A RESOLUTION ORDERING THE PROJECT AND
AUTHORIZING THE PREPARATION OF PLANS AND SPECIFICATIONS FOR THE
2020 GOODVIEW AVENUE IMPROVEMENT PROJECT
WHEREAS, pursuant to resolution of the Council adopted October 21, 2019, a report was prepared by WSB. with
reference to the improvement of Goodview Avenue from the southern City border to Egg Lake Road (137t"
Street/County Road 8); and
WHEREAS, it is proposed to complete improvements which includes reclaiming the existing bituminous pavement,
minor subgrade corrections, minor drainage improvements, and bituminous paving to a width of 26-ft along Goodview
Avenue from the southern City border to Egg Lake Road (137"' Street/County Road 8) as well as the extension of
utilities from their location along 13061 Street Past to Goodview Avenue and north to along Goodview Avenue for
approximately 500 feet and to assess benefited properties for all or a portion of the improvement, pursuant to
Minnesota Statutes, Chapter 429:
WHEREAS, the City intends to assess benefited properties for all or a portion of the aforementioned improvements,
pursuant to Minnesota Statutes, Chapter 429, and
WHEREAS, the City Council has received and accepted the feasibility report prepared by the City Engineer on
January 6, 2020, for the 2020 Goodview Avenue Improvement Project; and
WHEREAS, a resolution of the City Council adopted on the January 6, 2020, fixed a date for the Council public
hearing on the proposed improvements; and
WHEREAS, ten days' mailed notice and two weeks' published notice in advance of said public hearing was given and
the hearing was held thereon on the February 3, 2020, at which time all persons desiring to be heard were given an
opportunity to be heard thereon.
NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HUGO:
1. Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility report for the 2020
Goodview Avenue Improvement Project.
2. Such improvement is hereby ordered as proposed in this Council resolution adopted February 3, 2020.
3. The improvements described in the notice of public hearing and the feasibility report are hereby designated
and shall be known as the 2020 Goodview Avenue Improvement Project.
4. The City Council shall authorize WSB to prepare plans and specifications of said improvements.
5. The City Council shall let the contract for all or part of the work for said improvements or order all or part of
the work done by day labor or otherwise as authorized by Minnesota Statutes, Section 429.041, Subdivision 2
within one year of the date of this Resolution ordering said improvements.

Whereupon said resolution was declared passed and adopted this 3rd day of Feb 2(,- -
