HomeMy WebLinkAbout2019.10.16 Park Minutes Minutes Parks, Recreation, and Open Space Commission Meeting of October 16, 2019 Hugo City Hall, 7:00 pm Present: Roger Clarke, Shawn Haag, Mat Rauschendorfer, Dave Strub, Ranell Tennyson Absent: Cathy Moore—Arcand, Nicole Schmid Staff Present: Scott Anderson, Public Works Director Shayla Denaway, Parks Planner Debi Close, Parks Secretary Chair Strub called the meeting to order at 7:00 pm. 1. Approval of Minutes frorn the September 18, 2019 Meeting Tennyson made a motion, Haag seconded to approve the minutes of the September 18, 2019 Parks Commission meeting. Ayes: Roger Clarke,Shawn Haag, Dave Strub, Ranell Tennyson Abstained: Mat Rauschendorfer Motion carried. 2. Update on Adelaide landing Future Park Shayla Denaway, Parks Planner, provided an update on construction of the park in Adelaide Landing. Discussion included the park dedication fees paid and the partnership with the developer for construction. Cost estimates for construction increased from$571,000 to$666,000. Scott Anderson, Public Works Directed informed that he had verified material/labor fee increases with multiple contractors. Current building market is saturated with construction and fees have inflated. 3. Update on the Trail Feasibility Study Denaway provided an update on the Hardwood Creek Regional Trail/130th Trail feasibility study. Funding was received through an active living partnership project with Washington County Public Health and the Statewide Health Improvement Program. With the feasibility study,the site was evaluated and conceptual trail alignments were drafted. The alignments were reviewed by Wilson Tool,Washington County, and the Parks Commission. Washington County Public Works has requested additional time to review the concepts. The Commission discussed that Denaway shall request an extension for the Statewide Health Improvement Program grant as needed. 4. SLlnset take Future Park Planning Denaway updated on the planning of a future park on Sunset Lake. A neighborhood meeting that was held September 18, 2019. Tennyson shared feedback that she had received from the neighborhood. Tennyson was not hearing support of the park. The Commission had discussion to summarize what they heard from residents. Generally, residents are requesting that the plan be scaled back by removing parking spots possibly eliminating the shelter and being more of a small park feeling. Neighbors were concerned with future maintenance issues, vandalism, loitering and the location of the entrance to this park. Strub said that he would like to work from data to address the traffic and safety issues versus the anecdotal evidence shared by a couple residents at the neighborhood meeting. Strub made a motion, Clarke seconded to direct staff to do addition research on the traffic and fishing near Sunset Lake. All Ayes. Motion Carried. 5, AdjOurnment Clarke reported on the Irish Avenue Park and requested that the parking lot barriers and size be looked at. Tennyson made a motion, Strub seconded to adjourn the meeting at 9:05 pm. All Ayes. Motion carried.
