Minutes for the Planning Commission Meeting of Thursday, August 22, 2019 Chair Kleissler called the meeting to order at 7:01 p.m. PRESENT: Arcand, Derr, Fry, Kleissler, Lessard, Luchsinger, Mulvihill, Tjernlund. Approval of Minutes for the Planning Commission Meeting of June 27, 2019 Commissioner Arcand made a motion, seconded by Commissioner Tjernlund to approve minutes for the meeting of June 27, 2019. All ayes. Motion carried. Public Hearing: Minnesota Built Hugo Minnesota LLC — Site Plan and Variance for Gopher State Storage Juba provided background on the site plan and variance. The site is located in the Peloquin Industrial Park along Highway 61. The 3.24 acre lot is zoned general industrial and currently has four existing buildings on site. The applicant is requesting approval of a site plan to construct a building totaling approximately 16,600 square feet for a three-story climate controlled storage facility. The applicant is also requesting approval of a variance from the front yard setback requirements to construct the building 0 feet from the roadway easement on the west side of the property, where 30 feet is required by ordinance. The building will be 39 feet from the west property line, consistent with the other existing buildings on the property. In 2017, City Council approved a site plan approving the construction of 7 one-story buildings for a total of 21,700 square feet for a ministorage facility. The property was proposed to be developed in two phases. Four buildings have been constructed. The site is managed electronically with no on-site property management. The applicant would like to revise the original site plan and replace the remaining proposed 3 buildings with a three-story climate controlled facility. The proposed building is generally in the area where the three buildings and drive aisles were proposed and would contain approximately 400 units of vanous sizes. The applicant is proposing a drive aisles that will allow for large vehicles to turn around on site. The project is proposed in two phases, phase one is proposed to be 12,000 square feet and phase two is proposed to be 4,600 square feet. Staff recommends that the project be completed in one phase. The General Industrial zoning district has a maximum building height of 50 feet. The building height will be approximately 48 feet at the highest point. The existing buildings on the property are approximately 19 feet tall. Juba provided details on the architecture and building materials of the proposed building. Staff August 22, 2019 PC Minutes Page 2 compared the proposed building materials and colors with the existing buildings and the proposed colors and materials do not match. It is in staff's opinion that more work is needed on the building scale, architecture, and building materials in order for the project to be cohesive with the existing buildings and surroundings. Staff recommends adding the materials used on the existing buildings on to the proposed building. The proposed building meets all setback requirements, except for the front yard setback along Highway 61. The applicant is requesting approval of a variance from the front yard setback requirements to construct the building 0 feet from the right-of-way easement on the west side of the property, where 30 feet is required by ordinance. Staff provided criteria for approval on variance requests. The variance would not be in character of the surrounding area and it is in staff's opinion that there are not practical difficulties in meeting the ordinance standard. Staff provided recommendations for the Planning Commission to consider when reviewing the application. Staff continued to review streets and access, fencing and screening, landscaping, and parking. The applicant has constructed a stormwater facility and since the impervious surface on site is not changing significantly, staff feels that the stormwater facility will be adequate for the site. The plans will be reviewed more thoroughly upon approval of the application. City water and sewer services will be connected to the building. It is in staff's opinion that the project does not meet all the requirements necessary to approve the applications. While staff believes that there has been progress made on the architecture and an effort to design the building with quality materials and attractive details, it is not cohesive with the existing buildings on site in regards to building materials, colors, and proportion. Staff recommends the Planning Commission open the public hearing and take comments and that the Planning Commission provide comments to the applicant on the site plan and variance application plans. Staff recommends the Planning Commission table the requests until September 12, 2019, for staff to meet with the applicant and continue to work on items related to the architecture/building materials and revisions to the plans. Chair Kleissler asked if the Planning Commission had any questions for staff. Tjernlund asked staff to clarify what the variance request was asking for. Juba stated that the applicant is only asking for a variance from the setback requirements. Luchsinger asked if there are any other buildings in the Industrial Park of the same proposed height. Juba stated that the neighboring buildings are 33 and 37 feet in height. Arcand asked if there are future complications with the 0 yard setback. Juba stated that with expansion of Highway 61, the buildings will be required to remain out of the right-of-way. Chair Kleissler invited the applicant to come forward. Tim Jordan from CNH Architects addressed the planning commission. Jordan stated that materials can be adjusted to match the colors on the existing buildings. The materials of the proposed building are intended to be an upgrade in quality from the existing buildings, so materials were not intended to be exactly the same. David Heil, CEO, and Luke Doubler, equity partner, of State Storage Group, addressed the Planning Commission. Heil stated that phase one of the project experienced high demand and with phase two they would like to offer a high quality product that looks nice. They are willing to work on the architecture. August 22, 2019 PC Minutes Page 3 Commissioner Arcand asked what is the detailing on the corners of the building. Heil stated that the garage doors behind the windows are a visualization to act as advertisement. He also stated that the second phase is so they can grow with demand. Arcand asked how many units are with the first phase. Heil responded that there are around 300 units in phase one. Units are built on demand and can be different sizes. Arcand stated that phase one looks odd if phase two is never completed. Heil responded that they would like to see a complete project, but with phasing they can better manage upfront costs of the project. Commissioner Fry asked Heil if the proposed building is a way to maximize profits. Heil stated that the proposed building offers a new product with climate controlled storage. Commissioner Derr asked the applicant if there could be elements from the proposed buildings that could be incorporated on the existing buildings. Bill Beckford with Patriot Construction Services INC came forward to address the Planning Commission. He stated that the sample materials are a higher quality than the existing building materials. Beckford said the colors can be tweaked, but the materials will not be exactly the same. Heil stated that the proposed building will be served as a gateway to the Industrial Park. Juba stated that the proposed materials are quality materials. Staff is focused on the building blending in with the character of the area. Commissioner Fry asked what the buildings to the north are zoned and what the height restrictions are for that zone. Juba responded that the properties to the north are zoned General Business (C-2) and the height restriction for that zoning district is 35 feet. Chair Kleissler noted that there are a lot of flat, one-story buildings in the area. Commissioner Lessard asked staff to clarify if the property is located in the floodplain. Juba stated that there is a portion of property that was in the designated FEMA flood zone, however they did get a letter of map revision from FEMA for the existing site. Heil asked the Planning Commission if they like the architectural features of the building and if they were okay with the height. Commissioner Derr asked if the heating and cooling equipment will be stored on the roof. Beckford added that yes it is and that the architectural design is intended to hide that. Commissioner Luchsinger asked if the project is still feasible with only two stories. Heil responded that no it is not because price per square foot as you lower the building, increases significantly. Juba clarified that economics is not a criteria of approval. Chair Kleissler opened the public hearing at 7:52 pm. No one in the audience to come forward. Chair Kleissler closed the public hearing at 7:52 pm. The Planning Commission continued to have discussions on the character of the area and the architectural design of the proposed buildings. It was agreed upon that the Planning Commission wanted the project to be completed in one phase. August 22, 2019 PC Minutes Page 4 Chair Kleissler stated that the Planning Commission recommends that the proposed building be constructed in one phase, the parapets should remain on the plan as they add architectural integrity, and additional modifications should be made to make the project cohesive with the existing site. Heil addressed the Planning Commission to state that the variance request is to allow a variance in the setback requirements and is not based on the height of the building. Commissioner Luchsinger made a motion to table the requests until September 12, 2019, seconded by Commissioner Fry. All Ayes. Motion carried. Request for site plan approval for a climate controlled self -storage building and a front yard setback variance for the property located at 5560 152nd Street North. DATE: September 9, 2019, for the Planning Commission Meeting of September 12, 2019 ZONING: General Industrial (I-3) LAND USE: Industrial (I) 120 -DAY REVIEW DEADLINE: October 9, 2019 1. UPDATE FROM AUGUST 22, 2019, PLANNING COMMISSION MEETING: Staff provided background on the request and recommended that the item be tabled to allow the applicant to work with staff on the architecture and building material. The Planning Commission recommended that the project be completed in one phase and that the applicant work with staff on revisions to ensure the proposed building is cohesive with the existing buildings on the property. The Planning Commission tabled the request until September 12, 2019. The applicant has been working with staff over the last couple weeks on the items outlined in the staff report and as recommended by the Planning Commission. The applicant has revised the plan to include the following: • The project will be completed in one phase. • The tip -up concrete panel colors have been revised to match the rock -faced block colors on the existing buildings. • The architectural metal color has been revised to match the garage doors on the existing buildings. Architectural metal will also be added to the existing buildings to be more cohesive with the proposed building. Gopher State Storage Site Plan and Variance Page 2 • The applicant has revised the architecture along the west side of the building to break up the massing of the building. • The applicant has added base details to the main entrance of the building. • The exact colors and textures of the building materials shall be reviewed and approved by staff prior to the issuance of a building permit. The applicant has made changes to the architecture and building materials and has done a good job working on making the project cohesive. The applicant is proposing to build the project in one phase to complete the architectural details of the building. 2. DESCRIPTION OF REQUEST: The applicant is requesting approval of a site plan to construct a building totaling approximately 16,600 square feet for a three-story climate controlled storage facility. The applicant is also requesting approval of a variance from the front yard setback requirements to construct the building 0 feet from the roadway easement on the west side of the property, where 30 feet is required by ordinance. The building will be 39 feet from the west property line, consistent with the other existing buildings on the property. The 3.27 acre lot is generally located north of 152nd Street and east of Forest Boulevard within the Peloquin Industrial Park. 3. CONTEXT: A. Surrounding Land Use and Zoning The properties to the east and south are part of the Peloquin Industrial Park. The properties are zoned General Industrial (I-3) and are generally occupied by industrial businesses, however there are some single family homes located within the General Industrial zoning district to the south. The properties to the north are zoned General Business (C-2) and are occupied by single family homes. The property to the west, across TH 61, is zoned Single Family Detached Residential (R-3) and currently has a single family home with some agricultural activities occurring on the property. B. Existing Site Characteristics The 3.27 acre property does contain some challenges in regards to an existing drainage ditch, floodplain, high ground water, wetlands, right-of-way dedication, and a sanitary sewer pipe going through the property. The stormwater management facilities have been constructed on the property and the buildable area is generally flat. There are four existing buildings on the property. 4. BACKGROUND: In 2017, the City Council approved a site plan approving the construction of 7 one-story buildings for a total of 21,700 square feet for a ministorage facility. The buildings were proposed to be a variety of sizes with varying unit sizes. The property was proposed to be Gopher State Storage Site Plan and Variance Page 3 developed in two phases. Four buildings have been constructed on the property with the first phase. The site is managed completely electronically with no property management on site. 5. ANALYSIS: A. Level of City Discretion in Decision -Making The City's discretion in approving or denying a site plan is limited to whether or not the proposed project complies with the Comprehensive Plan and Zoning Ordinance requirements. If it meets these standards, the City must then approve the site plan. The City's discretion in approving or denying a variance is limited to whether or not the proposed project meets the standards in the Zoning Ordinance for a variance. The City has a higher level of discretion with a variance because the burden of proof is on the applicant to show that they meet the standards in the ordinance. B. Consistency with Ordinance Standards Site Plan The applicant would like to revise the previously approved site plan and replace the remaining proposed 3 buildings with a three-story climate controlled storage facility with a footprint of approximately 16,600 square feet. The building is generally in the area where the three buildings and drive aisles were proposed. The applicant has stated that the proposed building would contain approximately 400 units of various sizes. Building Height The General Industrial zoning district has a maximum building height of 50 feet. The building height will be approximately 48 feet at the highest point. The average height is approximately 44 feet. The proposed plan complies with the height requirements. The existing buildings on the property are approximately 19 feet tall. Building Coverage and Lot Coverage The ordinance limits the lot area to be covered by a building up to 40% and covered by impervious surface up to 80%. The proposed site plan complies with the coverage requirements. Architecture/Building Materials The applicant is proposing a three-story climate controlled storage facility that has a flat roof. The entrance is on the south side of the building. There are offsets horizontally and vertically to break up the massing of the building. The corner details have windows showing storage unit doors. Staff recommends that no signage or images be allowed to be displayed in the windows. The plan shows an entrance canopy on the south side of the building that is colored red. The Gopher State Storage Site Plan and Variance Page 4 building materials proposed include precast concrete panels of various brown colors with various textures and red architectural metal. The existing buildings on site are constructed with integrally colored rock face block that are a buff and reddish color. The existing buildings have a pitched roof design. The gabled ends have reddish siding and the roofs are copper color. Since the applicant has changed the site plan and building design, it is a goal to ensure the proposed building is cohesive with the existing buildings and character of the area. The Planning Commission recommended that the applicant work with staff on revisions to the plans to ensure the proposed building is cohesive with the existing buildings on the property. Setbacks The proposed development complies with the 30 -foot front (south side) and side yard setbacks. The ordinance requires a side yard setback equal to the height of the building, in no case less than 10 feet. The building height is proposed to be approximately 48 feet at the highest point. 39 feet of right-of-way adjacent to TH 61 was dedicated to the City with the previous site plan approval. The right-of-way easement was required as part of the TH 61 corridor plan, which requires a 150 foot wide corridor for future expansion of the road. Since the right-of-way easement was dedicated, setback of the building is measured from the easement line, not the property line. Gopher State Storage Site Plan and Variance Page 5 The applicant is requesting approval of a variance from the front yard setback requirements to construct the building 0 feet from the right-of-way easement on the west side of the property, where 30 feet is required by ordinance. The building will be 39 feet from the west property line, consistent with the other existing buildings on the property. VARIANCE STANDARDS: The Board must review the requested variances with the standards outlined in Section 90-38 of the land use regulations. Staff used these standards to review the variance request and finds the following: (1) Law. The variance as requested is permissible by law. The proposed variance is permissible by law. (2) Practical Difficulties. The applicant for a variance shall establish that there are practical difficulties in complying with the provisions of the zoning regulations. The term "Practical Difficulties" as used in the granting of a variance means: a. Reasonable Use. The property owner proposes to use the property in a reasonable manner not permitted by the zoning ordinance and, The property does have constraints due to regards to an existing drainage ditch, floodplain, high ground water, wetlands, right-of-way dedication, and a sanitary sewer pipe going through the property. This does limit the buildable area of the property. A three story building with a maximum height is allowed on in the zoning district as well as the use proposed. Placing a building in that location is a reasonable use of the property. b. Unique Circumstances. The plight of property owner is due to circumstances unique to the property not created by the landowner and; The property has constraints due to the natural features on the property and the limited buildable area on the site. The right-of-way easement further limits the buildable area if all setback were meet, creating a very small area to build. The right-of-way easement was required to be dedicated with the approval of the previous site plan, creating a new setback requirement for the site. The building is 39 feet from the west front property line. c. Character ofNei,-hborhood. The variance, ifgranted, will not alter the essential character of the neighborhood. The new proposed three story building would be in line with the existing buildings on the property. There are homes in the area that are a similar distance from Highway 61 as the proposed building. However, the building it is taller than the adjacent buildings. The proposed building materials and architecture breaks up the large massing of the building and helps the building be more cohesive with the existing buildings. In the General Gopher State Storage Site Plan and Variance Page 6 Industrial (I-3) zoning district 50 foot tall buildings are allowed. At the time other properties in the industrial park are developed/redeveloped, 50 foot tall building could be proposed. It is in staff's opinion that the variance, if granted, would not alter the character of the surrounding area. It is in staff's opinion that there are practical difficulties in meeting the ordinance standard. (3) Spirit and Intent. The granting of the variance would be in keeping with the spirit and intent of this chapter and with the policies of the City's Comprehensive Plan. The spirit and intent of the ordinance is to have buildings a reasonable distance from the property lines and roads. The new proposed three story building would be in line with the existing buildings on the property. There are homes on the area that are a similar distance from Highway 61 as the proposed building. Allowing a building to be setback to align with the existing buildings would meet the spirit and intent of the ordinance. (4) Prohibited Use. The variance, if granted, shall not have the effect of allowing any use prohibited in the district. The use is allowed in the zoning district. (5) Hazard Consideration. The variance, if granted, shall not permit a lower degree of flood protection than required by this chapter. The variance shall be determined the minimum necessary, considering the flood hazard, to afford relief, and the variance shall not be issued within any designated regulatory floodway if any increase in flood levels during the base flood discharge would result. Part of the property is within the floodplain overlay district. The applicant will be required to obtain approval from FEMA with the project. The project is not expected to increase flood levels in the area. (6) Septic and Well Compliance. The sewage treatment system and water system of the subject property is in compliance with city and state codes. The property can be served by City sewer and water. It is in staff's opinion that the project meets all the requirements necessary to approve the variance request. Street Access and Vehicle Circulation The site has access from 152nd Street North. There is one entrance into the site with a secure entrance for storage renters. The applicant as added a vehicle turnaround area on the northern portion of the drive aisles and parking areas. The applicant included the area for large vehicles and vehicles with trailers to Gopher State Storage Site Plan and Variance Page 7 turnaround more easily to access the storage units and entrance of the proposed storage building. Since the site plan has short dead end drive aisles due to the constraints of the site, this is a good addition to the site plan. Fencing/Screening The applicant is not proposing any outdoor storage. The applicant is proposing to replace the existing black chain link fence between the buildings along the west side of the property with decorative architectural black fence (like wrought iron fencing). The applicant has provided details of the style of fence. The applicant shall replace the existing chain link fence along the west property line with decorative architectural black fence. The area of the site containing the buildings and parking/driveways is proposed to be enclosed with black chain link fence. The plans shall be updated to show the fence locations. The applicant is proposing to have roof top mechanical equipment. The plans show the equipment to be screened by a five foot parapet on the east side of the building. It is unclear if this is for the rest of the sides of the building. The applicant should show the parapet height on other elevations. If the parapet remains at approximately five feet, staff would be comfortable with the screening method of the equipment. Prior to the issuance of a building permit, all roof top mechanical equipment shall be screened. The trash enclosure is proposed to be located adjacent to the building on the east side. It is proposed to match the integrally colored rock face block that are a buff and reddish color on the existing buildings. It is different material than the proposed building. The gate is proposed to be a reddish color to match the red on the building. Landscaping and Lighting Section 90-181 of the Zoning Ordinance provides landscaping requirements for industrial developments. In order to meet the landscape requirements for the proposed site, 18 overstory deciduous trees, 10 coniferous trees, 10 ornamental trees, and 72 shrubs would be required to be installed. The applicant is not proposing to alter the existing landscape buffer on the east side of the property that borders the ditch. Because of this, the City has reduced the number of required trees by 10%. The applicant is proposing to install 10 overstory deciduous trees, 10 coniferous trees, 7 ornamental trees, and 69 shrubs. The landscape plan will need to be revised to include 7 more trees to meet the required number of trees. The landscape plan shall be revised to show areas that will be sodded and seeded. The applicant has stated the property will be irrigated to water the plants and grass. Because of the sewer easement and right-of-way dedication, the applicant has proposed landscaping and stormwater management within the easement areas. Staff is comfortable with this request and will add condition that an encroachment agreement is executed with the applicant. Gopher State Storage Site Plan and Variance Page 8 The ordinance requires lighting to consist of cut-off fixtures and for light cast on adjacent property and roads not to exceed 1/2 foot candle measured at the property line or I foot candle measured at the street's centerline. The applicant has proposed wall mounted downcast light fixtures on the building. It is unclear if the lighting plan meets the requirement of I foot candle at measured at the street's centerline. The plans shall be revised show the foot candle calculation measures that the street centerline and meet the requirements under City Code section 90-239 Lighting. The light fixtures shall be of a color that matches the building materials used on the proposed building. Parking Section 90-253 of the City Code provides parking requirements. The existing use, did not require parking spaces. Users of the site will pull up next to their units, unload/load, and leave the site. Further, the City Code does not outline parking requirement for climate controlled storage facilities. The City Code states any use that is not listed in the parking ordinance shall be assigned a parking requirement by the Community Development Director or designee. The applicant is showing seven designated parking stalls for the use. It is in staff's opinion that the peak parking space demand on the property is likely very low. Staff is comfortable with the number of parking spaces provided. Trails Hardwood Creek Trail is on the west side of TH 61. The applicant is not proposing any sidewalks or trails with this development. Signage The Peloquin Industrial Park monument sign is located on this site. The applicant has stated that they plan to remove the existing pylon sign and will propose a new monument sign. The applicant is showing signs on the building. Staff did not review the proportions of the signs on the building. A sign permit application will be required before the installation of any sign on the property or building. The signs will not be approved as part this request. Drainage/Grading The applicant has submitted their stormwater management plan for the site that meets the appropriate requirements for the overall development. A stormwater pond was previously constructed to meet stormwater management requirements than can accommodate the proposed changes to the site plan. Staff is still working on technical details on the stormwater management plan that may result is small revisions to the stormwater management plan. It is not expected to change the overall layout of the site plan. Gopher State Storage Site Plan and Variance Page 9 Utilities Water service will be connected to the existing watermain on the west side of the proposed building and the sanitary sewer service will be extended from the existing sanitary sewer on the east side of the proposed building. Wetlands In December 2016, the Technical Evaluation Panel (TEP) approved a wetland delineation for the site. The applicant is not proposing to impact any wetlands on site. Park Dedication Park dedication fees do not apply to industrial properties. 6. CONCLUSION: The applicant has made changes to the architecture and building materials and has done a good job working on making the project cohesive with the existing buildings. The applicant is proposing to build the project in one phase to complete the architecture of the building. It is in staff's opinion that there has been progress made on the architecture and an effort to design the building with quality materials and attractive details that are cohesive with the existing building on site in regards to building materials and colors. It is staff opinion that the applicant meets the requirements necessary to approve the site plan and variance request. 7. STAFF RECOMMENDATION: Staff recommends approval of the site plan and variance requests for the three-story climate controlled storage facility located at 5560 152nd Street North. ATTACHMENTS: 1. We do not expect that any remaining plan changes will have a significant impact on the plans. Water service will be connected to the existing watermain on the west side of the proposed building and the sanitary sewer service will be extended from the existing sanitary sewer on the east side of the proposed building. Stormwater Management 3. The applicant has submitted their Stormwater Management Plan for the site, meeting the appropriate storage, rate control, treatment, and volume reduction for the overall development. A stormwater pond was previously constructed to meet stormwater management requirements than can accommodate the proposed changes to the site plan. 4. The applicant will need to provide an as -built of the constructed stormwater pond. 5. Submit LOMR/CLOMR application and FEMA approval for the new building. The proposed variance is permissible by law. 2. Placing a building in that location is a reasonable use of the property. 3. The property has constraints due to the natural features on the property and the limited buildable area on the site. The right-of-way easement further limits the buildable area if all setback were meet, creating a very small area to build. The right-of-way easement was required to be dedicated with the approval of the previous site plan, creating a new setback requirement for the site. The building is 39 feet from the west front property line. 4. The new proposed three story building would be in line with the existing buildings on the property. The variance, if granted, would not alter the character of the surrounding area. 5. There are practical difficulties in meeting the ordinance standard. 6. The spirit and intent of the ordinance is to have buildings a reasonable distance from the property lines and roads. The new proposed three story building would be in line with the existing buildings on the property. There are homes on the area that are a similar distance from Highway 61 as the proposed building. Allowing a building to be setback to align with the existing buildings would meet the spirit and intent of the ordinance. 7. The use is allowed in the zoning district. 8. Part of the property is within the floodplain overlay district. The applicant will be Resolution 2019 - Page 2 required to obtain approval from FEMA with the project. Primarily, the overall expression has migrated away from a more modernist expression with floating geometric shaped box elements. The general architectural language was changed to one using more traditional elements, albeit simplified, and appropriate for this site and use. This architectural approach is more in keeping with some of the other commercial developments in the City of Hugo. To that end, the corner boxes at each end of the west elevation were redesigned as `towers'. This allowed for variation in parapet height, as well as allowed the fagades to step in an out. Strong corner elements are a common approach in traditional building, accenting the place where two sides of the building come together, and add depth, shadow, and three-dimensional expression. In addition, the bottom 4' of the wall has been changed to a corduroy pattern, cast into the panel at fabrication. Again, this is a common approach in traditional building, to make the lowest part of the wall of a rougher material or texture where the building touches the ground. This provides contrast and helps set off the upper parts of the wall as more refined. To match the existing buildings, the precast wall panels will be designed in consultation with the fabricator and the City Planner, to find a concrete, aggregate and pigment mix which approximates the field color of the rock faced block on the existing one-story buildings. The copper color of the existing roofs will also be matched in the wall parapet caps, to help integrate the two buildings for color and material. The proposed maroon colored horizontal metal panels will be added to the gable ends of the one-story buildings, to provide a better a match between the two buildings as well. And finally, the proposed darker accent color, a concrete stain, will be color -matched to the color of the horizontal band of rock faced block on the existing one-story buildings. In conclusion, the proposed Gopher State Storage climate -controlled building will use materials that are either match exactly, or are chosen in the same color palette to approximate the colors of the existing buildings. The Ownership team will continue to work with Staff to ensure the final color selections are appropriate for the site and its surrounding.
