Parks, Recreation, and Open Space Commission
Meeting of June 19, 2019
Hugo City Hall, 7:00 pm
Present: Dave Strub,Cathy Moore—Arcand, Mat Rauschendorfer, Nicole Schmid, Ranell Tennyson

Strub called the meeting to order at 7:00 pm.
1. Approval of Minutes from the May 15, 2019 Meeting
Correction to agenda item#4—"208"changed to"2018"
Rauschendorfer made a motion, Moore-Arcand seconded to approve the minutes of the May 15, 2019 Parks
Commission meeting.
All ayes.
Motion carried.
2. Update on Trail Feasibility Study
Denaway presented three trail concepts prepared by WSB and Associates for the area of 1301h Street and the
Hardwood Creek Regional Trail. The pros and cons of each option were listed, including Regional Trail
requirements, private roads versus public roads, and cost.
Moore-Arcand stated concerns with the safety of concept 3,specifically the on-road trail portion.She also
inquired as to whether or not Wilson Tool was supportive of trail construction.
Rauschendorfer stated concerns about easements need with the conceptual trail layouts and future trail
connections. He also stated the boardwalk structures in Concept 1 and 2 may affect the Regional Trail
designation.
Commissioners appreciated the connection to Oak Shore Park in Concept 1 and questioned whether concept
features could be combined to allow for access to Oak Shore Park as well as Regional Trail designation.

Anderson mentioned that boardwalks could affect how the trail is used.
3. Park Prioritization Exercise
The City Council asked the Parks Commission to prioritize community park improvements. Denaway reviewed
the community parks in Hugo.
Denaway reviewed the parks chapter of the 2040 Comprehensive Plan, including the guiding principles.
Resident preferences included trail development, multi-use facilities that serve a wide range of users, and
water amenities.
Denaway presented a draft priority list prepared for the purposes of facilitating discussion.
Schmid expressed concerns with maintaining a balance between natural parks and improved parks.
Strub suggested adding"MORC"to the options for Irish Avenue Park.
Rauschendorfer stated he would prefer Sunset Lake to be considered a community park, however it does not
meet community park standards.
Moore-Arcand made motion to accept the Staff compiled priority list with the mentioned adjustments.
Tennyson seconded.
All ayes.
Motion carried.

Tennyson made a motion, Rauschendorfer seconded to adjourn the meeting at 9:15 pm.
