Weidt called the meeting to order at 6:04 pm.
PRESENT: Denaway, Gallivan, Houle, Klein, Petty, Puleo, Weidt.
ABSENT: None.
STAFF: Bryan Bear, City Administrator

APPROVAL OF MINUTES FOR THE EDA MEETING OF AUGUST 20, 2019
Klein made a motion, Petty seconded, to approve minutes for the EDA meeting of August 20, 2019.
All Ayes. Motion carried.
TONY HARMENING, CATTLE HOUSE CONCEPT PLAN
Juba provided background on the concept plan presented by Tony Harmening at the August 20, 2019
EDA meeting. Staff has been working with Harmening over the last few months and have been
discussing the downtown plan and design guidelines, as well as the City owned property development
criteria, with him. Harmening came forward to further discuss his concept plan with the EDA. Harmening
presented the demographics of the area and noted the need for a restaurant in Hugo's community.
Harmening also presented a work plan with estimated gross and net revenues of the restaurant. The
revenue from the restaurant will be used to build the future event center.
It is in staff's opinion that the concept plan is a good match for meeting the development criteria. Staff
is recommending that the EDA provide direction for staff to start negotiating a purchase agreement with
Tony Harmening.
The EDA continued to discuss the concept plan and the purchase agreement. The EDA gave staff
direction to draft a purchase agreement with contingencies on the length of the agreement being 120
days, adopting the downtown design guidelines as development criteria for the property, and
implementing a timeline on additional phases of development
Klein made a motion to recommend moving forward with drafting a purchase agreement for the City
owned property along Egg Lake to be approved by the City Council. Seconded by Denaway.
All ayes. Motion Carried.
UPDATE ON DOWNTOWN REDEVELOPMENT
Juba provided an update on downtown redevelopment and stated that the O'Reilly Auto Parts opened in
September.
DISCUSSION ON EDA MEETING TIME
Weidt suggested the time of the EDA meetings to be changed to 5:30 pm. The rest of the EDA agreed
with the change in time.
ADJOURNMENT
Commissioner Klein made a motion, seconded by Commissioner Puleo, to adjourn at 6:40 pm.
All ayes. Motion carried.
