Parks, Recreation, and open Space Commission
Meeting of May 15, 2019
Hugo City Hall, 7:00 pm
Present: Dave Strub,Cathy Moore—Arcand, Mat Rauschendorfer, Nicole Schmid, Ranell Tennyson
Absent: Roger Clark, Shawn Haag
Staff Present: Scott Anderson, Public Works Director
Shayla Denaway, Parks Planner
Debi Close, Secretary
Strub called the meeting to order at 7:00 pm.
1. Approval of Minutes from the April 17, 2010 Meeting
Moore-Arcand made a motion, Haag seconded to approve the minutes of the March 20, 2019 Parks
Commission meeting.
All aye.
Motion carried.
2. Kathy Marier Memorial
Pete Pederson, representing the Hugo Lions Club, proposed a memorial be constructed and dedicated to
honor Kathy Marier. Marier served as the first Chair of the Parks Commission and was a driving force for
construction of the first playground in Hugo,which was built in Lions Park in 1998. A large climbing boulder
with a bronze plaque will be dedicated during Hugo Good Neighbor Days. The Hugo Lions Club is offering to
cover the costs of the memorial and would like assistance from the City in locating it.
Strub made a motion, Schmid seconded to approve a memorial to Kathy Marier to be installed in Lions Park.
All aye.

3. Adelaide Landing Park Plan
Shayla Denaway, Parks Planner presented two sketches drafted by Westwood for Adelaide Landing future
Park.
Parks Commission discussion included the number of parking spots,the shelter location, and accessibility.
Tennyson made a motion, Rauschendorfer second to approve the drafted sketch#4 from Westwood for the
Adelaide Landing future park.
All aye.
Motion carried.
4. Neighborhood Park Updates
Denaway reviewed the neighborhood park repairs and updates that were completed in 2018 at Val Jean Park,
Arber Park, and Frog Hallow. The Parks Capital Improvement Plan includes$40,000 to continue the
neighborhood park improvements. Staff presented potential projects identified after spring inspections.
Projects include:
Arbre Park—landscaping, basketball hoop
Oak Shore Park—add additional soft surfacing to playground
Heritage Ponds—landscaping, add additional soft surface
Frog Hallow—add additional soft surface to playground
Oneka Lake Park—removal and replacement of all soft surfacing around playground
Victor Square Park—retaining wall, irrigation,signage. City Staff is encouraging partnership with the
homeowners association.
5. Recreation Programming Calendar
Park Play Days—Starting June 10
Fridays with Fire Fighters—June 14,July 12,August 16
Family Concert—August 9
Tech Tac Toe—June 24-27,August 5-8
Memory Cafes—Ongoing(4th Wednesday of every month)
Preschool Story Hours—Ongoing(2"d Tuesday of every month)
Tour de Hugo—September 21
