing them with an additional opportunity to share their ideas. Using input gathered from prior meetings and open houses a draft of the Parks, Trails and Open Space Chapter has been prepared. Key updates contained in the draft include that information is more organized, there are clearly defined guiding principles, and updated location criteria has been added. Page 2 of 2 Parks Commission Minutes August 16, 2017 Matze shared that four main community priorities have been identified from the feedback provided, including; an integrated parks and trails system, safe recreation for all users, all‐access facilities, and preserving natural resources. The Commissioners asked that improved recreational water access, the development of Lions Park, supporting of downtown development, and guidelines addressing parking concerns also be included. Building on the community priorities and polices in the 2030 plan, five guiding principles for the Parks, Trails and Open Space Chapter have been identified. These principals will provide the foundation and the vision for the chapter and will be the basis for future policy decisions. Those five priorities include; a multifunctional connected parks system, high quality parks, accessibility, partnerships, and park dedication. Matze also spoke on the importance of the greenway corridor as the backbone of the parks system and the foundation of park and trail development. The Commissioners asked that the partnerships and park dedication priorities be revised to include utilizing creative and innovative methods and solutions to plan and develop parks and trails. They also stressed the importance of including additional information on the greenway corridor and how it needs to be interdepartmental during the planning and development process. Matze next spoke about the recreation demands that have come to focus, including; parks that are close to home, multi‐access facilities, outdoor activities, and natural areas. She then shared the locational criteria section that was added which will aid in making decisions as to where parks and trails should be located. The Commissioners agreed that the greenway corridor should also be a focus of this section to help guide the development of future parks and trails. Matze explained that Landform, Inc will take the feedback received from the Parks Commission at this meeting and finalize the data analysis and create an interactive pdf of the Parks, Trail and Open Space Chapter of the Comprehensive Plan. A draft of the Comprehensive Plan will be shared at the October 18, 2017 Parks Commission Meeting. There will be a public open house held on October 24, 2017 and a public hearing scheduled at the December 14, 2017 Planning Commission meeting. A final copy of the 2040 Comprehensive Plan will be sent to the Metropolitan Council for review on January 2, 2018. 3. Event Updates Parks Planner, Shayla Denaway updated the Commission on upcoming events: The City of Hugo is partnering with the Hugo Fire Department and the Washington County Sheriff’s Office for this year’s movie night in the park. On Friday, September 8, 2017 the movie “Sing” will be shown at Hanifl Fields Athletic Park. Families are invited to a meet and greet with the firefighters and officers starting at 6:30 pm, with the movie starting at 7:30 pm. The Tour de Hugo bike ride is being held on Saturday, September 23, 2017. Pre‐registrations are exceeding expectations and it is projected that this year’s Tour de Hugo will have the most riders participating in the seven year history of this event. 4. The traffic turning left onto 61 from 147th cannot see people crossing the street (obstructed view)--plus there are a lot of cars turning right onto 147th from northbound 61. I can't see a lot of people transporting their horses to Irish Avenue Park over and over; it's just not all that large. Riding along linear trails makes more sense; you can ride for miles and miles and see different landscapes all the time. But creating a multi-use park with some sports fields, some open space for walking, a nice playground for children adjacent to the sports fields, and an amphitheater for less-noisy events (plays?) ... however, depending on its use, an amphitheater may not be appropriate at that location due to the proximity of housing. But sports lighting might be necessary for fields. It is also important to start thinking about the long term maintenance of facilities. Some of our amenities will need some infrastructure replacement in the near future. Please do not develop Irish Park for anything that will generate traffic like the soccer fields. Hugo has done well in acquiring two very large public spaces (Clearwater Creek, Irish Park). At this point, it is my opinion that concentrating on acquisition of trail corridors is of ultimate importance, as is continuing to work to obtain parkland as development moves forward. Many of Hugo's roadways have no shoulders, and traffic moves quickly. With more families moving into the city, we need a safe way for children and families to ride together to enjoy the open spaces Hugo has acquired. Where I live, Goodview Avenue is very dangerous (north of 120th, south of 145th). It is now a regular commuter corridor and, believe it or not, has a LOT of bike traffic -- people we don't even know. On our bikes, we have had close calls with speeding vehicles whose drivers do not move over and give us breathing room. I'm sure there are other roads like that in the city as well. 8/29/2017 2:45 PM 4 Trash bins along existing trails would be great for those of us who run our digs and pick up after them.
