Parks, Recreation, and Open Space Commission
Meeting of December 18, 2019
Hugo City Hall, 7:00 pm
Present: Cathy Moore-Arcand, Roger Clarke,Shawn Haag, Mat Rauschendorfer, Nicole Schmid, Dave Strub,
Ranell Tennyson
Staff Present: Scott Anderson, Public Works Director
Shayla Denaway, Parks Planner
Debi Close, Parks Secretary
Chair Strub called the meeting to order at 7:00 pm.
1. Approval of Minutes from the Novernber 20, 2019 Meetings
Tennyson made a motion, Moore-Arcand seconded to approve the minutes of the November 20, 2019 Parks
Commission meeting.
All Ayes. Motion carried.
2. 2019 Annual Report
Shayla Denaway, Parks Planner, presented the 2019 Annual Report of the Parks, Recreation, and Open Space
Commission.
The report noted the the surfacing at Oneka Lake Park playground was improved, several miles of trails were
constructed in Hugo,Adelaide Landing boardwalks were constructed and future park was planned, and that
a memorial climbing rock was donated at the Lions Park. Other highlights of the Commission's year included
prioritizing Lions Park and Irish Avenue Park improvements and several recreation programs.
Clarke made a motion, Moore-Arcand second to approve the 2019 Annual Report as written.
All Aye. Motion carried
Commissioner Schmid left the meeting prior to the vote.
3. 2020 Goal Setting
Denaway reviewed the 2019 Goals of the Parks, Recreation, and Open Space Commission. City Staff provided
a drafted 2020 Goal sheet for discussion.

Discussion included:
New action items included studying the feasibility of a trail on Goodview Avenue, reviewing the sidewalk and
trail snow removal map, review the Implementation Plan in the 2040 Comprehensive Plan, review the Park
Dedication Policy. A new priority goal of the Commission is to expand community parks. The action items for
this goal include: continuing to prioritize community park projects as opportunities arise, plan and construct
Lions Park, plan an enhance Irish Avenue Park, and included RCWD ditch maintenance in implementation of
the Clearwater Creek Preserve Master Plan.
Clarke made a motion, Moore—Arcand seconded to approve the 2020 Goals as drafted.
All Ayes. Motion carried
